The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent: John Wyble.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 - Flag Presentation to Franklinton High School (Tricia Smith).

 

Tricia Smith, Director, introduced Ms. Ivy Fauntleroy-Fairburn, a Franklinton Jr. High School Special Education Teacher.  Ms. Fauntleroy-Fairburn introduced her son, Petty Officer Jacob Fauntleroy, who presented an American Flag to Franklinton High School JROTC Gunny Jeffery Brown and Principal Lisa Tanner.  This American Flag was flown over the skies of Iraq during a combat mission in support of Operation Inherent Resolve.  It was flown in an F/A-18C, Side Number 405, on a mission lasting 6.2 hours in support of Coalition Forces on the ground in Fallujah and Ramadi, Iraq on April 7, 2015.

 

The Board thanked Mr. Fauntleroy for his service to our country and for the flag given to FHS.

 

Agenda Item #5 – Consider a motion to adopt the minutes of the June 18, 2015, regular board meeting (Matthew Tate).

 

  It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the minutes of the June 18, 2015, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2015/2016 school year (Beth Keaton).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve Security Life with an annual premium of $49,500.00 for student accident blanket insurance for the 2015/2016 school year.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to authorize withdrawal privileges for the superintendent on all Washington Parish School System bank accounts effective August 1, 2015 (Beth Keaton).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board authorize withdrawal privileges for the superintendent on all Washington Parish School System bank accounts effective August 1, 2015.  Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to authorize withdrawal privileges for Denise Gilmore on all Franklinton Elementary School bank accounts effective July 1, 2015 through May 31, 2016 (Beth Keaton).

 

It was moved by John Breland, seconded by Alan McCain, that the Board authorize withdrawal privileges for Denise Gilmore on all Franklinton Elementary School bank accounts effective July 1, 2015 through May 31, 2016.  Motion carried unanimously.

 

Agenda Item #9 – Discuss and take appropriate action regarding student transfers for the 2015/2016 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dewitt Perry, seconded by Robert Boone, that the Board approve the transfers for the 2015/2016 school year as presented.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2015/2016 school year (Jackie Jenkins).

 

Upon the recommendation of Jackie Jenkins, Curriculum Coordinator Testing and Accountability, it was moved by Alan McCain, seconded by John Breland, that the Board approve the Pupil Progression Plan revisions for the 2015/2016 school year as presented.  Motion carried unanimously.

 

Agenda Item #11 – Discuss and take appropriate action regarding “Choosing the Best” supplemental curriculum (Mary Jones).

 

It was moved by Robert Boone, seconded by Lesley McKinley, that the Board approve the Choosing the Best supplemental curriculum.   Motion carried unanimously.

 

Agenda Item #12 – Discuss and take appropriate action regarding Washington Parish School Board Policy File: JR – Student Records (Richard Kennedy). 

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt revised Washington Parish School Board Policy File: JR – Student Records. Motion carried unanimously.

 

Agenda Item #13 – Discuss and take appropriate action regarding bids received on a modular building for Pine School (Richard Kennedy).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board approve the low bid of $62,956.00 from Satellite Shelters, Inc. for the Pine School modular building.  Motion carried unanimously.  Other bids submitted: 

 

Agenda Item #14 – Discuss and take appropriate action regarding quotes received on a driveway at Enon Elementary School (Richard Kennedy).

 

It was moved by Alan McCain, seconded by Robert Boone, that the Board approve Micon Services, Inc. in the amount of $42,500.00 for a driveway at Enon Elementary School.  For:  Dan Slocum, Bruce Brown, John Breland, Robert Boone, Alan McCain, Matthew Tate and Lesley McKinley.   Abstained: Dewitt Perry.  Absent: John Wyble.  Motion carried. 

 

Other quotes submitted:  Bass concrete - $54,681.00; Bounds Construction, LLC - $43,980.00; Jimmy Warren’s Concrete & Finishing - $37,842.00 & Keith Voth Dozer and Excavation Services - $5,000.00 for a total of $42,842.00.

Enon Elementary School:  Barbara Hall, Part-Time School Food Service Worker, Effective July 9, 2015.
