The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Dewitt Perry and Mary Adams.  Absent: Lesley McKinley.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

The Board recognized the following Southeastern students in attendance at tonight’s meeting:

The Board wished each student continued success and encouraged them to return to Washington Parish to teach after graduation.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Presentation on District & School Accountability (Jackie Jenkins).

 

Jackie Jenkins gave a presentation on Monday night of the District and School Accountability.

 

Some of the report was as follows:

 

Washington Parish’s district performance score: B

 

WPSS DPS is the highest score among high poverty districts (80% or higher free/reduced lunch) and the only B.

 

WPSS is ranked 9th out of 70 districts in the state for academic growth of students scoring Mastery and Above.

 

WPSS is ranked 13th out of 70 districts in the state for academic growth of students scoring Basic and Above.

 

WPSS is ranked 36th out of 74 in DPS formula.

 

The Board thanked Mr. Fairburn for his leadership and congratulated the parish on a job well done.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the October 9, 2014, regular board meeting (Matthew Tate).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt the minutes of the October 9, 2014, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Consider a motion to authorize advertisement for telecommunication services and equipment for e-rate (Jimmy Thigpen).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board authorize advertisement for telecommunication services and equipment for e-rate.  Motion carried unanimously.

 

Agenda Item #7 – Consider a motion to approve the second allocations to schools for the 2014/2015 operations budget (Beth Keaton).

 

It was moved by John Wyble, seconded by Alan McCain, that the Board approve the second allocations to schools for the 2014/2015 operations budget as follows:

 

 

Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to approve restricted allocations for some schools in lieu of paying for water/sewage (Beth Keaton).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board approve restricted allocations for some schools in lieu of paying for water/sewage as follows:

RETIREMENT RESIGNATION

            Mt. Hermon District:  Hattie Brumfield, Bus Operator, Retirement Resignation effective December 19, 2014.

SICK LEAVE/RETIREMENT RESIGNATION

            Wesley Ray Elementary School:  Terrell Polk, Adapted P.E. Itinerant, Sick Leave effective January 15, 2015 through May 22, 2015 and Retirement Resignation effective May 22, 2015.

RESIGNATION

            Varnado High School:  Michael Loper, Regular Teacher, Resignation effective November 7, 2014.

            Varnado High School:  Charlotte Ratcliff, Regular Teacher, Resignation effective October 31, 2014.

TRANSFER

            Dorey Ball, Special Education Teacher, Mt. Hermon School TO Regular Teacher, Varnado High School effective November 10, 2014 (Replacing Charlotte Ratcliff).

            Junie Goings, Bus Operator, Franklinton District TO Bus Operator, Mt. Hermon District effective January 9, 2015 (Replacing Hattie Brumfield).

CHANGE OF EMPLOYMENT STATUS

            Franklinton District:  Linda Darlene Garcia, Bus Operator TO Bus Operator (Replacing Junie Goings) effective January 9, 2015.

EMPLOY

            Franklinton Elementary School:  Patricia Lott, Literacy Paraprofessional, Employ effective November 3, 2014 (Paid out of Title I) (Replacing Pamela Benison).

            Mt. Hermon School:  Lynn Kelly, Regular Teacher, Employ effective October 20, 2014 and the remainder of the 2014/2015 school year (Replacing Kim Crowe).

            Varnado High School:  Susan Thomas, Part-Time Critical Shortage Regular Teacher, Employ effective November 10, 2014 through November 30, 2014.

CONTRACT RENEWAL

            William Brignac, Supervisor of Maintenance/Career Technical Education/Transportation, Contract Renewal November 11, 2014 through November 10, 2016.

Agenda Item #10 – Consider a motion to adopt Transportation Adjustments (Richard Kennedy).

It was moved by Alan McCain, seconded by Mary Adams, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

 

Enon District:

Extend the route of Michael Sharp 2.0 miles one way to pick up a student on True Light Church road.  Effective date:  October 29, 2014.
 

Franklinton District:

Extend the route of Vivian Ard 2 miles one way to pick up a student on 13th Avenue.  Effective date:  October 10, 2014.
 
Deduct 2 miles from the route of Vivian Ard.  Student no longer on route.  Effective date: October 28, 2014.
 
Extend the route of Regina Bailio 2.3 miles one way to pick up a student on Hwy. 437.  Effective  date:  October 23, 2014.
 

 

Motion carried unanimously.

 

Agenda Item #11 - Superintendent’s Report

 

ADD TO THE AGENDA:It was moved by John Wyble, seconded by Bruce Brown, that the Board consider a motion to approve a supplement for employees.  Motion carried unanimously.

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board approve a supplement for employees to be paid on December 5, 2014. Motion carried unanimously.

 

Superintendent Fairburn discussed the following items:

 

•           Made a maintenance needs assessment

 

•           Elevator installed at FJHS

 

•           Fence at Enon

 

•           VHS Softball field at Angie

 

•           Special Olympics at Pine Football Stadium Friday, November 21st at 11:15 a.m. (Could change due to football playoffs).

 

•           Teacher of the Year banquet at Bo’s Steakhouse on November 18th at 6:30 p.m.

 

•           Superintendent’s meeting, Sunday and Monday, November 16th & 17th in Baton Rouge

 

Agenda Item #12 - Personal Privileges – School Board Members

 

Dan Slocum thanked everyone for their support during the election.

 

The Board congratulated all of the high school football teams for making it into the playoffs and wished them all good luck.  Pine School is hosting its first home playoff game in the history of the school.

 

Mary Adams thanked everyone and expressed how much she enjoyed serving on the board.  She stated that this would be her last meeting due to another obligation on December 11th.  The Board thanked Mary for her service and wished her well.

 

Agenda Item #13 - Consider a motion to enter into Executive Session under LA R.S. 42:17A (2) concerning prospective litigation.

 

It was moved by Alan McCain, seconded by Bruce Brown, that the Board enter into Executive Session under LA R.S. 42:17A (2) concerning prospective litigation.  Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to return to regular session.

 

It was moved by Alan McCain, seconded by John Wyble, that the Board return to regular session.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to adjourn.

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adjourn.  Motion carried unanimously.
