The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, Robert Boone, Alan McCain, Lesley McKinley and Dewitt Perry.  Absent:  Matthew Tate and John Breland.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by Vice-President Alan McCain.

Agenda Item #4 – Consider a motion to adopt the minutes of the April 19, 2018, regular board meeting (Matthew Tate).

 

It was moved by John Wyble, seconded by Lesley McKinley, that the Board adopt the minutes of the April 19, 2018, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Consider a motion to adopt the minutes of the May 7, 2018, special board meeting (Matthew Tate).

 

It was moved by Lesley McKinley, seconded by John Wyble, that the Board adopt the minutes of the May 7, 2018, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Adopt a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 4 of the Parish of Washington, State of Louisiana, on Saturday, April 28, 2018 (Matthew Tate).

 

It was moved by Dan Slocum, seconded by John Wyble, that the Board adopt the resolution for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 4 of the Parish of Washington, State of Louisiana, on Saturday, April 28, 2018 as follows:

Agenda Item #7 – Discuss and take appropriate action regarding a one-time stipend for all employees (Matthew Tate).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board approve a one-time $350.00 supplement to be paid on or before June 30, 2018 to all full time personnel hired by and employed on May 1, 2018.  Part-time employees will receive a prorated supplement based on their schedule worked.  Employees on leave without pay on May 1, 2018, will not receive the supplement. Motion carried unanimously.

 

Agenda Item #8 – Discuss and take appropriate action regarding recognition of School Board Members who met Training Requirements for 2017 (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the Board Members training requirement hours for January 1, 2017 through December 31, 2017 as follows:

Agenda Item #9 – Consider a motion to appoint the Era Leader as Official Journal for period beginning July 1, 2018 and ending June 30, 2019 (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board appoint the Era Leader as Official Journal for period beginning July 1, 2018 and ending June 30, 2019.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding recommendations for Carmel Breaux, Insurance Consultant, for Excess Workers’ Compensation (Lacy Burris).

 

Upon the recommendation of Carmel Breaux, Insurance Consultant, it was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve Risk Services of Louisiana for a one-year contract at a cost of $46,307.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #11 Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2018/2019 school year (Lacy Burris).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board approve Bollinger, Inc, Mutual of Omaha, Cedar Rapides, IA in the amount of $51,787.00 for student accident insurance coverage for the 2018/2019 school year.  Motion carried unanimously.

 

Agenda Item #12 – Consider a motion to approve an allocation to schools for the 2018/2019 school year (Lacy Burris).

 

It was moved by Dan Slocum, seconded by Bruce Brown, that the Board approve an allocation to schools for the 2018/2019 school year as follows:

Agenda Item #13 – Consider a motion to authorize advertisement on August 22, 2018, that a Public Hearing on the Washington Parish School Board Budgets will be held September 13, 2018 at 5:30 p.m. (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board authorize advertisement on August 22, 2018, that a Public Hearing on the Washington Parish School Board Budgets will be held September 13, 2018 at 5:30 p.m.  Motion carried unanimously.

Agenda Item #15 - Consider a motion renew the contract of Carey Travis, Assistant Principal of Instruction, Franklinton High School (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board renew the contract of Carey Travis, Assistant Principal of Instruction, Franklinton High School for a period of two years, beginning June 7, 2018 through June 6, 2020.  Motion carried unanimously.

 

Agenda Item #16 – Consider a motion to renew the contract of Katie Miller, Assistant Principal of Instruction, Mt. Hermon School (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board approve a contract for Katie Miller, Assistant Principal of Instruction, Mt. Hermon School, for a period of two years, beginning June 7, 2018 through June 6, 2020.  Motion carried unanimously.

 

Agenda Item #17 – Consider a motion to renew the contract of Kewanda August, Principal, Wesley Ray Elementary School (Darrell Fairburn).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, that the Board approve a contract for Kewanda August, Principal, Wesley Ray Elementary School for a period of two years, beginning June 16, 2018 through June 15, 2020.  Motion carried unanimously.

It was moved by John Wyble, seconded by Dan Slocum, that the Board adopt the transportation adjustments as follows: 

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                       Extend the route of Brandy Elliott 5.9 miles one way due to bridge out detour.  Effective date:  January 11, 2018 through March 9, 2018.

                                                                                    Extend the route of Brandy Elliott 3.1 miles one-way due to detour for road work on Hwy. 25.  Effective date:  March 19, 2018 through March 29, 2018.

                                                                                    Extend the route of Brandy Elliott 3.9 miles one way due to detour for road work on Hwy. 25.  Effective date:  April 9, 2018 – May 11, 2018.

Extend the route of Melaney Rauch 3.9 miles one way to pick up students on Fernwood Drive.  Effective date:  April 24, 2018.

Mt. Hermon District:                                                       Extend the route of Fran Crouch 2.4 miles one way.  Bridge on Pleasant Hill is out.  Effective date:  April 18, 2018.

Pine/Thomas District:                                                     Extend the route of Janet Thomas .6 mile one-way to pick up students on Herbie Warren Road.  Effective date:  April 24, 2018.

Wesley Ray District:                                                      Extend the route of Kathy Peters .8 miles one way to pick up students on Military Road.  Effective date:  February 21, 2018.
