The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Dan Slocum, Bruce Brown, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry and Frankie Crosby.  Absent: Robert Boone.

 

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Lesley McKinley.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the May 12, 2022, regular board meeting (John Wyble).

 

   It was moved by Frankie Crosby, seconded by Kendall McKenzie that the Board adopt the minutes of the May 12, 2022, regular board meeting as presented to each member.  Motion carried unanimously.

 

Agenda Item #5-Consider a motion to adopt the minutes of the May 19, 2022, special board meeting (John Wyble).

 

It was moved by Lesley McKinley, seconded by Bruce Brown that the Board adopt the minutes of the May 19, 2022, special board meeting as presented to each member.  Motion carried unanimously.

 

         Agenda Item #6 – Presentation on April 2022 financial statements (Jamie Painter).

 

Jamie Painter, Chief Accountant and Operations Manager, presented the April 2022 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #7 – Consider a motion to appoint the Era-Leader as the Official Journal for period beginning July 1, 2022 and ending June 30, 2023 (Jamie Painter).

 

It was moved by Frankie Crosby, seconded by Alan McCain that the Board appoint the Era-Leader as the Official Journal for period beginning July 1, 2022 and ending June 30, 2023.  Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to adopt the PDG Birth-3 Budget Revision for the 2021/2022 school year (Jamie Painter).

 

 

 

It was moved by Dewitt Perry, seconded by Dan Slocum that the Board adopt the PDG Birth-3 Budget Revision for the 2021/2022 school year.  Motion carried unanimously.                                               

 

Agenda Item #9 - Discuss and take appropriate action regarding recommendations from Carmel Breaux, Insurance Consultant, for Excess Workers’ Compensation (Jamie Painter).

 

Upon the recommendation of Carmel Breaux, Insurance Consultant, it was moved by Frankie Crosby, seconded by Alan McCain that the Board approve Risk Services of Louisiana for a one-year contract at a cost of $56,422.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding bids received for the purchase of school supplies for the 2022/2023 school year (Jamie Painter).

 

It was moved by Kendall McKenzie, seconded by Bruce Brown that the Board approve the bid from Economical Janitorial & Paper at a cost of $46,703.00 for copy paper for the 2022/2023 school year.  Motion carried unanimously. 

 

Agenda Item #11 – Discuss and take appropriate action regarding bids received for HVAC replacements at Franklinton High School (Grant Gerald).

   It was moved by Kendall McKenzie, seconded by Bruce Brown that the Board approve the bid from D.J. & Sons, LLC in the amount of $83,600.00 for HVAC replacement at Franklinton High School.  Motion carried unanimously.

 

Agenda Item #12 – Discuss and take appropriate action regarding bids received for HVAC replacements at Franklinton Primary School –Johnson Auditorium (Steve Knight).

 

 

It was moved by Alan McCain, seconded by Bruce Brown that the Board approve the bid from D.J. & Sons, LLC in the amount of $ 45,700.00 for HVAC replacement at Franklinton Primary School-Johnson Auditorium.  Motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding bids for the purchase of Milk for the School Lunch Program for the 2022/2023 school year (Amanda Stafford).

 

It was moved by Dan Slocum, seconded by Dewitt Perry that the Board approve the bid from Prairie Farms for milk for the 2022/2023 school year.  Motion carried unanimously.

 

Agenda Item #14 – Discuss and take appropriate action regarding student transfers for the 2022/2023 school year (Mike Ingram).

 

It was moved by Kendall McKenzie, seconded by Alan McCain that the Board approve the student transfers for the 2022/2023 school year as presented.  Motion carried unanimously.         

 

            Agenda Item #15-Consider a motion to approve an additional 50 cents per mile (based on one-way mileage) for the Summer School Bus Operators during the month of June 2022 (Frances Varnado).

 

            It was moved by Alan McCain, seconded by Dewitt Perry that the Board approve an additional 50 cents per mile (based on one-way mileage) for the Summer School Bus Operators during the month of June 2022. Motion carried unanimously.

 

            Agenda Item # 16-Consider a motion to adopt an extra-curricular stipend for Support Personnel (Jennifer Thomas).

 

            It was moved by Dan Slocum, seconded by Frankie Crosby that the Board approve an extra-curricular stipend for Support Personnel.  Motion carried unanimously.

Agenda Item #18 - Superintendent’s Report

 

Superintendent recognized Mr. Greg Route, Mayor of Franklinton.  Mayor Route spoke of the improvements to the town of Franklinton and his interest in purchasing property from the School Board to build a park.

Ms. Varnado reminded everyone of the Retirement Reception for Retirees in July.

 

Agenda Item #19 - Personal Privileges – School Board Members

 

         Agenda Item #20 – Consider a motion to enter into Executive Session under LA R. S. 42:6 1A for the evaluation of the Superintendent (John Wyble).

 

            It was moved by Alan McCain, seconded by Dewitt Perry that the Board enter into Executive Session under LA R. S. 42:6 1A for the evaluation of the Superintendent. Motion carried unanimously.

 

            Add to the Agenda:  It was moved by Alan McCain, seconded by Dewitt Perry that the Board discuss and take appropriate action concerning the contract of the Superintendent. Motion carried unanimously.

 

It was moved by Alan McCain, seconded by Dewitt Perry that the Board renew the Superintendent’s contract for 2 years (February 1, 2023-January 31, 2025)  Motion failed.
