The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: none.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

 Agenda Item #4 – Consider a motion to adopt the minutes of the October 5, 2017, regular board meeting (Matthew Tate).

 

It was moved by John Breland, seconded by John Wyble, that the Board adopt the minutes of the October 5, 2017, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Public comment for Early Childhood Community Networks coordinated funding request (Leslie Hodges).

 

            Lacy Burris, Finance Director, stated that Washington Parish is requesting 220 pre-k seats for the 2018/2019 school year.

 

The public was then given an opportunity for comments.

 

Agenda Item #6 – Consider a motion to approve the second allocations to schools for the 2017/2018 operations budget (Lacy Burris).

 

It was moved by Alan McCain, seconded by John Breland, that the Board approve the second allocations to school for the 2017/2018 operations budget as follows:

 

  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to approve restricted allocations for some schools in lieu of paying for water/sewage (Lacy Burris).

 

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve restricted allocations for school schools in lieu of paying for water/sewage as follows:

 

Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to adopt the schedule of school board meetings for 2018 (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Lesley McKinley, that the board approve the schedule of school board meetings for 2018 as follows:

Agenda Item #9 – Consider a motion to adopt revised Washington Parish School Board Policy File: DJE – Purchasing; File: DJED – Bids and Quotations; and File: GBN – Separation of Employment (Mary Jones).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt revised Washington Parish School Board Policy File: DJE – Purchasing; File: DJED – Bids and Quotations; and File: GBN – Separation of Employment.  Motion carried unanimously.

 

Agenda Item #10 – Consider a motion to adopt new Washington Parish School Board Policy File: DIE – Records Retention (Mary Jones).

 

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board adopt new Washington Parish School Board Policy File: DIE – Records Retention.  Motion carried unanimously.

 

Agenda Item #11 – Consider a motion to delete Washington Parish School Board Policy File: GBO – Resignation and File: GBQ – Retirement (Mary Jones).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board delete Washington Parish School Board Policy File: GBO – Resignation and File: GBQ – Retirement.  Motion carried unanimously.

RESIGNATION

1.Franklinton Jr. High School:  Elizabeth Ballard, Special Education Paraprofessional, Resignation effective October 11, 2017.

2.Mt. Hermon School:  Humberto Futch, Itinerant Spanish Teacher, Resignation effective October 30, 2017.

3.Varnado High School:  Joseph Seal, Special Education Paraprofessional, Resignation effective October 13, 2017.

4.Varnado School District:  Sidney Burns, Jr., Bus Operator, Resignation effective October 23, 2017.

            Agenda Item #13 – Discuss and take appropriate action regarding Transportation Adjustments (Shane Smith).

It was moved by Dan Slocum, seconded by John Wyble, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                                   Deduct 3 miles one way from the route of Vivian Ard effective October 10, 2017. Students no longer on route on Lee Road.

Extend the route of Regina Baillio 3.7 miles one way to pick up students on Choctaw Road.  Effective date:  September 21, 2017.

                                                                                                Extend the route of Vincent Chauvin, III 5 miles one way to  pick up students on Barber Road.  Effective date:  September 15, 2017.

                                                                                                Extend the route of Carolyn Fussell 2.4 miles one way to pick up students on 12th Avenue.  Effective date:  September 1, 2017.

                                                                                                Extend the route of Melaney Rauch 1 miles one way to pick up students on R. J. Creel Road.  Had to add 1 mile to go to McCain Road #2 for a safer turn in & out.  Effective date October 2, 2017.

                                                                                                Extend the route of Loretta Stafford 3.6 miles one way to pick up students on Chapel Hill Road.  Effective date:  November 1, 2017.

                                                                                                Extend the route of Randy Welch 3.9 miles one way to pick up students on Corkern Road.  Effective date:  September 25, 2017.

                                                                                                Extend the route of Randy Welch 1.9 miles one way to pick up students on Simmons Road.  Effective date:  September 27, 2017.

Pine District:                                                                             Extend the route of Mecy Kelly 11 miles one way to pick up students on James Creel and Wilson J. Wilson roads.  Effective date:  August 18, 2017.

Motion carried unanimously.

 

Agenda Item #14 - Superintendent’s Report

 

There were 4 students recognized at tonight’s meeting from Southeastern Louisiana University as follows:

Superintendent Fairburn was not in attendance at tonight’s meeting.  He will also be out Monday at a Superintendent’s conference in Baton Rouge.

 

Agenda Item #15 - Personal Privileges – School Board Members

 

The Board wished Good Luck to all teams in playoffs.

 

The Board wished all a Happy Thanksgiving.

 

The Board thanked all schools for Veteran’s programs.

 

The Board congratulated all schools on their School Performance Scores.
