The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Dan Slocum, Bruce Brown, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry and Frankie Crosby.  Absent: Robert Boone.

 

Agenda Item #1 – A public hearing will be held to consider levying increased millage rates after reassessment and rolling forward millage rates not exceeding the maximum authorized by law (Lacy Burris).

 

Opened Public Hearing 

 

John Wyble, Board President, called the public hearing to order and called on Mrs. Lacy Burris to explain the process of rolling forward the millage rates.

 

Ms. Burris explained that the process of rolling forward the millage rates required two steps, adopting the adjusted millage rate and then rolling forward the millage rates to rates not exceeding the maximum authorized rates.  She explained that two resolutions are required for the process and said that even more detailed information would be given in the public meeting following the public hearing.  Mrs. Burris also advised that the dollar amounts in the published public hearing notice were overstated.  The General Operational Tax and General M&O Taxes that were renewed in the 2019 election do not have to be rolled forward.  The advertisement should have read "The estimated amount of tax revenues to be collected in the next year from the increased millage is $942,586.35 and the amount of increase in taxes attributable to that millage increase is $2,156.96."

 

Ms. Burris asked if there were any questions or comments.  No questions or comments were presented.

   It was moved by Dan Slocum, seconded by Frankie Crosby, that the Board adopt the minutes of the May 13, 2021, regular board meeting as presented to each member.  Motion carried unanimously.

 

            Agenda Item #7 – Presentation on April 2021 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the April 2021 financial statements for the following funds:

Agenda Item #8 – Consider a motion to appoint the Era-Leader as the Official Journal for period beginning July 1, 2021 and ending June 30, 2022 (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board appoint the Era-Leader as the Official Journal for period beginning July 1, 2021 and ending June 30, 2022.  Motion carried unanimously.

 

Agenda Item #9 – Adopt millage rates (Lacy Burris).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board adopt a resolution to adopt the millage rates as follows:

            BE IT RESOLVED, by the Washington Parish School Board of the Parish of Washington, Louisiana, in a public meeting held on June 10, 2021, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2021, for the purpose of raising revenue:

Agenda Item #12 - Discuss and take appropriate action regarding recommendations from Carmel Breaux, Insurance Consultant, for Excess Workers’ Compensation (Lacy Burris).

 

Upon the recommendation of Carmel Breaux, Insurance Consultant, it was moved by Frankie Crosby, seconded by Kendall McKenzie, that the Board approve Risk Services of Louisiana for a one-year contract at a cost of $51,982.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2021/2022 school year (Lacy Burris).

 

It was moved by Kendall McKenzie, seconded by Dewitt Perry, that the Board approve Bollinger, Inc., Mutual of Omaha, Cedar Rapides, IA in the amount of $44,586.00 for student accident insurance coverage for the 2021/2022 school year.  Motion carried unanimously

 

Agenda Item #14 - Discuss and take appropriate action regarding bids received for the purchase of school supplies for the 2021/2022 school year (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the bid from Economical Janitorial & Paper at a cost of $28,454.44 for copy paper for the 2021/2022 school year.  Motion carried unanimously.  Other bids submitted as follows:

Agenda Item #15 – Discuss and take appropriate action regarding bids received on water coolers with bottle filling stations (Lacy Burris).

 

   It was moved by Kendall McKenzie, seconded by Dewitt Perry, that the Board approve the bid from Tammany Supply in the amount of $17,671.50 for 21 water coolers with bottle filling stations at a cost of $841.50 each.  Motion carried unanimously

Agenda Item #18 – Consider a motion to adopt the ESSER III budget for the 2020/2021 school year (Lacy Burris).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board adopt the ESSER III budget for the 2020/2021 school year as presented.  Motion carried unanimously.

 

Agenda Item #19 – Consider a motion to adopt new Washington Parish School Board Policy File: EFC – Business Continuity and Technology Disaster Recovery (Jimmy Thigpen).

 

It was moved by Kendall McKenzie, seconded by Frankie Crosby, that the Board adopt new Washington Parish School Board Policy File:  EEFC – Business Continuity and Technology Disaster Recovery.  Motion carried unanimously.

 

Agenda Item #20 – Discuss and take appropriate action regarding student transfers for the 2021/2022 school year (Mike Ingram).

 

It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board approve the student transfers for the 2021/2022 school year as presented.  Motion carried unanimously.

 

Agenda Item #21 – Discuss and take appropriate action reading revision to the Student Code of Conduct 6 – 12 (Mike Ingram).

 

It was moved by Dewitt Perry, seconded by Dan Slocum, that the Board approve the revisions to the Student Code of Conduct 6 – 12.  Motion carried unanimously.

 

Agenda Item #22 – Consider a motion to adopt a resolution declaring that the property, known as the former Sunny Hill School property, consisting of 2.18 acres of land, more or less, located in Section/Headright 32, Township 1 South, Range 9 East, Washington Parish, Louisiana, is no longer needed for school purposes and authorizing the Superintendent to select a licensed commercial real estate broker in accordance with and authorized by LA R.S. 41:891 and 892 and the Washington Parish School Board Policy File: DFM (Frances Varnado).

 

It was moved by Dan Slocum, seconded by Alan McCain, that the Board adopt the resolution as presented.  Motion carried unanimously.

 

Sonja McCann spoke to the Board about her interest in purchasing the property.

         Agenda Item #25 – Consider a motion to adopt a resolution on Position on Requesting a Federal Accountability Waiver (Frances Varnado).

