The Washington Parish School Board met in regular session on the above date with the following members present: Bruce Brown, Robert Boone, John Wyble, Lesley McKinley, Alan McCain, Dewitt Perry and Frankie Crosby.  Absent:  Dan Slocum and Kendall McKenzie.

Agenda Item #1 - Call to order

The meeting was called to order by President John Wyble.

Agenda Item #2 – Invocation

The invocation was given by Bruce Brown.

Agenda Item #3 – Pledge of Allegiance

 Agenda Item #4 – Consider a motion to adopt the minutes of the November 11, 2021, regular board meeting (John Wyble).

  It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt the minutes of the November 11, 2021, regular board meeting as submitted to each member.  Motion carried unanimously.

Agenda Item #5 – Presentation on October 2021 financial statements (Lacy Burris).

Lacy Burris, Director of Finance, presented the October 2021 financial statements for the following funds:

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

Agenda Item #6 – Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Council on Aging (Frances Varnado).

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board adopt a resolution to enter into a cooperative endeavor agreement with the Washington Parish Council on Aging in the form and substance substantially as stated in 'Exhibit A' commencing on January 1, 2022 and terminating on December 31, 2027.  Motion carried unanimously.

Agenda Item #7 – Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Wesley Ray Community Association (Frances Varnado).

It was moved by Lesley McKinley, seconded by Robert Boone, that the Board adopt a resolution to enter into a cooperative endeavor agreement with the Wesley Ray Community Association in the form and substance substantially as stated in 'Exhibit A' commencing on January 1, 2022 and terminating on December 31, 2027.  Motion carried unanimously.

Agenda Item #8 – Discuss and take appropriate action regarding revised Washington Parish School Board Policy File:  DJE – Purchasing; Policy File:  DJED – Bids and Quotations; Policy File:  GBRHA – Sabbatical Leave; Policy File:  GBRHA-R – Sabbatical Leave Regulations; Policy File:  GBRIB – Sick Leave; Policy File:  IHAD – Parent Conferences; Policy File:  JG – Student Welfare; and Policy File:  JQE – Expectant and Parenting Students (Jennifer Thomas).

            It was moved by Dewitt Perry, seconded by Frankie Crosby, that the Board adopt revised Washington Parish School Board Policy File:  DJE – Purchasing; Policy File:  DJED – Bids and Quotations; Policy File:  GBRHA – Sabbatical Leave; Policy File:  GBRHA-R – Sabbatical Leave Regulations; Policy File:  GBRIB – Sick Leave; Policy File:  IHAD – Parent Conferences; Policy File:  JG – Student Welfare; and Policy File:  JQE – Expectant and Parenting Students.  Motion carried unanimously.

PERSONNEL ADJUSTMENTS

SICK LEAVE/RETIREMENT RESIGNATION

1.             Central Office:  Sharon Mizell, Administrative Assistant III – Superintendent’s Office, Sick Leave effective March 1, 2022 through November 30, 2022 and Retirement Resignation effective November 30, 2022.

RETIREMENT RESIGNATION

1.             Franklinton Primary School:  Jaynell Burton, Literacy Paraprofessional, Retirement Resignation effective December 20, 2021.

TRANSFER

1.             Central Office:  Melissa Mauer, Grant Accountant III TO Administrative Assistant III – Superintendent’s Office effective January 3, 2022 (Replacing Sharon Mizell).

RESIGNATION

1.             Wesley Ray School District:  Jeremy Hancock, Bus Operator, Resignation effective November 17, 2021.

EMPLOY

1.             Thomas Elementary School:  Dynasty Wood, School Lunch Worker, Employ effective December 3, 2021 (Replacing Bridgette Ard).

            Agenda Item #10 – Discuss and take appropriate action regarding Transportation Adjustments (Steve Knight).

It was moved by Alan McCain, seconded by Lesley McKinley, that the Board adopt the Transportation Adjustments as follows:

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                   Extend the route of Shana Duncan 4.9 miles one way to pick up student on Cottonwood Drive. 

  Effective October 26, 2021.

Extend the route of James Tate 6.8 miles one way to pick up students on Thigpen Road. 

Effective date:  November 15, 2021.

Varnado District:                                                       Extend the route of Steve Owens 4.3 miles one way to pick up student on Hwy. 21. 

  Effective date:  November 1, 2021.

Motion carried unanimously.

Agenda Item #11 - Superintendent’s Report

Principal’s meeting is scheduled for December 7, 2021 at 7:30 a.m.

December 17^th will be a half day for students

Parish test scores were released on Friday.

            Agenda Item #12 - Personal Privileges – School Board Members

            The Board wished everyone a Merry Christmas and Happy New Year.

            Blessing Box has been placed in front of Annex.

A bicycle will be given to a selected student at all schools.

The Board congratulated Sharon Mizell on her upcoming retirement and welcomed Melissa Mauer to Administrative Assistant to the Superintendent.
