The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Bruce Brown, Robert Boone, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry, Frankie Crosby and Dan Slocum.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble.

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the April 22, 2021, regular board meeting (John Wyble).

 

It was moved by Dan Slocum, seconded by Robert Boone, that the Board adopt the minutes of the April 22, 2021, regular board meeting as presented to each member.  Motion carried unanimously.

 

            Agenda Item #5 – Presentation on March 2021 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the March 2021 financial statements for the following funds at the Committee Meeting on Monday night:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #6 – Consider a motion to approve an allocation to schools for the 2021/2022 school year (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve an allocation to schools for the 2021/2022 school year as follows:

Agenda Item #7 – Consider a motion to authorize advertisement on August 18, 2021, that a Public Hearing on the Washington Parish School Board Budgets will be held September 7, 2021 at 5:30 p.m. (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Dan Slocum, that the Board authorize advertisement on August 18, 2021, that a Public Hearing on the Washington Parish School Board Budgets will be held September 7, 2021 at 5:30 p.m.  Motion carried unanimously.

Agenda Item #8 – Discuss and take appropriate action regarding engaging a firm to audit the general purpose financial statements of the Washington Parish School System for a three year period beginning the 2020/2021 fiscal year (Lacy Burris).

 

It was moved by Frankie Crosby, seconded by Alan McCain, that the Board retain Postlethwaite & Netterville in the maximum amount of $151,500.00 for a 3 year period beginning with the audit of the 2020/2021 school year.  Motion carried unanimously.

 

Agenda Item #9 – Discuss and take appropriate action regarding bids received on surplus equipment at Franklinton Elementary School (Shane Smith).

 

It was moved by Kendall McKenzie, seconded by Alan McCain, that the Board approve the bid from Wayne Shoemaker in the amount of $260.00 for the purchase of the 2008 John Deere X300 lawnmower.  Motion carried unanimously.

3.               Varnado High School:  Karen Ballard-Kittelson, Assistant Principal, Contract Renewal June 1, 2021 through May 31, 2023.

 

Agenda Item #12 - Superintendent’s Report

 

        It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board add to the agenda to consider a motion to authorize a one-time $800 supplement to all personnel who returned to in-person work during the 2020/2021 school year.  The supplement is to be paid on or before May 28, 2021 to full time personnel hired by and employed on May 1, 2021.  Part-time employees will receive a prorate supplement based on their schedule worked.  Employees on leave without pay on May 1, 2021, will not receive the supplement.  Motion carried unanimously.

            It was moved by Alan McCain, seconded by Dewitt Perry, that the Board add to the agenda to discuss and take appropriate action regarding the Superintendent evaluation instrument.  Motion carried unanimously.

 

            It was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve the use of the Superintendent Evaluation instrument approved by the committee for 1 year.  Motion carried unanimously.

 

Agenda Item #13 - Personal Privileges – School Board Members

  Kevin Knight, cafeteria manager, spoke on behalf of all cafeteria employees on the need for a pay increase for all employees.

 

The Board thanked Ms. Mary Jones for her years of service and congratulated Ms. Jennifer Thomas on her appointment as Assistant Superintendent/Personnel Director.

 

Mr. Slocum congratulated all athletic teams for an outstanding year.

 

Board meetings will return to Central Office for the month of June 2021.  Committee meetings will be held in the media center.
