The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

Agenda Item #5 – Consider a motion to adopt the minutes of the May 4, 2017, regular board meeting (Matthew Tate).

 

  It was moved by Dan Slocum, seconded by Alan McCain, that the Board adopt the minutes of the May 4, 2017, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Adopt a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 4 of the Parish of Washington, State of Louisiana, on Saturday, April 29, 2017 (Matthew Tate).

 

It was moved by Dan Slocum, seconded by John Wyble, that the Board adopt a resolution providing for canvassing the returns and declaring the result of the special election held in Consolidated School District No. 4 of the Parish of Washington, State of Louisiana, on Saturday, April 29, 2017 as follows:

 

It was then moved, seconded and unanimously carried that the Parish School Board of the Parish of Washington, State of Louisiana (the "Governing Authority"), canvass the returns and declare the result of the special election held in Consolidated School District No. 4 of the Parish of Washington, State of Louisiana:

 

PROCÈS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN CONSOLIDATED SCHOOL DISTRICT NO. 4 OF THE PARISH OF WASHINGTON, STATE OF LOUISIANA, ON SATURDAY, APRIL 29, 2017.

 

             BE IT KNOWN AND REMEMBERED that on Thursday, June 8, 2017, at six-thirty o'clock (6:30) p.m., at its regular meeting place, the Parish School Board Office, 800 Main Street, Franklinton, Louisiana, the Parish School Board of the Parish of Washington, State of Louisiana (the "Governing Authority"), acting as the governing authority of Consolidated School District No. 4 of the Parish of Washington, State of Louisiana (the "District"), and being the authority ordering the special election held therein on Saturday, April 29, 2017, with a quorum being present, did examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of said election, there having been submitted at said election the following proposition to wit:

 

PROPOSITION

(BOND)

 

Shall Consolidated School District No. 4 of the Parish of Washington, State of Louisiana (“the District”), incur debt and issue bonds not exceeding Twenty-Eight Million Dollars ($28,000,000), in one or more series, to run not exceeding twenty (20) years from date thereof, with interest at a rate or rates not exceeding eight per centum (8%) per annum, to be sold at par, premium or discount, for acquiring and/or improving lands for building sites and playgrounds, including construction of necessary sidewalks and streets adjacent thereto; purchasing, erecting and/or improving school buildings and other school related facilities within and for the District and acquiring necessary equipment and furnishings therefor, title to which shall be in the public; which bonds will be general obligations of the District and be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with an estimated increase of thirteen and eighty-five hundredths mills (13.85) to be levied in the first year of issue above the 16 mills currently being levied to pay General Obligation Bonds of the District?

 

             The canvass of the results of the election showed that there was a total of 899 votes cast IN FAVOR OF the Proposition and a total of 1,854 votes cast AGAINST the Proposi­tion, and that there was a majority of 955 votes cast AGAINST the Proposition as hereinabove set forth.

 

             Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as herein­above set forth was duly DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election.

 

             THUS DONE AND SIGNED at Franklinton, Louisiana, on this, the 8th day of June, 2017.

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the bids received on school supplies for the 2017/2018 school year as follows:

                  Agenda Item #8 - Announce that a public meeting will be held on July 13, 2017 at 6:30 p.m. in the Board Room of the Washington Parish School System at 800 Main Street, Franklinton, LA  70438, to adopt the millage rates for 2017 (Lacy Burris).

Agenda Item #9 – Discuss and take appropriate action regarding student transfers for the 2017/2018 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Bruce Brown, seconded by Dan Slocum, that the Board approve the transfers for the 2017/2018 school year as presented.  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2017/2018 school year (Marsha Newman).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve the bids received for the purchase of Bakery Products for the School Lunch Program for the 2017/2018 school year as follows:

Agenda Item #11 - Discuss and take appropriate action regarding bids received for the purchase of Milk Products for the School Lunch Program for the 2017/2018 school year (Marsha Newman).

 

It was moved by Dewitt Perry, seconded by John Breland, that the Board approve the bids received for the purchase of Milk Products for the School Lunch Program for the 2017/2018 school year as follows:

Agenda Item #12 - Consider a motion to employ and approve a contract for Renee Burris, Principal, Franklinton High School for a period of two years, beginning June 1, 2017 through May 31, 2019 (Darrell Fairburn).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board employ and approve a contract for Renee Burris, Principal, Franklinton High School for a period of two years, beginning June 1, 2017 through May 31, 2019.  Motion carried unanimously.

 

Agenda Item #13 - Consider a motion to authorize withdrawal privileges for Renee Burris on all Franklinton High School bank accounts and terminate withdrawal privileges for Lisa Tanner on all Franklinton High School bank accounts effective June 1, 2017 (Darrell Fairburn).

 

It was moved by Dewitt Perry, seconded by John Wyble, that the Board authorize withdrawal privileges for Renee Burris on all Franklinton High School bank accounts and terminate withdrawal privileges for Lisa Tanner on all Franklinton High School bank accounts effective June 1, 2017.  Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to employ and approve a contract for Sandy Morgan, Director of Curriculum, Central Office for a period of two years, beginning July 1, 2017 through June 30, 2019 (Darrell Fairburn).

 

It was moved by Dewitt Perry, seconded by John Wyble, that the Board employ and approve a contract for Sandy Morgan, Director of Curriculum, Central Office for a period of two years, beginning July 1, 2017 through June 30, 2019.  Motion carried unanimously.

 

Agenda Item #15 - Discuss and take appropriate action regarding maintenance contracts for various schools (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve a contract for R & S Dozer Service for the cleaning of the old Franklinton High School baseball field and a contract with Eric Newman to install lights and a drop ceiling at Enon Elementary School.  Motion carried unanimously.

 

Agenda Item #16 - Consider a motion to adopt revised Washington Parish School Board Policy File: JGB – School Wellness (Mary Jones).

 

It was moved by Dewitt Perry, seconded by John Breland, that the Board adopt revised Washington Parish School Board Policy File: JGB – School Wellness as presented.  Motion carried unanimously.
