The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent: John Wyble.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

The Board recognized candidate for District Judge in 22nd Judicial District, Reggie Laurant, Division H.

 

Agenda Item #4 – Recognition of Levi Carter, Student, Franklinton Jr. High School.

 

Franklinton Jr. High Student, Levi Carter, is the first place winner in the National Federation of the Blind Writers’ Division 2017 Writing Contest for Youth Poetry.   Levi recited his poem, “Needed, Chevy Truck”, during the NFB Writer’s Division’s annual meeting.  This contest was a means for Levi to improve use of Braille, as well as his writing skills.  It was also an opportunity for Levi to extend outside of Washington Parish.

 

Ivy Fauntleroy is Levi’s teacher who introduced him to this contest.  Ms. Fauntleroy is the teacher of the visually impaired in the Washington Parish School System.  She does an excellent job teaching Braille to our students with visual impairments.  Ms. Fauntleroy is also an advocate for exposing students to experiences outside of Washington Parish where they can interact with their peers. 

 

Levi is the son of Jimmy and Leann Carter. 

 

The Board congratulated Levi on his award.

 

Agenda Item #5 – Presentation on Assessment Results – Jackie Jenkins

 

Jackie Jenkins, Curriculum Coordinator of Testing and Accountability, gave an overview of the testing results at the Committee Meeting on Monday night.

 

Agenda Item #6 – Consider a motion to adopt the minutes of the September 14, 2017, regular board meeting (Matthew Tate).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt the minutes of the September 14, 2017, regular board meeting as submitted to each member.  Motion carried unanimously.

 

            Agenda Item #7 – Consider a motion to approve the advertisement and authorize the Superintendent to accept a bid on 1 or more new school buses (Darrell Fairburn).

 

            It was moved by Dan Slocum, seconded by John Breland, that the Board approve the advertisement and authorize the Superintendent to accept a bid on 1 or more new school buses.  Motion carried unanimously.

 

            Agenda Item #8 – Discuss and take appropriate action regarding a one-time stipend for all employees payable on December 15, 2017 (Darrell Fairburn).

 

            It was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve a one-time $600 supplement to be paid on December 15, 2017 to all full time personnel hired by November 17, 2017 and employed on December 15, 2017.  Part-time employees will receive a prorated supplement based on their schedule worked.  Employees on leave without pay on December 15, 2017 will not receive the supplement.  Motion carried unanimously.

 

            Agenda Item #9 – Discuss and take appropriate action regarding bids received on surplus equipment for the School Lunch Program (Marsha Newman).

 

            No bids received.

 

            Agenda Item #10 – Consider a motion to adopt revised Washington Parish School Board Policy File: JGCD – Administration of Medication (Mary Jones).

 

            It was moved by Alan McCain, seconded by Robert Boone, that the Board adopt revised Washington Parish School Board Policy File: JGCD – Administration of Medication.  Motion carried unanimously.

CHANGE OF EMPLOYMENT STATUS

            Franklinton Primary School:  Kay Haynes, Literacy Paraprofessional (Paid out of REAP) TO Literacy Paraprofessional (Paid out of ½ EIS & ½ REAP) effective October 2, 2017.

            Franklinton Primary School:  Jackie Thomas, Literacy Paraprofessional (Paid out of EIS) TO Literacy Paraprofessional (Paid out of ½ EIS & ½ REAP) effective October 2, 2017.

EMPLOY

            Wesley Ray Elementary School:  Ashley Sistrunk, Full Time School Food Service Worker, Employ effective September 29, 2017.

            Agenda Item #12 – Discuss and take appropriate action regarding Transportation Adjustments (Frances Varnado).

            It was moved by Dan Slocum, seconded by Alan McCain, that the Board approve the transportation adjustments as follows:

TRANSPORTATION ADJUSTMENTS

Enon District:                                                                            Extend the route of Lela Yates 1.9 miles one way to pick up students on Diamond Court and Pugh Road.  Effective date:  September 12, 2017.

Franklinton District:                                                                   Deduct 0 miles one way from the route of Vivian Ard.  Students no longer on route on Beau and Honey Grove Drive.  Effective date:  September 7, 2017.      

Pine District:                                                                             Extend the route of Mecy Kelly 10 miles one way to pick up students on Sol Hart and Penns Chapel roads.  Effective date:  September 8, 2017.

            Motion carried unanimously.

Agenda Item #13 - Superintendent’s Report

 

Mr. Matthew Tate found a grant for the purchase of AED’s.

 

Capital Improvement and Finance Committee meeting on Monday, October 16th at 8:30 a.m. in the Media Center at Central Office.

 

Meeting at Sentaor Beth Mizell’s office on Tuesday, October 10th at 5:00 P.M. with Representative Malinda White.
