The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Bruce Brown, Robert Boone, Kendall McKenzie, Dan Slocum, Frankie Crosby, Lesley McKinley, and Dewitt Perry.  Absent: Alan McCain

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Lesley McKinley.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Recognize LSBA Art Winners (Tricia Smith).

 

Tricia Smith, Director of Student Support Services recognized Ms. Sheryl Holliday.  Ms. Holliday then recognized the following LSBA parish art winners.

Agenda Item #5 - Awards Presentation – Students of the Year (Candace Stewart).

 

The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level. The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.

 

 Candace Stewart recognized each student and their respective school principal presented them plaques from the Washington Parish School System:

            Superintendent Frances Varnado then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2022, Braelyn Johnson and the Washington Parish High School Student of the Year 2022, Alexis Magee.

 

Agenda Item #6 – Consider a motion to adopt the minutes of the March 17, 2022, regular board meeting (John Wyble).

 

   It was moved by Frankie Crosby, seconded by Dan Slocum that the Board adopt the minutes of the March 17, 2022, regular board meeting as presented to each member.  Motion carried unanimously.

 

Add to the Agenda:  It was moved by Frankie Crosby, seconded by Kendall McKenzie that the Board consider a motion to: a. Discontinue charging bus/owner operators for liability insurance and also refund them for bus insurance premiums paid for the 2021/2022 school year (this refund will total $190.08 per bus owner/operator).  These checks will be issued by the end of April. b. A one-time payment to bus owner operators equal to 50 cents per mile (based on one way mileage) for the miles driven in March, April and May to be paid at the end of April. Motion carried unanimously.

 

It was moved by Bruce Brown, seconded by Lesley McKinley that the board approve to a.             Agenda Item #7 – Presentation on February 2022 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the February 2022 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #8 –Consider a motion to renew the contract of Norris Insurance Consultant (Lacy Burris).

 

 It was moved by Lesley McKinley, seconded by Dewitt that the Board renew the contract of Norris Insurance Consultant for a one-year term commencing on April 26, 2022 for an annual fee of $9000.00.  Motion carried unanimously.

 

Agenda Item #9 – Discuss and take appropriate action regarding bids received for roof repairs at Franklinton High School (Grant Gerald).

 

It was moved by Dewitt Perry, seconded by Kendall McKenzie that the Board approve the bid from Pelican Roofing Co. at a cost of $344,800.00 for roof repair at Franklinton High School.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding bids received for roof repairs at Franklinton High Mt. Hermon School (Grant Gerald).

 

It was moved by Dan Slocum, seconded by Kendall McKenzie that the Board approve the bid from Roofs Restored at a cost of $344,600.00 for roof repair at Mt. Hermon School. Motion carried unanimously.

 

Agenda Item #11 – Consider a motion to approve revisions to the Student Code of Conduct Grades Pre-K – 5 for the 2022/2023 school year (Mike Ingram).

 

It was moved by Robert Boone, seconded by Frankie Crosby that the Board approve the Student Code of Conduct Grades Pre-K – 5 for the 2022/2023 school year as presented with the following revisions.  Motion carried unanimously.

 

Agenda Item #12 – Consider a motion to approve revisions to the Student Code of Conduct Grades 6 – 12 for the 2022/2023 school year (Mike Ingram).

 

It was moved by Dewitt Perry, seconded by Robert Boone that the Board approve the Student Code of Conduct Grades 6 - 12 for the 2022/2023 school year as presented with the following revisions.  Motion carried unanimously.

 

Agenda Item #13 – Consider a motion to move the June 13, 2022 Committee Meeting and the June 16, 2022 Board Meeting to June 6, 2022 and June 9, 2022 (Frances Varnado).

 

It was moved by Frankie Crosby, seconded by Kendall McKenzie that the Board approve to move the June 2022 Committee and Board Meeting.  Motion carried unanimously. 

 

Agenda Item #14 – Consider a motion to adopt revised Washington Parish School Board Policy File: JBCE-Public School Choice (Jennifer Thomas).

It was moved by Dewitt Perry, seconded by Frankie Crosby that the Board adopt revised Washington Parish School Board Policy File: JBCE-Public School Choice. Motion carried unanimously.

3.             Franklinton High School:  Stacey Brady, Cafeteria Worker, Employ effective March 22, 2022(Replacing Deborah Rogers).

 

4.             Wesley Ray Elementary:  Victoria Spikes, Administrative Assistant, Employ effective March 29, 2022 (Replacing Hailie Adams).

 

Agenda Item #16 – Consider a motion to adopt Transportation Adjustments (Steve Knight).

 

It was moved by Kendall McKenzie, seconded by Robert Boone that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

 

Pine/Thomas:                                                                Extend the route of Mecy Kelly 6 miles one way to pick up student on Henry Crain Road.  Effective date:  March 4, 2022.

Motion carried unanimously.

 

Agenda Item #17 – Consider recommendations on adoption of revised proposed salary schedules effective the 2022-2023 school year (John Wyble).

 

It was moved by Kendall McKenzie, seconded by Dewitt Perry that the Board adopt Option B Salary Schedule effective the 2022-2023 school year. Motion carried unanimously. Copies of the salary schedules are available at the School Board Office.

 

Agenda Item #18 – Consider a motion to increase the approved one-time supplement for all employees to be paid in May (John Wyble).

 

It was moved by Robert Boone, seconded by Kendall McKenzie that the Board table agenda item #18.  Motion carried unanimously.

 

Add to the Agenda: It was moved by Frankie Crosby, seconded by Kendall McKenzie that the Board discuss and take appropriate action regarding the purchase of school buses.

It was moved by Frankie Crosby, seconded by Dewitt Perry that the Board approve the purchase of four 2023 Thomas Build C2 71 passenger buses for the Louisiana State Contract price of $99,852.81 each from Kent-Mitchell Bus Sales and enter into a master installment purchase agreement with Mercedes-Benz Financial services, LLC for 10 years at 4.57% fixed rate with payment due on 4/30/2023.  There was a roll call vote with John Wyble voting against the purchase.
