The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: None.

Agenda Item #5– Recognize FHS Honor Choir (Mary Jones).

 

            District 9 Honor choir consists of schools from Washington, St. Tammany, and Tangipahoa parishes.  Dozens of schools and hundreds of students auditioned.  Franklinton Jr. High and High School had more students selected than any other schools.  Franklinton High School and Franklinton Jr. High School accounted for more than one quarter of students chosen for District 9 Honor Choir.  Kyle Jones, Choir Director, recognized the students chosen as follows:



                       

 

 

            Agenda Item #6 – Recognize FHS Honor Band (Mary Jones).

            Agenda Item #7 – Superintendent’s Award Recognition (Sandy Morgan).

 

            The students receiving the Superintendent’s Award for Rigor committed to taking rigorous courses throughout their senior year.  They chose to take the courses that would best prepare them for all possible post-secondary endeavors, including dual enrollment college courses.   High school students have several choices along their graduation pathway, but these students consistently chose to take the most challenging courses available.  Mr. Fairburn recognized their efforts by personally presenting them with an award during the school board meeting.  The students were as follows:

Agenda Item #8 – Consider a motion to adopt the minutes of the April 7, 2016, regular board meeting (Matthew Tate).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board adopt the minutes of the April 7, 2016, regular board meeting as submitted to each member.

 

Agenda Item #9 – Consider a motion to authorize withdrawal privileges for Cherie Fitzmorris on all Mt. Hermon School bank accounts and terminate withdrawal privileges for Jeremy Gueldner on all Mt. Hermon School bank accounts effective June 1, 2016 (Darrell Fairburn).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board authorize withdrawal privileges for Cherie Fitzmorris on all Mt. Hermon School bank accounts and terminate withdrawal privileges for Jeremy Gueldner on all Mt. Hermon School bank accounts effective June 1, 2016.  Motion carried unanimously.

 

Agenda Item #10 – Consider a motion to adopt the Opportunity Grant Budget (Tricia Smith).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the Opportunity Grant Budget as presented.  Motion carried unanimously.

 

Agenda Item #11 – Consider a motion to approve revisions to the Student Code of Conduct for the 2016/2017 school year (Frances  Varnado).

 

It was moved by John Breland, seconded by John Wyble, that the Board reject the revisions to the Student Code of Conduct for the 2016/2017 school year as presented.  Motion carried unanimously.

 

Agenda Item #12 – Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2016/2017 school year (Marsha Newman).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve the bids for the purchase of Bakery Products for the School Lunch Program for the 2016/2017 school year as follows:

It was moved by John Wyble, seconded by Alan McCain, that the Board adopt the transportation adjustments as follows: 

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                       Extend the route of Carolyn Fussell 3.2 miles one way to pick up students on Lee Road.  Effective date:  April 8, 2016.

Pine/Thomas District:                                                   Extend the route of Mecy Kelly 5 miles one way to pick up students on Marshall Warner Road.  Effective date:  April 20, 2016.

                                                                                    Extend the route of Mecy Kelly 10 miles one way to pick up students on Dogwood Vlley Road.  Effective date:  March 7, 2016.

                                                                                    Deduct 6 miles one way from the route of Mecy Kelly effective March 7, 2016.  Students no longer on route.

                                                                                    Extend the route of Janet Thomas 3 miles one way to pick up students on Nobles Cemetery Road.  Effective date:  February 1, 2016.

It was moved by Alan McCain, seconded by John Wyble, to add to the agenda to Consider a motion to adopt a resolution to hire a financial advisor.  Motion carried unanimously.

To hire a financial advisor, Raymond James & Associates, Inc., to assist the Washington Parish School Board with the development of an offering document and sale process for a proposed 2017 general obligation bond issue.

It was moved by Dewitt Perry, seconded by Robert Boone, that the Board adopt a resolution approving the Washington Parish School Board Asbestos Standard Operating Procedures as follows:

 

RESOLUTION APPROVING THE

WASHINGTON PARISH SCHOOL BOARD ASBESTOS STANDARD OPERATING PROCEDURES

 

WHEREAS, the Washington Parish School Board Asbestos Management Planner has approved the Washington Parish School Board Asbestos Standard Operating Procedures and recommends approval by the Washington Parish School Board.

 

BE IT RESOLVED, that the Washington Parish School Board herein adopts the Asbestos Standard Operating Procedures, as attached hereto and made a part hereof entitled, “Washington Parish School Board Asbestos Standard Operating Procedures”.

Dan Slocum stated that Gerald Bunch, junior at Mt. Hermon School won state champion in Long Jump and 200 meter dash.
