The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry and Lesley McKinley. Absent: None.
Agenda Item #1 - Call to order
The meeting was called to order by President Matthew Tate.
Agenda Item #2 – Invocation
The invocation was given by Bruce Brown.
Agenda Item #3 – Pledge of Allegiance
Agenda Item #4 - Consider a motion to adopt the minutes of the January 12, 2017, regular board meeting (Matthew Tate).
It was moved by John Breland, seconded by Robert Boone, that the Board adopt the minutes of the January 12, 2017, regular board meeting as presented to each member. Motion carried unanimously.
Agenda Item #5 – Update on LSU Ag Center – Keisha Fletcher (Darrell Fairburn).
At the Committee Meeting on Monday night, Keisha Fletcher gave an update on the LSU Ag Center’s new programs.
Agenda Item #6 – Update on Math Curriculum (Mary Jones).
Renee Burris, Curriculum Coordinator of Mathematics and Science and Janet Picou, Elementary Math Coach, gave updates on the Math curriculum and upcoming workshops for teachers at the Committee Meeting on Monday night.
Agenda Item #7 – Consider a motion to adopt the 2017/2018 school calendar (Darrell Fairburn).
It was moved by John Wyble, seconded by Robert Boone, that the Board adopt the 2017/2018 school calendar as follows:

Agenda Item #8 - Discuss and take appropriate action regarding teacher salary schedules (Darrell Fairburn).
It was moved by Alan McCain, seconded by Dewitt Perry, that the Board withdraw this item from the agenda. Motion carried unanimously.
Agenda Item #9 – Discuss and take appropriate action regarding the renewal of Morgan’s Mechanical preventive maintenance contract (Darrell Fairburn).
It was moved by John Wyble, seconded by Dewitt Perry, that the Board renew the preventive maintenance contract of Morgan’s Mechanical as follows:
Motion carried unanimously.
Agenda Item #10 – Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Washington Parish Council on Aging (Darrell Fairburn).
It was moved by Alan McCain, seconded by Robert Boone, that the Board adopt a resolution to enter into a cooperative endeavor agreement with the Washington Parish Council on Aging in the form and substance substantially as stated in 'Exhibit A' commencing on January 1, 2017 and terminating on December 31, 2021. Motion carried unanimously.
Agenda Item #11 – Consider a motion to adopt a resolution entering into a Cooperative Endeavor Agreement with the Wesley Ray Community Association (Darrell Fairburn).
It was moved by John Breland, seconded by Bruce Brown, that the Board adopt a resolution to enter into a cooperative endeavor agreement with the Wesley Ray Community Association in the form and substance substantially as stated in 'Exhibit A' commencing on January 1, 2017 and terminating on December 31, 2021. Motion carried unanimously.
Agenda Item #12 - Discuss and take appropriate action regarding the Board’s Property Insurance (Beth Keaton).
It was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve the Board’s Property Insurance (exclusive of terrorism) with an annual premium of $323,724.00 with agent Arthur J. Gallagher Insurance with a 2 year contract period. Motion carried unanimously.
Agenda Item #13 – Consider a motion to adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement (Lacy Burris).
It was moved by John Wyble, seconded by John Breland, that the Board adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement as follows:
RESOLUTION
Whereas, the Washington Parish School Board has been informed of the option to withdraw a certain amount of said funds invested in the State Treasury pursuant to authority of La. R.S. 39.99 (Act 161 of the 2002 First Extraordinary Session of the Legislature) and our investment agreement;
THEREFORE, BE IT RESOLVED that the Washington Parish School Board does request the execution of the amendment to investment agreement with the State Treasury pursuant to La. R.S. 39.99; and
THEREFORE, BE IT RESOLVED that the Washington Parish School Board does request the withdrawal of funds from the State Treasury in the amount of $27,145.00 to be used as specified in our recently approved EEF plan for Tobacco Settlement Funds.
It is hereby affirmed and certified the foregoing is a true and exact copy of the resolution unanimously adopted by the Washington Parish School Board, Franklinton, Louisiana, February 16, 2017, at which a quorum was present and voted.

Agenda Item #14 – Discuss and take appropriate action regarding bids received for telecommunication services and equipment for e-rate (Jimmy Thigpen).
It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board approve the bids received for telecommunication services and equipment for e-rate as follows:

Agenda Item #17 - Discuss and take appropriate action regarding Transportation Adjustments (Grant Gerald).
It was moved by Dan Slocum, seconded by Alan McCain, that the Board approve the Transportation Adjustments as follows:
TRANSPORTATION ADJUSTMENTS
Franklinton District: Extend the route of Melaney Rauch 1 mile one way to pick up students on Willie J. Wilson Road. Effective date: January 25, 2017.
Extend the route of Loretta Stafford 2 miles one-way to pick up students on Tycer Varnado Road. Effective date: January 11, 2017.
Deduct 2.5 miles one way from the route of Loretta Stafford. Student no longer on route on Plum Creek Lane. Effective date: January 11, 2017.
Extend the route of Loretta Stafford 6 miles one way to pick up students on Happy Acres Road. Effective date: January 30, 2017.
Extend the route of Loretta Stafford 1.6 miles one way to pick up students on River Birch Lane. Effective date: February 1, 2017.
Pine/Thomas District: Extend the route of Mecy Kelly 3.1 miles one way to pick up students on Marvin Jones Road. Effective date: January 17, 2017.
Varnado District: Extend the route of Patsy Owens 3.3 miles one way to pick up students on Jarrell Town Road. Effective date: January 31, 2017.
Motion carried unanimously.
Agenda Item #18 - Superintendent’s Report
Add to the Agenda: It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt a new salary schedule for a Technology/Data Technician. Motion carried unanimously.
It was moved by Alan McCain, seconded by Robert Boone, that the Board approve a new salary scheduled for a Technology/Data Technician effective February 1, 2017. Motion carried unanimously.
Superintendent gave the list of presentations that have been set and stated that more will be scheduled later:
