The Washington Parish School Board met in regular session on the above date with the following members present: Bruce Brown, John Wyble, Kendall McKenzie, Frankie Crosby, Dewitt Perry, Dan Slocum, Alan McCain and Lesley McKinley. Absent: Robert Boone.
Agenda Item #1 - Call to order
The meeting was called to order by President John Wyble.
Agenda Item #2 – Invocation
The invocation was given by Lesley McKinley.
Agenda Item #3 – Pledge of Allegiance
Agenda Item #4 – Presentation of ASVAB Award to Pine High School, Mt. Hermon School and Varnado High School (Frances Varnado).
Ms. Varnado presented plaques to Pine High School, Mt. Hermon School and Varnado High School for their participation in the ASVAB Program.
Agenda Item #5 – Recognize Franklinton Jr. High School, Franklinton High School and Mt. Hermon School (Frances Varnado).
Franklinton Jr. High School students gave a presentation on the Be Kind Club, Franklinton High School FFA presented their FFA program and Mt. Hermon students presented the Upward Bound program through Southeastern University.
Agenda Item #6 - Consider a motion to adopt the minutes of the September 8, 2022, regular board meeting (John Wyble).
It was moved by Frankie Crosby, seconded by Alan McCain that the Board adopt the minutes of the September 8, 2022, regular board meeting as submitted to each member. Motion carried unanimously.
Agenda Item #7 – Consider a motion to approve the Evaluation Form for the Superintendent (John Wyble).
It was moved by Alan McCain, seconded by Kendall McKenzie that the board approve the Evaluation Form for the Superintendent. Lesley McKinley requested a Roll Call Vote as follows:

Dana Knight, Director of Finance, presented the August 2022 financial statements for the following funds:

Agenda Item #9 – Discuss and take appropriate action regarding the Fiscal Agency Contract for the period of November 1, 2022 through October 31, 2023 (Dana Knight).
It was moved by Dewitt Perry, seconded by Alan McCain that the Board award Hancock-Whitney Bank the Board’s Fiscal Agency Contract for the period of November 1, 2022 through October 31, 2023. Motion carried unanimously.
Agenda Item #10 – Consider a motion to authorize withdrawal privileges
for Dr. Latricia Warren on all Varnado High School bank accounts and terminate withdrawal privileges for Jennifer Beninato on all Varnado High School bank accounts effective October 14, 2022 (Dana Knight).
It was moved by Kendall McKenzie, seconded by Dewitt Perry that the Board approve to authorize withdrawal privileges for Dr. Latricia Warren on all Varnado High School bank accounts and terminate withdrawal privileges for Jennifer Beninato on all Varnado High School bank accounts effective October 14, 2022. Motion carried unanimously.

Agenda Item #14 – Discuss and take appropriate action regarding offering MedPlus (GAP) Insurance to retirees effective January 1, 2023 (Dana Knight).
It was moved by Alan McCain, seconded by Dewitt Perry that the Board approve offering MedPlus (GAP) Insurance to retirees effective January 1, 2023. Motion carried unanimously.
Add to the Agenda: It was moved by Dan Slocum, seconded by Dewitt Perry that the Board discuss and take appropriate action concerning Operational pay for Bus Owner/ Operators. Motion carried unanimously.
It was moved by Frankie Crosby, seconded by Alan McCain that the Board approve a change of the AAA fuel adjustment paid to bus owner/operators from its current $2.00 floor to a $1.75 floor. The change is effective August 1, 2022. Motion carried unanimously.
Agenda Item #15 – Consider a motion to adopt the schedule of School Board meetings for 2023 (Frances Varnado).

It was moved by Kendall McKenzie that the Board authorize bids for the sale of surplus equipment. Motion carried unanimously.
Agenda Item #17 – Consider a motion to adopt a resolution by the Washington Parish School Board to authorize the Parish President to administer a Capital Outlay project through the Louisiana Office of Facility Planning and control for the purpose of design and construction of a Washington Parish Event Center (Frances Varnado).
It was moved by Dan Slocum, seconded by Dewitt Perry that the Board adopt a resolution to authorize the Parish President to administer a Capital Outlay project though the Louisiana Office of Facility Planning and Control for the purpose of design and construction of a Washington Parish Event Center.
Motion carried unanimously.
Agenda Item #18 – Consider a motion to convey property to the Town of Franklinton for the purpose of obtaining a grant and construction of a children’s playground (John Wyble).
No action taken. The town has decided on a different plan.
Agenda Item #19 – Consider a motion to adopt revised Washington Parish School Board policy File: IDDFA-Special Education Advisory Council; Policy File IDDFC- Cameras in Special Education Classrooms (Tricia Smith).
It was moved by Dewitt Perry, seconded by Alan McCain that the Board adopt revised Washington Parish School Board Policy File: IDDFA – Special Education Advisory Council: Policy File: IDDFC – Cameras in Special Education Classrooms. Motion carried unanimously.
