The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: none.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

 Agenda Item #4 – Consider a motion to adopt the minutes of the November 9, 2017, regular board meeting (Matthew Tate).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board adopt the minutes of the November 9, 2017, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Consider a motion to adopt the minutes of the November 27, 2017, special board meeting (Matthew Tate).

 

It was moved by Dan Slocum, seconded by Robert Boone, that the Board adopt the minutes of the November 27, 2017, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Report from the firm of Postlethwaite and Netterville regarding the 2016/2017 audit of general purpose financial statements (Lacy Burris).

 

Brandy Smith, Postlethwaite and Netterville, gave a brief overview of the 2016/2017 audit. She stated that the report showed a clean or unmodified opinion.

 

Agenda Item #7 – Presentation on Accountability (Sandy Morgan).

 

Leslie Hodges, Curriculum Coordinator of Early Childhood, gave a report on the Early Childhood program on Monday night.

 

Jackie Jenkins, Curriculum Coordinator of Testing & Accountability, gave a report on overall School Accountability on Monday night.

Agenda Item #8 – Consider a motion to authorize advertisement for telecommunication services and equipment for e-rate (jimmy Thigpen).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board authorize advertisement for telecommunication services and equipment for e-rate for the 2018/2019 school year.    Motion carried unanimously.

 

Agenda Item #9 – Consider a motion to authorize advertisement to purchase equipment that was awarded through a Federal Assistance Equipment Grant (Marsha Newman).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board authorize advertisement to purchase equipment awarded through a Federal Assistance Grant as follows:

 

Thomas Elementary School – Walk in cooler/freezer

Franklinton High School – Convection oven

Mt. Hermon School – 2 serving lines

 

Motion carried unanimously.

 

Agenda Item #10 – Consider a motion to adopt revised Washington Parish School Board Policy File: EBA – Tobacco Free School; File: GAMA – Employee Tobacco; File: JCDAA – Student Smoking/Tobacco Use; File: JDA – Corporal Punishment and File: KG – Use of School Facilities (Mary Jones).

 

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board adopt revised Washington Parish School Board Policy File: EBA – Tobacco Free School; File: GAMA – Employee Tobacco; File: JCDAA – Student Smoking/Tobacco Use; File: JDA – Corporal Punishment and File: KG – Use of School Facilities.  Motion carried unanimously.

1.             Mt. Hermon School:  Tania Thompson, Itinerant Talented Art Teacher, Sabbatical Medical Leave effective the Spring Semester of the 2017/2018 school year only.

RETIREMENT RESIGNATION

1.                Mt. Hermon School:  Beverly Taylor, Business Teacher, Retirement Resignation effective May 25, 2018.

RESIGNATION

1.                Franklinton Primary School:  Carol Hoyt, Pre-K Paraprofessional, Resignation effective December 31, 2017.

2.                Varnado High School:  Jeremy Pattie, Regular Teacher, Resignation effective December 21, 2017.

CHANGE OF EMPLOYMENT STATUS

1.                Thomas Elementary School:  Sybil Inez Barber, Technology Assistant/Interventionist TO Accountant I – School Clerk effective December 1, 2017.

2.                Varnado High School:  Garnet Fornea, Part-Time Literacy/Part-time Special Education Paraprofessional, Leave without pay effective August 7, 2017 through December 4, 2017 TO Leave without pay effective August 7, 2017 through November 30, 2017.

3.                Varnado High School:  Garnet Fornea, Part-Time Literacy/Part-Time Special Education Paraprofessional TO Regular Teacher effective January 8, 2018 (Replacing Jeremy Pattie).

EMPLOY

1.                Franklinton Primary School:  Christina Graham, Pre-K Paraprofessional, Employ effective January 8, 2018.

2.                Franklinton High School:  Kristina Ladner, Regular Teacher, Employ effective December 4, 2017 (Replacing Rebecca Whittemore).

3.                Wesley Ray School District:  Kayla Boone, Bus Operator, Employ effective December 1, 2017.           

 Agenda Item #12 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

It was moved by John Wyble, seconded by Alan McCain, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                                   Extend the route of Linda Magee 2 miles one way to pick up students on Fairground Road.  Effective date:  November 13, 2017.       

Wesley Ray District:     Extend the route of Tammy Boone 6 miles one way to pick up students on Hwy. 424.  Effective date:  November 9, 2017.

 

Motion carried unanimously.

 

Agenda Item #13 - Superintendent’s Report

 

Add to the Agenda:  It was moved by Dewitt Perry, seconded by Lesley McKinley, to consider a motion to change the time on all School Board meetings and Committee meetings. Motion carried unanimously.

 

            It was moved by Dewitt Perry, seconded by John Wyble, that the Board change the time of all committee and school board meetings from 6:30 p.m. to 6:00 p.m. beginning with the January 9, 2018 committee meeting and January 11, 2018 board meeting.  Motion carried unanimously.

 

            Students will be dismissed ½ day on December 20, 2017.

 

            Staff Development is January 8th – 10th, 2018

 

Agenda Item #14 - Personal Privileges – School Board Members

 

The Board wished everyone a Merry Christmas.

 

The Board thanked accounting department for a good audit report.

 

Agenda Item #15 – Consider a motion to enter into Executive Session under LA R. S. 42:6.1A (1) for the evaluation of the superintendent (Matthew Tate).

 

Superintendent waived the Executive Session for Open Meeting. 

 

Superintendent received a favorable evaluation.

 

Agenda Item #16 – Consider a motion to return to regular session.
