The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry and Lesley McKinley.  Absent:  John Breland.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

Agenda Item #4 – Presentation to Louisiana Special Olympics – Tricia Smith

 

 “The mission of Special Olympics is to provide year-round sports training and athletic competition in a variety of Olympic-type sports for children and adults with intellectual disabilities, giving them continuing opportunities to develop physical fitness, demonstrate courage, experience joy and participate in a sharing of gifts, skills and friendship with their families, other Special Olympics athletes and the community.”

 

This is the 2nd year that Washington Parish School System has been an official partner with Special Olympics and pledged to be a Unified District where general and special education students work together in curricular, co-curricular, and extra-curricular activities.

           

Washington Parish School System holds two Special Olympic events each year: one at Pine School for east side of district (WRES, VHS, TES, Pine) and one at Franklinton High School for west side of district (Enon, MHS, FPS, FES, FJHS, FHS).  The Beta clubs of Pine & Franklinton High School host and operate the events at each of their respective sites.  Students from the participating schools are invited to cheer the athletes on as “Fans in the Stands”.

 

The event at Pine was held on October 14th.  The Franklinton High School event will be held on November 13th.  In the early spring, we hope to have a unified event where general and special education students from each side of the parish compete against each other.  Watch the Washington Parish School System website for more information on the unified event.

 

Students of Washington Parish School System participated in a dress-out fundraiser to earn money for Special Olympics, Tonight, on behalf of the students of Washington Parish School System, we are proud to present a check to Charlie Courville, LA Special Olympics Director of Outreach & Area Management in the amount of $2,832.40.

 

Also in attendance at tonight’s meeting is Olga Jackson, Washington Parish School System Special Olympics Coordinator.

 

Agenda Item #5 – Consider a motion to adopt the minutes of the October 8, 2015, regular board meeting (Matthew Tate).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board adopt the minutes of the October 8, 2015, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Consider a motion to adopt the minutes of the October 15, 2015, special board meeting (Matthew Tate).

 

It was moved by John Wyble, seconded by Lesley McKinley, that the Board adopt the minutes of the October 15, 2015, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adopt a resolution ordering and calling a special election to be held in School District No. 2 of the Parish of Washington, State of Louisiana, to authorize the levy of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith (Darrell Fairburn).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt a resolution ordering and calling a special election to be held in School District No. 2 of the Parish of Washington, State of Louisiana, to authorize the levy of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.  Roll call vote: 

For:  Dan Slocum, John Wyble, Bruce Brown, Dewitt Perry, Alan McCain, Matthew Tate, and Lesley McKinley.  Against:  Robert Boone.  Absent:  John Breland.  Motion carried. 

 

Robert Boone stated that he is not against the supplements for employees he was just against the way we are going about funding with property taxes.

 

Several were in attendance at tonight’s meeting and voiced their concerns about the proposed tax.

  

Agenda Item #8 - Consider a motion for a Resolution for Nomination of School Board Acreage for Oil, Gas and Mineral Lease (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve a resolution for Nomination of School Board Acreage for Oil, Gas and Mineral Lease as follows:

 

RESOLUTION OF THE WASHINGTON PARISH SCHOOL BOARD

TO AUTHORIZE THE LOUISIANA STATE MINERAL

AND ENERGY BOARD AND THE OFFICE OF MINERAL RESOURCES TO ACCEPT NOMINATIONS, ADVERTISE FOR,

ACCEPT AND AWARD BIDS,

AND EXECUTE ALL OIL, GAS AND MINERAL LEASES

UNDER LA R.S. 30:153(A)

 

WHEREAS, LA. R.S. 30:153(A) authorizes the Louisiana State Mineral and Energy Board to nominate the property described herein below for state agency mineral lease.

 

BE IT RESOLVED that pursuant to a public notice, a regularly scheduled meeting of the Washington Parish School Board was held on the 12th day of November, 2015, at 6:30 p.m. at 800 Main Street, Franklinton, Louisiana 70438, where the following resolution, upon motion duly seconded and passed, was adopted, to-wit:

 

BE IT RESOLVED that the Washington Parish School Board has determined that it is the owner of mineral interests in and under immovable property described as follows:

 

SECTION 52, TOWNSHIP 1 SOUTH, RANGE 14 EAST,

Washington Parish, Louisiana

 

A)     The following lots, each lot containing 0.2 acres, more or less:  Lots 101, 102, 149, 150, 175, 176, 177, 178, 219, 220, 221 and 222 of the Village of Angie, as per official map of the Village of Angie dated October 28, 1958 on file in the official records of Washington Parish, Louisiana, and containing in the aggregate approximately 2.4 acres, more or less.

 

B)     Four (4) acres of land described as follows, to-wit: Starting at the Northeast corner of Section 52, Township 1 South, Range 14 East, Washington Parish, Louisiana; thence South 89¼ degrees West, 356.4 feet to H.A. McMillan’s Northeast corner; thence South 8½ degrees West, 1579.96 feet to the intersection of the North line of Dixon Street in the Town of Angie, Louisiana; thence North 75¾ degrees West, 417.4 feet to stob; thence South 14¼ degrees West, 417.4 feet to stob on North line of said street; thence South 75¾ degrees, 417.4 feet along street to POINT OF BEGINNING. Variation of needle 5½ degrees East, as per T.E. Pigott, Parish Surveyor, dated October 17, 1910, being otherwise described and including, but not limited to, Lots 151, 152, 153, 154, 171, 173, 173, 174, 223, 224, 223 and 226 of the Village of Angie, as per official map of the Village of Angie dated October 28, 1958 on file in the official records of Washington Parish, Louisiana.

