The Washington Parish School Board met in regular session on the above date with the following members present: President Harold Smith, Jimmie Corkern, John Dawsey, Susanne Jones, Richard N. Thomas, Bringier H. Barker, Bob D. Bateman, and Joe Whaley. Absent: None. The meeting was called to order by President Smith. Invocation was given by Dale Varnado. President Smith welcomed the news media, School Board Attorney Wayne Kuhn, and guests.

 

It was moved by Joe Whaley, seconded by John Dawsey, that the Board adopt the minutes of the June 27, 1991, board meeting, as submitted to each board member. Motion carried unanimously.

 

It was moved by Jimmie Corkern, seconded by Bob Bateman, that the Board open bids received for the purchase of Bread for the School Lunch Program for the 1991-92 school year. Motion carried unanimously. President Smith opened the only bid received which was from Cotton Brothers Baking Company, Inc., Baton Rouge, LA, as follows: SEE ATTACHED. Upon the recommendation of Mrs. Jackie Smith, School Lunch Supervisor, it was moved by Susanne Jones, seconded by B. H. Barker, that the Board accept the bid of Cotton Brothers Baking Co., Inc., for the purchase of Bread for the School Lunch Program for the 1991-92 school year. Motion carried unanimously.

 

It was moved by B. H. Barker, seconded by John Dawsey, that the Board open bids received for the purchase of Milk for the School Lunch Program for the 1991-92 school year. Motion carried unanimously. President Smith opened bids submitted by Dairy Fresh Corporation, Flav-0-Rich, Inc., and Skyline Dairy, Inc., which were as follows: SEE ATTACHED. It was moved by B. H. Barker, seconded by John Dawsey, that the Board take the Milk bids under advisement until the August 8, 1991, board meeting to allow time for Attorney Kuhn to research the law concerning 10% preference to milk and dairy products which are produced or processed in the state. Motion carried unanimously.

 

It was moved by Susanne Jones, seconded by Jimmie Corkern, that the Board renew the Contract of Employment for Promotional Appointment with Linda S. Crain, Principal, Enon Elementary School, for a period of three (3) years, commencing on August 1, 1991, and ending on July 31, 1991. Motion carried unanimously.

 

Upon the recommendation of Superintendent Brown, it was moved by B. H. Barker, seconded by Susanne Jones, that the Board approve the following Personnel Adjustments as presented by Dr. Guy Schilling, Assistant Superintendent:

It was moved by B. H. Barker, seconded by Joe Whaley, that the Board delete Agenda Item #4 (Melanie Forbes -Personnel Matter) due to the absence of Ms. Forbes, and proceed with the next item on the agenda. Motion carried unanimously.

 

Following a detailed report and recommendation by Superintendent Brown, it was determined that the Board will decide at the August 8, 1991, board meeting whether or not to join in a proposed lawsuit by state school systems seeking adequate, equitable funding following the Legislature's refusal to approve the Minimum Foundation Program Formula recommended to it by the Board of Elementary and Secondary Education. Superintendent Brown recommended that the Washington Parish School Board join with other systems in the suit. The first year's cost to the Washington Parish School System would be approximately $5,233.

 

Dale Varnado, Coordinator, Testing and Evaluation Program, reported to the Board on the 1990-91 school year test scores (LEAP/CRT and Graduation Exit Exam).

 

Upon the recommendation of the Principals' Insurance Committee, it was moved by B. H. Barker, seconded by Bob Bateman, that the Board continue the student insurance program for the 1991-92 school year with Doug Ruedlinger Companies. Motion carried unanimously.

 

It was moved by Joe Whaley, seconded by Richard Thomas, that the Board approve a request from David Jenkins, bus operator, to purchase a 1975 International 54-passenger bus to replace the 1974 Ford 48-passenger bus he presently owns. He must install an eight-light warning system in the 1975 bus before putting it on the route. FOR: Jimmie Corkern, John Dawsey, Susanne Jones, B. H. Barker, Harold Smith, Richard Thomas, and Joe Whaley. OPPOSED: Bob Bateman. Motion carried.

 

It was moved by B. H. Barker, seconded by Bob Bateman, that the Board adopt the following "Procedures for Selection of Support Personnel in the Washington Parish School System:"

 

PROCEDURES FOR SELECTION OF SUPPORT PERSONNEL

IN THE WASHINGTON PARISH SCHOOL SYSTEM

 

1.         The Personnel Director will maintain an active file on qualified applicants for support personnel positions.

            Support personnel must meet all job qualifications at time their application is filed. However, newly appointed bus operators may be given time to meet all requirements prior to their first work day as approved by the Supervisor of Transportation.

 

2.         Special Education Teacher Aides must complete Level I & II Training or equivalent. An applicant must have completed Level I Training to be considered for the position and will have not more than one calendar year following employment to complete the Level II Training.

 

3.         The seniority system at the individual school site will be maintained. For example, when a position becomes available at a school, and an individual with a good record on evaluations had previously been employed at the site, and such individual had been layed off due to lack of funding or reduction in force, such individual will get first priority for the position.

 

4. A screening committee will interview the most qualified individuals living in the geographic area of the school when a vacancy exists in the following areas: Chapter I Aide, Special Education Aide, Bus Attendant, Lunchroom Worker, School Secretary, Janitor and Bus Operator. The committee will recommend the one most qualified individual. The various screening committee compositions will be:

 

Chapter I Aide: Chapter I Supervisor, Principal, Personnel Director

 

Special Education Aide: Special Education Supervisor, Elementary Supervisor, Principal

 

Special Education Bus Attendant: Special Education Supervisor, Special Education Coordinator, Principal

 

Lunchroom Worker: School Food Service Supervisor, Principal, Lunchroom Manager

 

Janitor: Principal, Maintenance Supervisor, Central Office Staff Member

 

School Secretary: Principal, Chief Accountant, Supervisor

 

Adult Education Aide: Adult Education Supervisor, Secondary Principal, Central Office Supervisor

 

Motion carried unanimously.

 

Board members were given copies of a proposed employment process for bus operators for review and discussion at the committee meeting on August 5, 1991.

 

Superintendent Brown announced that First Financial Capital Corporation, Metairie, LA, has expressed an interest in administering the Section 125 "Cafeteria Plan" for the employees of the Washington Parish School Board. Mark Kebodeaux, Louisiana State Manager, will make a presentation at the August 5, 1991, committee meeting.

 

On motion by Joe Whaley, seconded by Bob Bateman, and unanimously carried, the meeting was adjourned.
