The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Recognize LSBA Art Winners (Mary Jones).

 

Ms. Mary Jones, Director of Curriculum and Instruction, recognized Sheryl Holliday from the Student Support Services Department.  Ms. Holliday recognized the following LSBA parish art winners:

 

Andrew Fitzmorris                     4th Grade                                  Mt. Hermon School

Destiny Watkins                       6th Grade                                  Varnado High School

Carson Thomas                        11th Grade                                Pine School

 

The students were given a certificate of appreciation in recognition of their work by their principal.  The Board congratulated the winners.

 

Agenda Item #5– Awards Presentation – Students of the Year (Mary Jones).

 

Supervisor Mary Jones briefly reviewed the Louisiana Students of the Year Awards Program. The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level. The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.

 

 Jackie Jenkins recognized each student with a slide show presentation and their respective school principal presented them plaques from the Washington Parish School System:

Superintendent Darrell Fairburn then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2015-2016, Connor Quin and the Washington Parish High School Student of the Year 2015-2016, Mack McElveen.

 

Agenda Item #6 – Recognition of School Board Members who met Training Requirements for 2015 (Darrell Fairburn).

 

All board members met the training requirements for 2015.

 

Agenda Item #7 - Consider a motion to adopt the minutes of the March 10, 2016, regular board meeting (Matthew Tate).

 

   It was moved by Dan Slocum, seconded by John Wyble, that the Board adopt the minutes of the March 10, 2016, regular board meeting as presented to each member.  Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk and Other Food and Non-Food Supplies for the School Lunch Program for the 2016/2017 school year (Marsha Newman).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk and Other Food and Non-Food Supplies for the School Lunch Program for the 2016/2017 school year.  Motion carried unanimously.

Agenda Item #10 - Discuss and take appropriate action regarding Transportation Adjustments (Richard Kennedy).

 

It was moved by Dan Slocum, seconded by Alan McCain, that the Board adopt the transportation adjustments as follows: 

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:                  Extend the route of Vivian Ard 1 mile one way to pick up students on Foil Road.  Effective date:  March 6, 2016.

                                              Extend the route of Carolyn Fussell 10.7 miles one way to pick up students on Happy Acres Road.  Effective date:  December 17, 2015 through March 9, 2016.

                                              Extend the route of Carolyn Fussell 6 miles one way to pick up students on Thigpen Road.  Effective date:  March 9, 2016.

                                              Deduct 9 miles one way from the route of Carolyn Fussell.  Effective date:  March 17, 2016.  Students no longer on route.

                                              Extend the route of Loretta Stafford 6.2 miles one way to pick up students on Happy Acres Road.  Effective date:  March 9, 2016.

                                              Extend the route of Loretta Stafford 2.4 miles one way to pick up students on Main Street.  Effective date:  February 29, 2016.

Mt. Hermon District:                 Extend the route of Larry Riley 7 miles one way to pick up students on River Road.  Effective date:  March 10, 2016 afternoon.

 

Motion carried unanimously.

 

Agenda Item #11 - Superintendent’s Report

 

It was moved by Alan McCain, seconded by Lesley McKinley, to add to the agenda to Consider a motion to adopt a resolution for the windows retrofit project.  Motion carried unanimously. 

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board adopt a resolution authorizing the solicitation of bids for wind retrofit installation hurricane barrier shutter systems as follows:

AUTHORIZING THE SOLICITATION OF BIDS FOR HMPG  –

WASHINGTON PARISH WIND RETROFIT INSTALLATION OF PERFORATED STAINLESS STEEL MESH

HURRICANE BARRIER SHUTTER SYSTEM FOR

FRANKLINTON PRIMARY, WESLEY RAY ELEMENTARY,

VARNADO HIGH, ENON ELEMENTARY

FEMA-1603-117-0019

 

WHEREAS, on June 18, 2015, the Washington Parish School Board adopted a resolution to enter into a cooperative endeavor agreement with the Washington Parish Government for hardening and retrofitting of designated buildings of the Washington Parish School Board with the use of the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) FEMA funds.

 

BE IT RESOLVED, that the Washington Parish School Board authorizes the advertisement for bids as proposed by Gasaway-Gasaway-Bankston, Architect, IAI Document A701-1997 for the installation of perforated stainless steel mesh hurricane barrier shutter system for Franklinton Primary, Wesley Ray Elementary, Varnado High and Enon Elementary schools.

Superintendent Fairburn reminded the Board about the May 16, 2016 deadline for the mandatory Annual Financial Disclosure Statements for calendar year 2016.

 

Parish testing dates are as follows:

April 26th – May 13th                     EOC

 

The Board recognized the following education students from Southeastern Louisiana University:

Agenda Item #12 - Personal Privileges – School Board Members

 

Dan Slocum stated that the recognition of students is the most inspirational meeting of the year.

 

The Board thanked Jeremy Gueldner for his year of service as principal of Mt. Hermon School and wished him well in his future endeavors.  They also congratulated Cherie Fitzmorris on her selection as the new Mt. Hermon School Principal. 

 

Lesley McKinley recognized Inez Peters, a Wesley Ray Elementary School grandparent that addressed the board concerning a problem.

 

The Board encouraged everyone to vote on Saturday.
