The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Bruce Brown, Robert Boone, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry and Frankie Crosby.  Absent: Dan Slocum.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble.

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the May 28, 2020, regular board meeting (John Wyble).

 

   It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the minutes of the May 28, 2020, regular board meeting as presented to each member.  Motion carried unanimously.

 

            Agenda Item #5 – Presentation on April 2020 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the April 2020 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #6 – Consider a motion to appoint the Era-Leader as the Official Journal for period beginning July 1, 2020 and ending June 30, 2021 (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board appoint the Era-Leader as the Official Journal for period beginning July 1, 2020 and ending June 30, 2021.  Motion carried unanimously.

 

Agenda Item #7 – Adopt millage rates (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board adopt a resolution to adopt the millage rates as follows:                                                              

 

RESOLUTION

 

            BE IT RESOLVED, that the following millage(s) are hereby levied on the 2020 tax roll on all property subject to taxation by Washington Parish School Board:

            BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Washington, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2020, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Agenda Item #9 – Discuss and take appropriate action regarding student transfers for the 2020/2021 school year (Mike Ingram).

 

It was moved by Alan McCain, seconded by Kendall McKenzie, that the Board approve the student transfers for the 2020/2021 school year as presented.  Motion carried unanimously.

 

Agenda Item #10 – Consider a motion to adopt a resolution declaring that the former Varnado Elementary School property, consisting of six (6) acres of land, more or less, located in Headright 41, Township 2 South, Range 14 East, Washington Parish, Louisiana, is no longer needed for school purposes and authorizing the Superintendent to obtain an appraisal and select a licensed commercial real estate broker in accordance with and authorized by LA R.S. 41:891 and 892 and the Washington Parish School Board Policy File: DFM (Frances Varnado).

 

It was moved by Robert Boone, seconded by Alan McCain, that the Board adopt the resolution as presented.  Motion carried unanimously.

 

            Agenda Item #11 – Consider a motion to enter into an Intergovernmental Agreement with Washington Parish Gas District No. 2 for the installation of a new polyethylene natural gas line at Franklinton High School (Frances Varnado).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the enter into an Intergovernmental Agreement with Washington Parish Gas District No. 2 for the installation of a new polyethylene natural gas line at Franklinton High School.  Motion carried unanimously.

Agenda Item #13 - Superintendent’s Report

 

Superintendent advised the Board that a Technology Assistant would be employed for 1 year with the Cares Act.  We will advertise for the tech assistant to help with the new 2000 chrome books and the approximate 2000 we already have to help with inventory and repairs.

 

Ms. Varnado commended Ms. Marsha Newman and her staff for the excellent job that was done serving our students during the shutdown.

 

The system is working on a plan for reopening school.  We will meeting with elementary principals on June 25th and 6-12 principals on June 30th.   Our goal is to have a plan out to the public before July 1st.

   The Board changed the July 16th Board meeting to July 23rd at 4:30 p.m. at the School Board Office.
