The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, Robert Boone, Kendall McKenzie, Alan McCain, Lesley McKinley, Dewitt Perry and Frankie Crosby.  Absent: None .

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President John Wyble.

Tricia Smith, Director of Student Support Services recognized Ms. Sheryl Holliday.  Ms. Holliday then recognized the following LSBA parish art winners:

Agenda Item #5 – Recognize Deaf Focus Art Winner – Aleria Dillon (Tricia Smith).

 

Sheryl Holliday recognized Aleria Dillon.  Ms. Dillon, a FHS student, designed the cover art for the Deaf Focus conference program.

 

Agenda Item #6 - Awards Presentation – Students of the Year (Sandy Morgan).

 

The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level. The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.

Agenda Item #7 – Recognize Amanda Hall – 2019 Louisiana Center for Law and Civic Education President’s Award of Excellence for Outstanding Civics Teacher (Grant Gerald).

 

Amanda Hall was recognized as the 2019 Louisiana Center for Law and Civic Education President's Award of Excellence for Outstanding Civics Teacher. Amanda teaches business and law classes at Franklinton High School.

 

This annual award is given to an outstanding Louisiana teacher who imparts knowledge and understanding of Law and Civic Education and demonstrates the use of interactive learning techniques that make a difference in student learning. The award presentation is a joint partnership of the Louisiana Center for Law and Civic Education and the Louisiana State Bar Association.

 

            Agenda Item #8 - Consider a motion to adopt the minutes of the March 14, 2019, regular board meeting (John Wyble).

 

   It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board adopt the minutes of the March 14, 2019, regular board meeting as presented to each member.  Motion carried unanimously.

 

            Agenda Item #9 – Presentation on February 2019 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the February 2019 financial statements for the following funds:

Agenda Item #10 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2019/2020 school year (Lacy Burris).

 

            It was moved by Dewitt Perry, seconded by Alan McCain, that the Board authorize advertisement for bids as follows:

 

ADVERTISEMENT FOR BIDS

 

The Washington Parish School Board will receive sealed bids on School Supplies until 2:00 p.m., Thursday, May 2, 2019, the time of bid opening, at the School Board Office, 800 Main Street, P.O. Box 587, Franklinton, Louisiana 70438. Please mark envelope as containing a bid on "School Supplies." Bid related information is also available on line and electronic bids may be submitted on line at https://www.centralauctionhouse.com/rfp.php?cid=10074. Direct inquiries concerning bids to Jamie Painter, or Lacy Burris.

Agenda Item #11 – Consider a motion to renew the contract of Norris Insurance Consultant (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board renew the contract of Norris Insurance Consultant for a one-year term commencing on April 26, 2019 for an annual fee of $8,600.00.  It will automatically renew for a second year on April 26, 2020 and for a third year on April 26, 2021 unless either party gives written notice to the other prior to either of those dates of its intent not to renew.  The fee for each renewal term shall be the fee as shown above.  Motion carried unanimously.

 

Agenda Item #12 – Consider a motion to renew the contract of CAS, Third Party Administrator for Workers Compensation (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve a five year contract with Claims Administrative Services, Inc., for our Third Party Administration for Workers Compensation from July 1, 2019 through June 30, 2024.  Motion carried unanimously.

 

Agenda Item #13 – Consider a motion to purchase five 2020 Thomas Build C2 Saf-T-Liner 72 Passenger Type C School Buses from Kent-Mitchell Bus Sales at the Vermillion Parish Bid price of $79,434.00 each via the piggyback provision of Louisiana R.S. 38:321.1 (Lacy Burris).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve the purchase and enter into a master installment purchase agreement with Mercedes-Benz Financial Services USA, LLC for the purchase of five 2020 Thomas Build 72 passenger school buses at a cost of $79,434.00 each.  Motion carried unanimously.

 

Agenda Item #14 – Consider a motion to adopt a resolution in opposition of all proposed legislation that transfers the administration and collection of local sales & use taxes to the Louisiana Department of Revenue (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt a resolution in opposition of all proposed legislation that transfers the administration and collection of local sales & use taxes to the Louisiana Department of Revenue as follows:

 

A RESOLUTION IN OPPOSITION OF ALL PROPOSED LEGISLATION THAT TRANSFERS THE ADMINISTRATION AND COLLECTI0N OF LOCAL SALES & USE TAXES TO THE LOUISIANA DEPARTMENT OF REVENUE.

