The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent: Matthew Tate.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by Vice-President Alan McCain.

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the May 5, 2016, regular board meeting (Matthew Tate).

 

It was moved by John Breland, seconded by John Wyble, that the Board adopt the minutes of the May 5, 2016, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 – Presentation to Leadership Academy Participants (Darrell Fairburn).

 

The participants in the Superintendent’s Leadership Academy completed a year of planned meetings geared toward helping them to develop and refine their skills to become possible future leaders in the school system.  They were informed on a variety of topics specific to the school system.  They learned about topics such as personnel, finances, Federal Funding and the programs supported by that funding, discipline issues, and curriculum.  Superintendent Darrell Fairburn, initiated the academy and told the Board “I was pleased that so many of our potential leaders were willing to participate in this endeavor”.

 

Attending tonight was as follows:  Allie Boquet, Kim Jones, Kenita Nicoulin, Ann Parker and Dawn Seal.   Other participants not in attendance:  Misty Bickham, Patsy Breland, Breanne Cefalu, Lisa Dykes, Shannon Fowler, Becky Graves, Crystal Jenkins, Angela Kennedy, Lisa Magee , Rhonda Perea and Kayla Sabel.

 

The Board congratulated the participants.

 

            Agenda Item #6 - Consider a motion to authorize withdrawal privileges for Mary Jones on all Washington Parish School Board bank accounts and terminate withdrawal privileges for Richard Kennedy on all Washington Parish School Board bank accounts effective July 1, 2016 (Darrell Fairburn).

 

            It was moved by John Wyble, seconded by Robert Boone, that the Board  authorize withdrawal privileges for Mary Jones on all Washington Parish School Board bank accounts and terminate withdrawal privileges for Richard Kennedy on all Washington Parish School Board bank accounts effective July 1, 2016.  Motion carried unanimously.

 

Agenda Item #7 – Discuss and take appropriate action regarding bids received on school supplies for the 2016/2017 school year (Beth Keaton).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the bids received on school supplies for the 2016/2017 school year as follows:

            Agenda Item #8 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton).

 

Upon the recommendation of Carmel Breaux, Insurance Consultant, it was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve Risk Services of Louisiana for a one year contract at a cost of $48,185.00 for excess workers’ compensation.  Motion carried unanimously.

 

            Agenda Item #9 - Announce that a public meeting will be held on July 14, 2016 at 6:30 p.m. in the Board Room of the Washington Parish School System at 800 Main Street, Franklinton, LA  70438, to adopt the millage rates for 2016 (Beth Keaton).

Agenda Item #10 – Discuss and take appropriate action regarding student transfers for the 2016/2017 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by John Wyble, seconded by John Breland, that the Board approve the transfers for the 2016/2017 school year as presented.

Agenda Item #11 – Consider a motion to approve revisions to the Student Code of Conduct for the 2016/2017 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dewitt Perry, seconded by John Breland, that the Board approve the revisions to the Student Code of Conduct for the 2016/2017 school year as follows:

Hair The natural length of hair may not fall below the base of a collar on a shirt or down upon the eyebrows in front.  Afros or teased hair styles must be neat and well groomed.  Hair arranged in a manner detrimental to the performance of normal educational activities will be prohibited.  Hair also must be clean, well groomed, and not unusually colored.  Sculptured hair styles that include pictures, symbols, letter, numbers, etc., will not be permitted.

Facial Hair - Male students are prohibited from wearing beards or goatees.  Sideburns may be worn to the base of the earlobe, but pork chop style is prohibited.  Students may wear a neatly trimmed mustache, but handlebar styles are prohibited.  Lines or spaces in eyebrows will not be permitted.

 

Student Uniform - Only school affiliated pull-over hooded pouched sweatshirts allowed – must be school colors (college logos will not be allowed).  Hoodies are not allowed in the alternative program.

NEW!!!!  Dress Code process will start over at the beginning of the semester.

Agenda Item #12 - Discuss and take appropriate action that the Washington Parish School Board will develop a plan and implement a course of action to construct a new Franklinton Junior High School and to address the Capital priorities of each school specific to Consolidated Bond District #4.  Such a plan shall include consideration of a referendum to present to voters of Consolidated Bond District #4 of the Washington Parish School Board in April 2017 (John Wyble).

 

It was moved by John Wyble, seconded by John Breland, that the Washington Parish School Board directs the Superintendent, along with appropriate Central Office staff and each school principal, to identify the Capital priorities at every school in the Washington Parish School System.  The Superintendent shall report such priorities, by school, to the Washington Parish School Board.  Motion carried unanimously.

TRANSPORTATION ADJUSTMENTS

 

Varnado District:                        Extend the route of Michelle Knight 9.6 miles one way due to flood and culvert out as of May 19, 2016.  Culvert still out and road closed on 436 it has been closed since flood.  Effective date:  March 15, 2016.

Wesley Ray District:                  Extend the route of Margot Owens 7 miles one way due to detour on Pigott’s Crossing Road due to flood.  Effective date:  May 3, 2016.

Motion carried unanimously.

Agenda Item #15 - Superintendent’s Report

 

Richard Kennedy thanked the Board for 45 years of service with the school system. The Board congratulated Mr. Kennedy and wished him well on retirement.

 

 

Agenda Item #16 - Personal Privileges – School Board Members

 

The Board congratulated and welcomed Kenita Nicoulin, Assistant Principal and Carey Travis, Assistant Principal of Instruction, at Franklinton High School.  They both thanked the Board for the opportunity and their support.
