The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Dewitt Perry and Lesley McKinley.  Absent:  Robert Boone.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

 Agenda Item #4 – Consider a motion to adopt the minutes of the October 11, 2018, regular board meeting (Matthew Tate).

 

It was moved by Bruce Brown, seconded by Dan Slocum, that the Board adopt the minutes of the October 11, 2018, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Presentation on Accountability – Katie Miller (Sandy Morgan).

 

Katie Miller presented recently released 2018 Accountability Performance Data for the District as well as each individual school. She noted the letter grade for each school, gains or losses, noted top gains schools, and schools in need of urgent intervention.

 

Agenda Item #6 – Presentation on Early Childhood – Leslie Hodges (Sandy Morgan).

 

            Early childhood coordinator, Leslie Hodges, presented information concerning the state of the Washington Parish Early Childhood Community Network. A data report was presented showing all sites were proficient or excellent.

 

Two school system sites were excellent, Mt. Hermon and Franklinton Primary School, will be on the state’s honor roll, and will be publicly recognized. All four childcares and Franklinton Head Start will also be on the state’s honor roll as top performing sites for birth to three-year-old children. School system’s overall score was 5.90 which was .10 from being excellent.

 

Coordinated Funding Request for 2019-2020 was presented for public comment.

 

An SRCL grant was awarded on August 10th   Our district was awarded a Birth to Age 5 grant ($87,875) for use in our prekindergarten classrooms and our largest childcare center

 

We were given a separate allocation, ($11,944) which falls in the funding category of K - 2 – to be used for Kindergarten CLASS

.

We are continuing to pursue grant opportunities and plan to partner with Regina Coeli to place Head Start seats for 17 three year old children at Wesley Ray Elementary School next year.

 

Agenda Item #7 – Presentation on September 2018 financial statements (Lacy Burris).

 

Lacy Burris, Director of Finance, presented the September 2018 financial statements at the Monday night committee meeting for the following funds:

 

General Fund

School Lunch Fund

Tax District #4 Bond Sinking Fund

 

Agenda Item #8 – Consider a motion to approve the second allocations to schools for the 2018/2019 operations budget (Lacy Burris).

 

It was moved by John Wyble, seconded by Dan Slocum, that the Board approve the second allocations to schools for the 2018/2019 operations budget as follows:

Agenda Item #9 - Consider a motion to approve restricted allocations for some schools in lieu of paying for water/sewage (Lacy Burris).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve restricted allocations for school schools in lieu of paying for water/sewage as follows:

It was moved by John Wyble, seconded by Dan Slocum, that the Board adopt revised Washington Parish School Board Policy File: DIE – Records Retention;  File: DJE – Purchasing; File: IHAD – Parent Conferences; File:  JGCE – Child Abuse and File: JR – Student Records.  Motion carried unanimously.

  1. Franklinton Jr. High School:  Sonya Lawson, Special Education Paraprofessional, Retirement Resignation effective November 1, 2018.

  1. Mt. Hermon School:  Chelsey Blanchard, Regular Teacher, Resignation effective October 31, 2018.

     

  2. Wesley Ray School District:  Crystal Fox, Bus Operator, Resignation effective November 2, 2018.

 

CHANGE OF EMPLOYMENT STATUS

1.      Franklinton Elementary School:  Amy Emmons, Librarian TO Literacy Coach effective November 1, 2018 (Replacing Shannon Fowler).

            Agenda Item #13 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

It was moved by Alan McCain, seconded by Lesley McKinley, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton School District:                               Extend the route of Vincent Chauvin, Jr.  .8 miles one-way to pick up students on Jim Mizell road.  Effective date:  September 10, 2018.

 

                                                                        Extend the route of Melaney Rauch 1 mile one-way to pick up students on Blueberry Court.  Effective date:  October 1, 2018.

 

                                                                        Extend the route of Randy Welch 1.8 miles one-way to pick up students on Magee Street.  Effective date:  October 25, 2018.

 

Varnado School District:                                    Extend the route of Barbara Harris 7 miles per day due to bridge repair on Military Road.  Effective date:  October 8, 2018 – October 12, 2018.

 

Motion carried unanimously.

 

Agenda Item #14 - Superintendent’s Report

 

Superintendent thanked everyone for their cooperation in the first delayed opening of school for inclement weather.

 

Veterans Day schedule is in your folder.

 

Students will be lining Main Street on Tuesday, November 13, 2018 when The Wall that Heals comes to the fairgrounds.

 

            Add to the Agenda:  It was moved by John Wyble, seconded by Alan McCain, that the Board consider a motion to provide financial support for a new LSU Extension agent position.  Motion carried unanimously.

 

            It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve $6,700.00 (one-third salary) for a new LSU Extension agent position. Motion carried unanimously.  John Breland voiced his concerns during the committee meeting on Monday night.

           

Superintendent Fairburn will be at a Superintendent’s conference in Baton Rouge on Sunday and Monday.

 

Agenda Item #15 - Personal Privileges – School Board Members

 

There were 3 Early Childhood Education students recognized at tonight’s meeting from Southeastern Louisiana University as follows:

            Buffy Baker

Callie Gant

 

The Board wished Good Luck to all teams in playoffs.

 

The Board wished all a Happy Thanksgiving.

 

The Board thanked all schools for Veteran’s programs.

 

The Board congratulated all schools on their School Performance Scores.
