The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Wyble, Kendall McKenzie, Frankie Crosby, Alan McCain, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Presentation on August 2019 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the August 2019 financial statements for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #5 – Consider a motion to adopt the minutes of the September 12, 2019, regular board meeting (John Wyble).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the minutes of the September 12, 2019, regular board meeting as submitted to each member.  Motion carried unanimously.

           

            Agenda Item #6 - Consider a motion to adopt revised Washington Parish School Board Policy File: EBBB – School and Student Safety; Policy File: EBBC – Emergency/Crisis Management; and Policy File: JGCF – Behavioral Health Services for Students (Mary Jones).

 

            It was moved by Kendall McKenzie, seconded by Dewitt Perry, that the Board adopt revised Washington Parish School Board Policy File: EBBB – School and Student Safety; Policy File: EBBC – Emergency/Crisis Management; and Policy File: JGCF – Behavioral Health Services for Students.  Motion carried unanimously.

 

            Agenda Item #7 – Consider a motion to delete Washington Parish School Board Policy File: JCDAG – Threats of Terrorism or Violence (Mary Jones).

 

            It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board delete Washington Parish School Board Policy File:  JCDAG – Threats of Terrorism or Violence.  Motion carried unanimously.

 

            Agenda Item #8 - Personnel Report (Mary Jones).

 

RETIREMENT RESIGNATION

1.                Franklinton Primary School:  Benita Bush, Kindergarten Teacher, Retirement Resignation effective December 31, 2019.

 

2.                Varnado High School:  Beverly Harry, School Food Service Worker, Retirement Resignation effective October 31, 2019.

 

RESIGNATION

 

1.                Central Office:  Andrew Fricke, Carpenter/Maintenance Worker, Resignation effective September 29, 2019.

 

2.                Franklinton Primary School:  Candace Stewart, Pre-K Paraprofessional, Resignation effective September 30, 2019.

 

3.                Enon Elementary School:  Kimber Mizell, Special Education Paraprofessional, Resignation effective October 11, 2019.

EMPLOY

1.                  Enon Elementary School:  Shirlene Magee, Critical Shortage Kindergarten Teacher, Employ effective September 17, 2019 through May 22, 2020 (Replacing Jeanne Daughdrill).

 

2.                  Franklinton Jr. High School:  Aaron Luper, Special Education Teacher, Employ effective September 23, 2019 (New Sped position).

 

3.                  Franklinton Jr. High School:  Jamie Ragas, Special Education Paraprofessional, Employ effective September 23, 2019 (Replacing Cindy Polkey).

 

4.                  Franklinton High School:  Ezekiel Warren, Custodian, Employ effective October 16, 2019 (Replacing Nathaniel Flowers).

 

5.                  Franklinton District:  Anita Sartin, Bus Operator, Employ effective October 21, 2019 (Replacing Raymond Garcia).

 

            Agenda Item #9 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

            It was moved by Dan Slocum, seconded by Kendall McKenzie, that the Board approve the transportation adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                       Extend the route of Vincent Chauvin III, 2 miles one way to pick up students on Tanglewood Drive.  Effective date:  September 12, 2019.

Deduct 5.3 miles from the route of Carolyn Fussell.  Students no longer on route.  Effective date:  September 30, 2019.

                                                                                    Extend the route of Randy Welch, 1 mile one-way to pick up students on Dutch Road.  Effective date:  September 23, 2019.             

Pine District:                                                                 Extend the route of Janet Thomas 1 mile one-way to pick up students on Bruce Ladner Road.  Effective date:  September 16, 2019.

Motion carried unanimously.

 

Agenda Item #10 - Superintendent’s Report

 

Jackie Jenkins, Supervisor, gave a brief presentation on a grant awarded to the Washington Parish School System.  The U. S. Department of Justice Office of Community Oriented Policing Services (COPS) awarded the Washington Parish School System $354,011 in federal funds over a two-year period under the 2019 COPS Office School Violence Prevention Program (SVPP).  SVPP awarded funds will be used to improve security at Franklinton High School and Pine Jr/Sr High School and school grounds through evidence-based school safety programs.

 

Parapro exam will be given on October 24th at 8:30 a.m. in the Technology Building.

 

            Vickie Hickman Spears, Franklinton High School Parent, spoke to the Board concerning student lead prayer at FHS.

 

            Wayne Kuhn, Attorney, addressed the Board concerning student lead prayers at all parish schools.  Student Rights Review handouts were available from Attorney General Jeff Landry and Congressman Mike Johnson. 

            Agenda Item #11 – Discuss and take appropriate action regarding Superintendent search process (John Wyble).

 

Interviews to be held on November 12th and 14th for the 5 candidates.

 

Agenda Item #12 - Personal Privileges – School Board Members

 

Election is on Saturday, October 12th.

           

Agenda Item #13 - Consider a motion to adjourn.

 

It was moved by Alan McCain, seconded by Frankie Crosby, that the Board adjourn.  Motion carried unanimously.