 

RESOLUTION

 

WHEREAS, the Constitution of the State of Louisiana grants local governments the right to levy and collect local sales and use taxes;

 

WHEREAS, there are several constitutional amendments and bills introduced in the 2019 Regular Legislative Session that would transfer collection responsibility of local sales and use tax levies to the state Department of Revenue; and

 

WHEREAS, local taxing authorities possess the best knowledge and experience to properly collect its own taxes and have a proven record of proactive advancements in the areas of enforcement, audit coverage, dispute resolution, reporting technology and successful litigation; and

 

WHEREAS, the state of Louisiana's budget issues do not offer prospects for the Department of Revenue to have sufficient resources to provide the necessary taxpayer assistance, enforcement programs and training of its employees on the specific application or local sales and use tax ordinances without significant cost contributions from local governments, thereby resulting in the direct and indirect loss of local tax receipts; and

 

WHEREAS, many local taxing authorities have issued bonded indebtedness guaranteed by the passage locally adopted sales and use tax levies, collection of said levies the direct responsibility of local governments, and which transfer of that responsibility to a state agency may generate legal challenges and jeopardize future bond issues; and

 

WHEREAS, the central local collector in each parish is directly responsible to the local taxing authorities and their elected officials for the performance of local tax administration, and the Secretary Revenue being an appointee of the Governor of the state, uncertainty exist as to who in the Department of Revenue will be accountable to local taxing authorities for the performance of such critical local tax administration,

 

NOW THEREFORE, be it resolved that the Washington Parish School Board as a local taxing authority and /or governing body, that each member of the legislative delegation for the Washington Parish School Board is urged to vigorously oppose any and all proposed legislation that transfers the administration and collection of local sales and use taxes to the Louisiana Department of Revenue; and

 

BE IT FURTHER RESOLVED that a copy of this resolution be sent forthwith to said legislators so that they will be made aware of our position on this matter,

Agenda Item #15 - Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk and Other Food and Non-Food Supplies for the School Lunch Program for the 2019/2020 school year (Marsha Newman).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board authorize advertisement for bids for the purchase of Bakery Products, Other Food and Non-Food Supplies and small equipment for the School Lunch Program for the 2019/2020 school year and renew the contract for milk products.  Motion carried unanimously.

 

Agenda Item #16 – Consider a motion to approve revisions to the Student Code of Conduct grades Pre-K – 5 for the 2019/2020 school year (Frances Varnado).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the revisions to the Student Code of Conduct grades Pre-K – 5 for the 2019/2020 school year as presented. Motion carried unanimously.

 

Agenda Item #17 – Consider a motion to approve revisions to the Student Code of Conduct grades 6 - 12 for the 2019/2020 school year (Frances Varnado).

 

It was moved by Alan McCain, seconded by Kendall McKenzie, that the Board approve the revisions to the Student Code of Conduct grades 6 - 12 for the 2019/2020 school year as presented. Motion carried unanimously.

 

Agenda Item #18 – Discuss and take appropriate action regarding bids received for surplus buses (Shane Smith).

 

It was moved by Lesley McKinley, seconded by Alan McCain, that the Board approve a bid from Wayne Shoemaker for Bus #9 in the amount of $526.00.  Motion carried unanimously.  No other bids received.

 

Agenda Item #19 – Discuss and take appropriate action regarding bids for the Franklinton Primary School driveway (Shane Smith).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board approve the low bid from Warner Trucking Company in the amount of $201,271.00 for the Franklinton Primary School driveway project.   Motion carried unanimously.  Other bids received:  Creel Brothers - $211,574.81; Fussell Contracting - $255,960.00; Low Land Construction Company - $221,440.00; Korts Construction - $278,000.00; Byron E. Talbot Contractor - $299,102.00; and Command Construction - $339,611.00.

