The Washington Parish School Board met in regular session on the above date with the following members present: John Wyble, Bruce Brown, Robert Boone, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry and Dan Slocum.  Absent:  Frankie Crosby.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the April 30, 2020, regular board meeting (John Wyble).

 

It was moved by Lesley McKinley, seconded by Dan Slocum, that the Board adopt the minutes of the April 30, 2020, regular board meeting as presented to each member.  Motion carried unanimously.

 

            Agenda Item #5 – Presentation on March 2020 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the March 2020 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #6 – Discuss and take appropriate action regarding recommendations from Carmel Breaux, Insurance Consultant, for Excess Workers’ Compensation (Lacy Burris).

 

Upon the recommendation of Carmel Breaux, Insurance Consultant, it was moved by Dan Slocum, seconded by Kendall McKenzie, that the Board approve Risk Services of Louisiana for a one-year contract at a cost of $41,684.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #7 – Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2020/2021 school year (Lacy Burris).

 

It was moved by Alan McCain, seconded by Robert Boone, that the Board approve Bollinger, Inc., Mutual of Omaha, Cedar Rapides, IA in the amount of $44,586.00 for student accident insurance coverage for the 2020/2021 school year.  Motion carried unanimously

 

Agenda Item #8 – Consider a motion to approve an allocation to schools for the 2020/2021 school year (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve an allocation to schools for the 2020/2021 school year as follows:

Agenda Item #9 – Consider a motion to authorize advertisement on August 19, 2020, that a Public Hearing on the Washington Parish School Board Budgets will be held September 8, 2020 at 5:30 p.m. (Lacy Burris).

 

It was moved by Robert Boone, seconded by Lesley McKinley, that the Board authorize advertisement on August 19, 2020, that a Public Hearing on the Washington Parish School Board Budgets will be held September 8, 2020 at 5:30 p.m.  Motion carried unanimously.

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board authorize advertisement for bids for the purchase of School Supplies for the 2020/2021 school year.  Motion carried unanimously.

 

Agenda Item #11 – Discuss and take appropriate action regarding Cecil J. Picard LA4 Early Childhood Program (TANF) budget revisions for the 2019/2020 school year (Lacy Burris).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board approve the budget revision for the Cecil J. Picard LA4 Early Childhood Program (TANF) for the 2019/2020 school year.  Motion carried unanimously.

 

Agenda Item #12 – Discuss and take appropriate action regarding the purchase of school buses for the 2020/2021 school year (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board approve the purchase of 7 school buses for the 2020/2021 school year.  Motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding bids received for the purchase of Milk for the School Lunch Program for the 2020/2021 school year (Marsha Newman).

 

It was moved by Dan Slocum, seconded by Kendall McKenzie, that the Board approve the bid from Kleinpeter Dairy for the purchase of Milk for the School Lunch Program for the 2020/2021 school year as follows:

 

 

Motion carried unanimously.

 

Agenda Item #14 – Consider a motion to approve revisions to the Student Code of Conduct grades Pre-K – 5 for the 2020/2021 school year (Mike Ingram).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board approve the revision to the Student Code of Conduct grades Pre-K – 5 for the 2020/2021 school year as presented.  Motion carried unanimously.

 

Agenda Item #15 – Consider a motion to approve revisions to the Student Code of Conduct grades 6 – 12 for the 2020/2021 school year (Mike Ingram).

 

It was moved by Dewitt Perry, seconded by Kendall McKenzie, that the Board approve the revisions to the Student Code of Conduct grades 6 – 12 for the 2020/2021 school year as presented.  Motion carried unanimously.

 

Agenda Item #16 – Consider a motion to adopt the revised 2020/2021 school calendar (Frances Varnado).

Agenda Item #17 – Consider a motion to cancel the June 11, 2020 Board Meeting and reschedule for June 25, 2020 at 4:00 p.m. via ZOOM at the Franklinton Primary School Special Education Auditorium (Frances Varnado).

 

It was moved by Lesley McKinley, seconded by Alan McCain, that the Board cancel the June 11, 2020 Board Meeting and reschedule for June 18, 2020 at 4:30 p.m. via ZOOM at the Franklinton Primary School Special Education Auditorium.  Motion carried unanimously.

 

Superintended Varnado stated that fair week and Mardi Gras holidays will be school days if those events are not held this year.

Agenda Item #19 - Superintendent’s Report

 

        Jackie Jenkins, Supervisor of Instructional Technology and Prof. Development, gave the Board an updated on the School Safety grant.   

 

            Shane Smith updated the Board on Capital Improvement projects that are in progress and the ones that are still needed.

 

            Summer feeding program ended on May 22, 2020.

 

            COVID-19 testing next week will use property across from Franklinton Primary School.

   The Board thanked Superintendent Varnado and staff for the hard work during this unprecedented time.
