The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: none.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

 Agenda Item #4 – Consider a motion to adopt the minutes of the November 8, 2018, regular board meeting (Matthew Tate).

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board adopt the minutes of the November 8, 2018, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Announcement of Public Meeting (Darrell Fairburn).

 

Superintendent Fairburn read the following statement:

 

Announcement of Public Meeting

 

Notice is hereby given that at its meeting to be held on Thursday, January 17, 2019 at 6:00 p.m. at the Parish School Board Office, 800 Main Street, Franklinton, Louisiana, the Parish School Board of the Parish of Washington, State of Louisiana, plans to consider adopting a resolution ordering and calling elections to be held in (i) School District No. 2, Washington Parish, Louisiana and (ii) Angie School District of the Parish of Washington, State of Louisiana to authorize the levy of ad valorem taxes.

 

Agenda Item #6 – Presentation on Early Childhood Network Honor Roll Certificates – Leslie Hodges (Sandy Morgan).

 

At the committee meeting on Monday night, Leslie Hodges, Curriculum Coordinator of Early Childhood, recognized and Superintendent Fairburn presented Honor Roll Certificates of Excellence from the Louisiana Department of Education to the following Early Childhood programs:  Franklinton Head Start, Building Blocks Early Learning Academy, Jacob’s Ladder, Mt. Hermon School and Pride and Hope Ministry.  On Thursday night the Honor Roll Certificate of Excellence was presented to Franklinton Primary School.  Photos were taken for a newspaper press release and the Board congratulated each agency for their participation and excellence.

 

Agenda Item #7 – Report from the firm of Postlethwaite and Netterville regarding the 2017/2018 audit of general purpose financial statements (Lacy Burris).

 

Brandy Smith, Postlethwaite and Netterville, gave a brief overview of the 2017/2018 audit. She stated that the report showed a clean or unmodified opinion.

 

Agenda Item #8 – Presentation on October 2018 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the October 2018 financial statements at the Monday night committee meeting for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #9 – Consider a motion to adopt the Striving Readers Comprehensive Literacy (Grades K – 2) Grant Budget for the 2018/2019 fiscal year (Lacy Burris).

 

It was moved by Alan McCain, seconded by Robert Boone, that the Board adopt the Striving Readers Comprehensive Literacy (Grades K – 2) Grant budget for the 2018/2019 fiscal year in the amount of $11,944.00.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to authorize advertisement for telecommunication services and equipment for e-rate (Jimmy Thigpen).

 

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board authorize advertisement for telecommunication services and equipment for e-rate for the 2019/2020 school year.  Motion carried unanimously.

 

Agenda Item #11 – Consider a motion to authorize advertisement for surplus equipment (Shane Smith).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board authorize advertisement for surplus equipment as follows:

All equipment listed is sold “AS IS.”  The Washington Parish School Board is not responsible for any equipment that does not work properly or requires parts or service.  The Washington Parish School Board reserves the right to reject any and/or all bids and waive informalities.  All bids must be submitted on the bid forms provided by the WPSB.  Bid forms can be picked up at the WPSB during office hours.

 

Please mark envelope as containing “Bid on Van, Bid on Buses or Bid on Wooden Shed”.  To view any of the above equipment, bidder must call the WPSB Office at 985-839-3436 to schedule an appointment.  No one is allowed to drop in for an inspection.

 

Bid award subject to School Board approval at the regular School Board meeting, January 17, 2019.  Successful bidder will be required to remove equipment within five (5) working days from board approval.

 

Purchasers shall hold Washington Parish School Board free and harmless from any injuries, accidents, or damages to any person or property caused in moving or the removal of any item above.

Agenda Item #12 – Consider a motion to approve a contract renewal for Jennifer Thomas, Principal, Pine School for a period of two years beginning December 17, 2018 through December 16, 2020 (Darrell Fairburn).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board approve a contract renewal for Jennifer Thomas, Principal, Pine School for a period of two years beginning December 17, 2018 through December 16, 2020.  Motion carried unanimously.

 

Agenda Item #13 – Consider a motion to approve a contract renewal for Ramona Thomas, Assistant Principal of Instruction, Pine School for a period of two years beginning January 14, 2019 through January 13, 2021 (Darrell Fairburn).

 

It was moved by John Breland, seconded by Robert Boone, that the Board approve a contract renewal for Ramona Thomas, Assistant Principal of Instruction, Pine School for a period of two years beginning January 14, 2019 through January 13, 2021.  Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to adopt revised Washington Parish School Board Policy File: GBK – Employee Discipline and Policy File: GBN – Separation of Employment (Mary Jones).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt revised Washington Parish School Board Policy File: GBK – Employee Discipline and Policy File: GBN – Separation of Employment.  Motion carried unanimously.

  1. Pine School:  Rhonda Sheridan, Special Education Paraprofessional, Employ effective December 1, 2018.

 

            Agenda Item #16 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

It was moved by John Wyble, seconded by Alan McCain, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Enon School District:                                        Extend the route of Lisa Spears 14.7 miles to make detour due to the weather and road conditions.  Power lines down on the road.  Effective date:  One day change only.

 

Franklinton School District:                               Extend the route of Vincent Chauvin, III.  3.5 miles to pick up students on Tanglewood Drive.  Effective date:  November 5, 2018.

                                                                                   

                                                                        Extend the route of Rex McCain 1 mile to pick up students on Norman McCain Road.  Effective Date:  October 5, 2018

                                                                       

                                                                        Extend the route of Loretta Stafford 8 miles to pick up students on Archie Wallace Road.  Effective date:  November 28, 2018.

 

Motion carried unanimously.

 

Agenda Item #17 - Superintendent’s Report

 

Add to the Agenda:  It was moved by Dewitt Perry, seconded by Lesley McKinley, to consider a motion to authorize advertisement for bids for School Lunch equipment. Motion carried unanimously.

 

            It was moved by Lesley McKinley, seconded by Alan McCain, that the Board authorize advertisement for bids for School Lunch equipment. Motion carried unanimously.

 

            Students will be dismissed ½ day on December 20, 2018.         

 

Agenda Item #18 - Personal Privileges – School Board Members

 

The Board congratulated and thanked Mr. Matthew Tate and Mr. John Breland for their years of service on the board and wished them well on their retirement.  A reception was held prior to tonight’s meeting.

 

The Board wished everyone a Merry Christmas.

 

The Board thanked the accounting department for a good audit report.

 

Agenda Item #19 – Consider a motion to enter into Executive Session under LA R. S. 42:6.1A (1) for the evaluation of the superintendent (Matthew Tate).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board enter into Executive Session under LA R.S. 42:6.1A (1) for the evaluation of the superintendent.  Motion carried unanimously.

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve a favorable evaluation for the Superintendent that includes a 5% raise.  Motion carried unanimously.

 

Superintendent Darrell Fairburn stated that he would sign a waiver rejecting the 5% raise due to employees not receiving raises in several years.

 

Agenda Item #20 – Consider a motion to enter into Executive Session under LA R. S. 42:17A (2) involving a formal demand against the State of Louisiana, Department of Education (Darrell Fairburn).

Agenda Item #21 – Consider a motion to return to regular session.

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board return to regular session.  Motion carried unanimously.