 

Agenda Item #20 – Consider a motion to adopt a resolution to support an increase in the 2019/2020 Minimum Foundation Program (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Kendall McKenzie, that the Board adopt a resolution to support an increase in the 2019/2020 Minimum Foundation Program as follows:

 

Increase in the 2019/2020 MFP

Resolution

 

WHEREAS, the Minimum Foundation Program (MFP) establishes the state funding component of the K12 public education system in Louisiana and the Legislature is required to fully fund the formula;

 

WHEREAS, there was no increase in the base per pupil for the school years of 2009-10, 2010-11, 2011-12, 2012-13 and 2013-14;

 

WHEREAS, in the 2014 Regular Session the MFP base per pupil increased from $3,855 to $3,961 for the 2014-15 school year;

 

WHEREAS, had the MFP base per pupil been increased each year by the anticipated 2.75%, the 2019-2020 MFP would be $5,056;

 

WHEREAS, BESE has unanimously recommended a 1.375% increase in the base per pupil of 2019-2020, raising the base per pupil from $3961 to $4,015;

 

WHEREAS, BESE’s recommendation also includes additional funding in Level 3 of the MFP dedicated to an increase in salary for teachers and support workers in the amount of $1,000 and $500, respectively;

 

WHEREAS, the Washington Parish School Board has been absorbing ever increasing operational costs, from health insurance, to technology, to security of students, to curriculum to align with the state standards, and increasing demands of the state accountability system, without increase state funding;

 

WHEREAS, BESE’s unanimously recommended MFP will benefit local school districts in every parish, as well as every public charter school in the state;

 

WHERAS, the Washington Parish School Board appreciates that BESE’s recommended MFP divides the increased funding between a dedicated teacher and support worker pay raise and an increase in per pupil funding will still help meet the ever-increasing costs of providing a public education;

 

 

NOW THEREFORE, BE IT RESOLVED that the Washington Parish School Board, supports the unanimously approved MFP adopted by BESE to increase the MFP Level 1 per pupil by 1.375% and to provide funding for a dedicated teacher and support worker pay raise in Level 3 of the MFP;

 

BE IT FURTHER RESOLVED, that the Washington Parish School Board urges the Legislature to approve the unanimously approved MFP by BESE for the 2019-2020 school year;

 

FINALLY, BE IT FURTHER RESOLVED, that the Washington Parish School Board directs the Superintendent to forward a copy of this Resolution to each member of the Washington Parish Legislative delegation and to Governor John Bel Edwards.

It was moved by Dan Slocum, seconded by Frankie Crosby, that the Board approve a contract for Lacy Burris, Director of Finance, for a period of two years, beginning May 1, 2019 through April 30, 2021.  Motion carried unanimously.

Pine District:                                                                 Extend the route of Mecy Kelly 8 miles one way to return to school and pick up child that had missed the bus and no one answered at home.  Effective date:  March 12, 2019 only

Varnado District:                                                           Deduct 8.4 miles one way from the route of Patsy Owens due to road reopened and returned to original route following road closure and detour.  Effective date:  March 14, 2019.

 

Motion carried unanimously.

 

Agenda Item #24 - Superintendent’s Report

 

Add to the Agenda:  It was moved by Alan McCain, seconded by Lesley McKinley, that the Board consider a motion to amend the Franklinton Little League Baseball agreement.  Motion carried unanimously.

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board amend the Franklinton Little League Baseball Agreement to include the old Franklinton High School Baseball and Football stadium fields for additional parking.  Motion carried. Frankie Crosby opposed.

 

Early voting is April 20th – 27th.  Election is May 4th

 

Agenda Item #25 - Personal Privileges – School Board Members

 

Dan Slocum stated that the recognition of students is the most inspirational meeting of the year.

 

The Board congratulated all of the students on their accomplishments.

 

Agenda Item #26 – Consider a motion to enter into Executive Session under LA R.S. 42:17A (2) involving a formal demand against the State of Louisiana, Department of Education (Darrell Fairburn).

 

Deleted.

 

Agenda Item #27 – Consider a motion to enter into Executive Session under LA R.S. 42:17A (1) concerning the superintendent’s contract (John Wyble).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board enter into Executive Session under LA R.S. 42:17 A (1) concerning the superintendent’s contract.  Motion carried unanimously.

 

 Agenda Item #28 – Consider a motion to return to regular session (John Wyble).

 

It was moved by Kendall McKenzie, seconded by Dewitt Perry, that the Board return to regular session.  Motion carried unanimously.

 

Agenda Item #29 - Consider a motion to adjourn.
