The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, Robert Boone, Kendall McKenzie, John Wyble, Lesley McKinley, Alan McCain, and Dewitt Perry.  Absent:  Frankie Crosby.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

 Agenda Item #4 – Consider a motion to adopt the minutes of the November 12, 2020, regular board meeting (John Wyble).

 

It was moved by Kendall McKenzie, seconded by Bruce Brown, that the Board adopt the minutes of the November 12, 2020, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Public comment for Early Childhood Community Networks coordinated funding request (Leslie Hodges).

 

The Coordinated Funding Request for the 2021-2022 school year was presented for public comment.

 

Agenda Item #6 – Report from the firm of Postlethwaite and Netterville regarding the 2019/2020 audit of general purpose financial statements (Lacy Burris).

 

Brandy Smith, Postlethwaite and Netterville, gave a brief overview of the 2019/2020 audit. She stated that the report showed a clean or unmodified opinion.

 

Agenda Item #7 – Presentation on October 2020 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the October 2020 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #8 – Discuss and take appropriate action on Request for Proposals received for an Integrated Electronic Access Control System, Integrated Building Wide Alerting System and Integrated Security Camera System-CCTV (Lacy Burris).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board award the bid for Integrated Electronic Access Control System, Integrated Building Wide Alerting System and Integrated Security Camera System-CCTV to Homeland Safety Systems, Inc. in the amount of $301,679.32.  Motion carried unanimously.  Other bid submitted:  Alarm, Detection Systems Contractors, LLC - $502,499.00

 

Agenda Item #9 – Consider a motion to authorize advertisement for telecommunication services and equipment for e-rate (Jimmy Thigpen).

 

It was moved by Kendall McKenzie, seconded by Dewitt Perry, that the Board authorize advertisement for telecommunication services and equipment for e-rate for the 2021/2022 school year.  Motion carried unanimously.

 

Agenda Item #10 – Consider a motion to approve the bids received on surplus equipment (Shane Smith).

 

It was moved by Kendall McKenzie, seconded by Alan McCain, that the Board approve the bids received from JJ Merchant, Purvis, MS on surplus equipment as follows:

 

John Deere Tractor                   $627.00

F4 1996 Bus                             $279.00

VHS2 1997 Bus            $279.00

 

Motion carried unanimously.

 

Other bid received:  Wayne Shoemaker, Franklinton, LA – John Deere Tractor $520.00

 

Agenda Item #11 – Discuss and take appropriate action regarding the Washington Parish School Board Virtual/Distance Student Conduct (Mike Ingram).

 

It was moved by Alan McCain, seconded by Robert Boone, that the Board approve the Washington Parish School Board Virtual/Distance Student Conduct as presented.  Motion carried unanimously.

 

Agenda Item #12 – Discuss and take appropriate action regarding a one-time supplement for all employees (John Wyble).

 

It was moved by Robert Boone, seconded by Kendall McKenzie, that the Board approve a one-time $800.00 stipend for all employees.  Roll call vote taken and the motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding revised Washington Parish School Board Policy File:  BD – School Board Policy; File:  CED – Employment of Superintendent; File:  DJE – Purchasing; File:  DJED – Bids and Quotations; File:  GBDB – Employment of Retired Personnel; File:  JBH – Attendance Reports for Student Drivers; File:  JD – Discipline; File:  JDD – Suspension; File:  JDE – Expulsion; File:  JGC – Student Health Services; and File:  JGCE – Child Abuse (Mary Jones).

 

            It was moved by Dan Slocum, seconded by Kendall McKenzie, that the Board adopt revised Washington Parish School Board Policy File:  BD – School Board Policy; File:  CED – Employment of Superintendent; File:  DJE – Purchasing; File:  DJED – Bids and Quotations; File:  GBDB – Employment of Retired Personnel; File:  JBH – Attendance Reports for Student Drivers; File:  JD – Discipline; File:  JDD – Suspension; File:  JDE – Expulsion; File:  JGC – Student Health Services; and File:  JGCE – Child Abuse.  Motion carried unanimously.

 

Agenda Item #14 – Discuss and take appropriate acton regarding new Washington Parish School Board Policy File:  BCAD – Teleconference/Remote Participation in School Board Meetings; and File:  IDFAB – Sports Injury Management and Concussions (Mary Jones).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt new Washington Parish School Board Policy File:  BCAD – Teleconference/Remote Participation in School Board Meetings; and File:  IDFAB – Sports Injury Management and Concussions.  Motion carried unanimously.

SABBATICAL MEDICAL LEAVE

 

1.                Franklinton High School:  Leland Vernon, Special Education Teacher, Sabbatical Medical Leave effective the Spring Semester of the 2020/2021 school year only.

 

2.                Thomas Elementary School:  Misty Mulford, Pre-K Teacher, Sabbatical Medical Leave effective the Spring Semester of the 2020/2021 school year only.

 

RETIREMENT RESIGNATION

 

1.                Franklinton School District:  Renea Agnew, Bus Attendant, Retirement Resignation effective January 3, 2021.

 

TRANSFER

 

1.                Tatum Hunt, School Lunch Worker, Varnado High School TO School Lunch Worker, Thomas Elementary School effective December 1, 2020 (Replacing Makayla Luper).

 

CHANGE OF EMPLOYMENT STATUS

 

1.                Franklinton Primary School:  Katilyn Ladner, Special Education Paraprofessional TO Literacy Paraprofessional effective January 4, 2021 (Replacing Jackie Thomas).

1.                  Thomas Elementary School:  Katlyn Baker, Speech Language Pathologist, Employ effective January 4, 2021.

 

2.                  Varnado High School:  McKesia Fortenberry, School Lunch Worker, Employ effective December 8, 2020 (Replacing Tatum Hunt).

 

3.                  Franklinton Primary School:  Nancy Miller, Special Education Paraprofessional, Employ effective January 4, 2021 (Replacing Katilyn Ladner).

 

CONTRACT RENEWAL

 

1.                Franklinton High School:  Taleria Magee, Assistant Principal, Contract Renewal January 7, 2021 through January 6, 2023.

 

2.                Pine School:  Ramona Thomas, Assistant Principal of Instruction, Contract Renewal January 14, 2021 through January 13, 2023.

 

            Agenda Item #16 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Pine/Thomas District:                                                    Extend the route of Brenda Conerly 2.2 miles one way due to students moved due to bus overcrowding.  Effective date:  October 28, 2020.

                                                                                    Extend the route of Mecy Kelly 18 miles one way to pick up students on James Creel and Hickory Lane.  Effective date November 13, 2020.

Varnado/Wesley Ray District:                                        Extend the route of Rena Knight 9.5 miles one way to pick up student on Lon Miley Road.  Effective date:  November 11, 2020.

Wesley Ray Elementary School:                                     Extend the route of Jeremy Hancock 9 miles one way to pick up students on Boy Brown Road and Lost Creek Lane.  Effective date:  October 1, 2020.

                                                                                    Extend the route of Jeremy Hancock 6 miles one way to pick up students on Ray Ford Road, Pearl and Washington Street.  Effective date:  October 20, 2020.

Extend the route of Tammy Slade 7 miles one way to pick up students on Hwy. 62.  Effective date:  October 1, 2020.

 

Motion carried unanimously.

            Agenda Item #18 - Personal Privileges – School Board Members

 

            The Board wished everyone a Merry Christmas and Happy New Year.

 

            The Board thanked the Finance department for a good audit report.