 

 

BE IT FURTHER RESOLVEDthat the Washington Parish School Board has determined that it desires to take advantage of LA R.S.30:153(A), to authorize the Louisiana State Mineral and Energy Board to nominate the property described above for state agency mineral lease;

 

BE IT FURTHER RESOLVEDby the Washington Parish School Board, in legal session convened, that it does hereby direct and authorize the Louisiana State Mineral and Energy Board and the Office of Mineral Resources to accept nominations, advertise for, accept and award bids, and execute all oil, gas and mineral leases pertaining to the immovable property described above;

 

BE IT FURTHER RESOLVED that any mineral lease granted will be for a minimum royalty payment of one-fifth (1/5th) with the amount of the bonus to be determined by the Louisiana State Mineral and Energy Board and the Office of Mineral Resources;

 

BE IT FURTHER RESOLVED that any mineral lease granted will contain the following provisions or language similar thereto:  a) the lessor does not warrant, nor agree to defend the title to the subject property; b) there shall be no surface activity by the lessee, its successors or assigns, without the express written consent of the lessor which consent will not be unreasonably withheld; c) the term of the lease shall not exceed five (5) years from the date of execution.

 

                        The above and foregoing having been submitted to a vote, the vote thereupon resulted as follows:

It was moved by Dan Slocum, seconded by Lesley McKinley, that the Board approve the second allocation to schools for the 2015/2016 operations budget as follows:

Agenda Item #11 – Consider a motion to adopt new Washington Parish School Board Policy File: GAMFA – Employee Communicable Diseases; File: GAMFB – Guidelines for Handling Body Fluids in School and File: JGFH – Student Identification (Richard Kennedy).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt new Washington Parish School Board Policy File: GAMFA – Employee Communicable Diseases; File: GAMFB – Guidelines for Handling Body Fluids in School and File: JGFH – Student Identification.  Motion carried unanimously.

 

Agenda Item #12 - Consider a motion to adopt revised Washington Parish School Board Policy File: GAK – Personnel Records; File: IDCJ – Supplemental Educational Services; File: II - Testing Program; File: JBD – Student Absences and Excuses; File: JDD – Suspension and File: JGCC – Student Communicable Diseases (Richard Kennedy).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, that the Board adopt revised Washington Parish School Board Policy File: GAK – Personnel Records; File: IDCJ – Supplemental Educational Services; File: II - Testing Program; File: JBD – Student Absences and Excuses; File: JDD – Suspension and File: JGCC – Student Communicable Diseases.  Motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding a new job description for a Secondary Coach (Tricia Smith).

 

It was moved by John Wyble, seconded by Robert Boone, that the Board approve a new job description for a Secondary Coach as presented.  Motion carried unanimously.

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton Schools:                                                                 Extend the route of Vivian Ard 1 mile one way to pick up students on Beau Drive.  Effective date:  November 3, 2015.

                                                                                                Extend the route of Carolyn Fussell 2.4 miles one way to pick up students on McCauley Sheridan Road.  Effective date:  October 9, 2015.

                                                                                                Extend the route of Rex McCain 1.8 miles one way in the AM only to pick up students on Webb Street.  Effective date:  October 13, 2015.

                                                                                                Extend the route of Rex McCain 1.1 miles one way in the PM only to pick up students on Webb Street.  Effective date:  October 13, 2015.

                                                                                                Extend the route of Melaney Rauch 1.1 miles one way to pick up students on Lenora Street.  Effective date:  October 6, 2015.

                                                                                                Extend the route of Randy Welch 3.6 miles one way to pick up students on Vernon School Road.  Effective date:  October 12, 2015.

Agenda Item #16 - Superintendent’s Report

 

Report on test results and School Performance scores will be presented at the December board meeting.

 

Varnado High School Nursery/Landscape team placed 11th in the nation.

 

Special Olympics scheduled for November 6th is postponed until November 13th at Franklinton High School football stadium.

 

Football playoffs begin November 13th.  Franklinton High School, Pine School and Varnado High School all made the playoffs.  Bogalusa High School also is in playoffs.

 

Agenda Item #17 - Personal Privileges – School Board Members

 

Ashley Foret, Student Body President at Bowling Green School spoke with the board concerning participation in Special Olympics.

 

John Seal, Riverside Medical Center, thanked the Franklinton High School JROTC for participating in the Veterans Day Program at the hospital.

 

Kathy Edmonston a candidate for BESE District #6 was introduced and spoke briefly to the Board.

 

There were 2 Southeastern Louisiana University students recognized at tonight’s meeting as follows:

 

Destini Hano, Junior in Pre-K – 3rd

Alyssa Penton, Sophomore in Pre-K-3rd

 

The Board congratulated Mr. Darrell Fairburn on being named 2016 Louisiana State Superintendent of the Year.