 

         It was moved by Frankie Crosby, seconded by Bruce Brown, that the Board adopt a resolution on Position on Requesting a Federal Accountability Waiver as follows:

WHEREAS, the United States Department of Education is accepting requests for waivers from States on certain provisions of the Elementary and Secondary Education Act (ESEA) relating to assessment, accountability, and/or reporting requirements associated with accountability for the 2020-2021 school year;

 

WHEREAS, twenty-eight states and the District of Columbia (as of April 21, 2021) have already received federal approval of their waiver request;

 

WHEREAS, the Louisiana Department of Education has not yet sought a federal waiver regarding accountability;

 

WHEREAS, Senate Resolution 41, authored by Senator Rogers Pope, urges the State Superintendent to seek a waiver on behalf of schools and districts given the unique circumstances of the 2020-2021 school year.

 

WHEREAS, House Resolution 54, authored by Representative Buddy Mincey, urges the State Superintendent to seek a waiver on behalf of schools and districts given the unique circumstances of the 2020-2021 school year.

 

WHEREAS, a Louisiana School Boards Association survey found that more than 90% of school systems support requesting a federal waiver from certain accountability provisions of ESEA;

 

WHEREAS, seeking a federal waiver helps ensure that the data used to describe the performance of schools and districts in 2020-2021 is valid and reliable;

 

WHEREAS, the Washington Parish School Board values using the results of academic data in a meaningful way to inform instruction;

 

NOW THEREFORE, BE IT RESOLVED that the Washington Parish School Board supports the federal waiver flexibility offered by the United States Department of Education;

 

BE IT FURTHER RESOLVED, that the Washington Parish School Board urges BESE and the State Superintendent of Education to take advantage of the flexibility offered by a federal waiver.

 

FINALLY, BE IT FURTHER RESOLVED, that the Washington Parish School Board directs the Superintendent to forward a copy of this Resolution to each member of the Board of Elementary and Secondary Education and the State Superintendent.

WHEREAS, the Washington Parish School Board appreciates the hard work of all parties involved in local public education.

WHEREAS, in the 2019-2020 Academic School Year, the second semester of school was unexpectedly disrupted;

WHEREAS, in the 2020-2021 Academic School Year, a number of events caused interruptions and changes to the traditional school calendar and administration of services;

WHEREAS, our teachers have risen to the occasion and demonstrated their innovativeness which allowed them to do great work under trying circumstances;

WHEREAS, our staff has kept the school system operational and has remained vigilant in keeping the school system safe;

WHEREAS, our students continue to show up ready to learn and adapt to changing environments and learning methods;

WHEREAS, our parents have been flexible and understanding through the changes to school system operations; WHEREAS, our community has remained attentive and supportive in their assistance and encouragement through the unique circumstances of the past year;

WHEREAS, the Washington Parish School Board recognizes the effort and commitment from students, parents, teachers, and staff in adapting and giving their best towards new and alternate learning methods;

         Agenda Item #26 – Consider a motion to adopt a resolution on Position on ACT Index Changes (Frances Varnado).

 

         It was moved by Alan McCain, seconded by Kendall McKenzie, that the Board adopt a resolution on Position on ACT Index Changes as follows:

WHEREAS, the ACT Index accounts for 25% of the formula that calculates a high school performance score;

 

WHEREAS, one of the Louisiana Department of Education’s proposals, endorsed by the Accountability Commission, is to modify the ACT Index formula to create score “bands” which include an ACT score of 17 in the formula, and to eliminate the use of WorkKeys Certificates in accountability for College-Diploma pathway students;

 

WHEREAS, transitioning the ACT Index to score “bands” represents a more equitable distribution of points;

 

WHEREAS, the inclusion of ACT scores of 17 in the ACT Index acknowledges student performance that leads to qualification for a Career and Technical TOPS award;

 

WHEREAS, excluding College-Diploma pathways students’ WorkKeys Certificates from accountability may shift resources away and may also devalue the WorkKeys credential for these students;

 

WHEREAS, obtaining a WorkKeys Certificate on a College-Diploma pathway enhances a student’s marketability;

 

WHEREAS, the potential effect of devaluing workforce credentials for College-Diploma pathway students sends the wrong message about what is valued in the state;

 

WHEREAS, College-Diploma pathway students should not be discouraged from becoming both college and career ready;

 

WHEREAS, the schools and districts where College-Diploma pathway students who obtain WorkKeys Certificates attend, are exceeding the expectations of Louisiana’s initiative to have students demonstrate college- or career- readiness by demonstrating they are both;

 

WHEREAS, the diligent work that teachers, schools, and districts engage in to prepare students for careers and/or college should be recognized in the accountability system;

 

NOW THEREFORE, BE IT RESOLVED that the Washington Parish School Board supports the proposed change to the state accountability system as it pertains to score Bands” and inclusion of ACT scores of 17;

 

BE IT FURTHER RESOLVED, that the Washington Parish School Board opposes the proposed change to the state accountability system as it pertains to limiting the use of WorkKeys to only Career-Diploma pathway students;

 

BE IT FURTHER RESOLVED, that the Washington Parish School Board urges the Louisiana Board of Elementary and Secondary Education, to approve the recommendation on ACT score “bands” and inclusion of ACT scores of 17 and deny the recommendation of the Louisiana Department of Education to limit WorkKeys scores in the ACT Index to only Career-Diploma pathway students;

 

FINALLY, BE IT FURTHER RESOLVED, that the Washington Parish School Board directs the Superintendent to forward a copy of this Resolution to the Board of Elementary and Secondary Education and to each BESE member whose district incorporates a part of the Washington Parish School District.
