The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Robert Boone, Dewitt Perry, and Lesley McKinley.  Absent: None

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

Agenda Item #4 – Recognize Washington Parish Young Author winners (Darrell Fairburn).

 

Superintendent Fairburn announced the Young Author winners for the parish as follows:

 

 

 

  Agenda Item #5 – Recognize Pauline Bankston (Darrell Fairburn).

 

Mr. Dan Slocum recognized and presented Ms. Pauline Bankston with a plaque of appreciation for her dedication and service to Mt. Hermon School as interim Principal during the 2014/2015 school year.

 

Agenda Item #6 – Recognition of School Board Members who met Training Requirements for 2013 (Darrell Fairburn).

Agenda Item #7 - Consider a motion to adopt the minutes of the April 16, 2015, regular board meeting (Matthew Tate).

 

  It was moved by John Breland, seconded by John Wyble, that the Board adopt the minutes of the April 16, 2015, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to authorize withdrawal privileges for Jeremy Gueldner on all Mt. Hermon School bank accounts and terminate withdrawal privileges for Pauline Bankston on all Mt. Hermon School bank accounts effective June 1, 2015 (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Alan McCain, that the Board authorize withdrawal privileges for Jeremy Gueldner on all Mt. Hermon School bank accounts and terminate withdrawal privileges for Pauline Bankston on all Mt. Hermon School bank accounts effective June 1, 2015.  Motion carried unanimously.

 

Agenda Item #9 – Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2015/2016 school year (Marsha Newman).

 

Upon the recommendation of Marsha Newman, School Lunch Supervisor, it was moved by John Wyble, seconded by Bruce Brown, that the Board approve the bids for the purchase of Bakery Products for the School Lunch Program for the 2015/2016 school year as follows:

Agenda Item #10 - Discuss and take appropriate action regarding bids received for the purchase of Milk Products for the School Lunch Program for the 2015/2016 school year (Marsha Newman).

 

Upon the recommendation of Marsha Newman, School Lunch Supervisor, it was moved by John Wyble, seconded by Lesley McKinley, that the Board approve the bids for the purchase of Milk Products for the School Lunch Program for the 2015/2016 school year as follows:

Agenda Item #11 - Consider a motion to appoint the Era Leader as Official Journal for period beginning July 1, 2015 and ending June 30, 2016 (Beth Keaton).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board appoint the Era Leader as the Official Journal for period beginning July 1, 2015 and ending June 30, 2016.  Motion carried unanimously.

 

Agenda Item #12 – Consider a motion to approve an allocation to schools for the 2015/2016 school year (Beth Keaton).

Agenda Item #13 – Consider a motion to authorize advertisement on August 19, 2015, that a Public Hearing on the Washington Parish School Board Budgets will be held September 10, 2015 at 6:00 p.m. (Beth Keaton).

 

It was moved by John Wbyle, seconded by Alan McCain, that the Board authorize advertisement on August 19, 2015 that a Public Hearing on the Washington Parish School Board budgets will be held September 10, 2015 at 6:00 p.m.  Motion carried unanimously.

RESOLUTION

 

BE IT RESOLVED, that the following millages are hereby levied on the 2015 tax roll on all property subject to taxation by Washington Parish School Board:

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Washington, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2015, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

                 Agenda Item #16 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton).

                

                 Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by Joh Wyble, seconded by Alan McCain, that the Board approve Risk Services of Louisiana for a one year contract at a cost of $52,237.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #17 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2015/2016 school year (Beth Keaton).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board authorize advertisement for bids for the purchase of School Supplies for the 2015/2016 school year.as follows:

Sealed bids will be received by the Washington Parish School Board at the School Board Office, located at 800 Main Street, Franklinton, Louisiana. Bid related information is also available on line and electronic bids may be submitted on line at https://www.centralauctionhouse.com/rfp.php?cid=10074.  Submit bids to the attention of Beth Keaton, Director of Finance or Melisa Bateman by 2:00 PM, Wednesday, June 3, 2015, the time for bid opening, for purchase of the following:

Agenda Item #18 - Consider a motion to authorize advertisement for the purchase of a modular building for Franklinton High School JROTC (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board authorize advertisement for the purchase of a modular building for Franklinton High School JROTC.  Motion carried unanimously.

 

Agenda Item #19 - Discuss and take appropriate action regarding quotes received on restroom renovations at Varnado High School (Darrell Fairburn).

 

Upon the recommendation of Billy Brignac, Supervisor, it was moved by Lesley McKinley, seconded by Robert Boone, that the Board approve a quote from Jones Plumbing in the amount of $46,000.00 for restroom renovations at Varnado High School.  Other quote submitted from Graves Plumbing in the amount of $49,500.00.  Motion carried unanimously.

 

Agenda Item #20 - Consider a motion to approve a list of disciplinary hearing officers for the Washington Parish School Board in accordance with LA R.S. 17:443 (Darrell Fairburn).

 

Upon the recommendation Wayne Kuhn, Attorney, it was moved by Dewitt Perry, seconded by Alan MCCain, that the Board adopt a resolution as follows:

 

RESOLUTION OF THE WASHINGTON PARISH SCHOOL BOARD

APPROVING DISCIPLINARY HEARING OFFICERS UNDER LA R.S. 17:443

                       

            WHEREAS, LA. R.S. 17:443 requires a school board to approve a list of persons to serve as disciplinary officers for the school board.

BE IT RESOLVED, that David A. Cheatham, Margaret M. Landry, Christopher M. Moody, David S. Pittman and Richard W. Watts are approved as disciplinary hearing officers for the Washington Parish School Board.

 

BE IT FURTHER RESOLVED, that the list of persons approved as disciplinary hearing officers may be amended by subsequent resolutions.

Agenda Item #21 - Consider a motion to adopt procedures to govern the conduct of disciplinary hearings under LA R.S. 17:443 (Darrell Fairburn).

 

Upon the recommendation Wayne Kuhn, Attorney, it was moved by Dan Slocum, seconded by Alan MCCain, that the Board adopt a resolution as follows:

 

RESOLUTION OF THE WASHINGTON PARISH SCHOOL BOARD

ADOPTING AND MAINTAINING PROCEDURES TO GOVERN THE CONDUCT OF DISCIPLINARY HEARINGS FOR TEACHERS WITH TENURE AND ADMINISTRATORS

WHEREAS, LA. R.S. 17:443 and LA R.S. 17:444 requires a school board to adopt and maintain procedures to govern the conduct of disciplinary hearings for teachers with tenure and administrators.

 

BE IT RESOLVED, that the attached HEARING PROCEDURES FOR EMPLOYEE DISCIPLINE is adopted as the policy of the Washington Parish School Board in the conduct of disciplinary hearings under LA R.S. 17:443 and  LA R.S. 17:444.

TRANSPORTATION ADJUSTMENTS

Franklinton District:                                                        Extend the route of Carolyn Fussell 6.5 miles in the am and 6.8 miles in the pm to pick up students on Fisher Road.  Effective date:  April 20, 2015.
