The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Dewitt Perry, and Mary Adams.  Absent: Matthew Tate and Lesley McKinley.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by Vice-President Alan McCain.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Recognize Washington Parish Young Author winners (Darrell Fairburn).

 

Superintendent Fairburn announced the Young Author winners for the parish as follows:

 

 

 

 

 

  Agenda Item #5 – Recognize Kiwanis Club (Darrell Fairburn).

 

Mr. Fairburn recognized the Kiwanis Club for the donation of AED defibulators at Franklinton Jr. High School and Pine School.  The cost of each defibulator is approximately $1500 to $1600.

 

Superintendent Fairburn also recognized Dr. Kyle Magee and the Riverside staff who provided echo screenings for athletes.  Dr. Magee gave the background and importance of echo screenings.

 

Superintendent Fairburn then recognized Robin Cooke Perez, Franklinton Primary School teacher, who received a Lowe’s Toolbox for Education grant.  The Lowe’s Charitable and Educational Foundation has awarded a $4,975.00 Lowe’s Toolbox for Education® grant to Franklinton Primary School in Franklinton to place linking mats on the gym floor where the students have physical education and also recess during inclement weather.

 

Agenda Item #6 – Recognition of School Board Members who met Training Requirements for 2013 (Darrell Fairburn).

Agenda Item #7 - Consider a motion to adopt the minutes of the April 10, 2014, regular board meeting (Matthew Tate).

 

  It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board adopt the minutes of the April 10, 2014, regular board meeting as submitted to each member.  Motion carried unanimously.

 

  Agenda Item #8 – Consider a motion to terminate withdrawal privileges for Joan Kennedy on all Enon School bank accounts effective May 27, 2014.

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board terminate withdrawal privileges for Joan Kennedy on all Enon School bank accounts effective May 27, 2014.  Motion carried unanimously.

 

Agenda Item #9 – Consider a motion to authorize withdrawal privileges for Tiffany Smith on all Franklinton Jr. High School bank accounts and terminate withdrawal privileges for Pauline Bankston on all Franklinton Jr. High School bank accounts effective June 1, 2014 (Darrell Fairburn).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board authorize withdrawal privileges for Tiffany Smith on all Franklinton Jr. High School bank accounts and terminate withdrawal privileges for Pauline Bankston on all Franklinton Jr. High School bank accounts effective June 1, 2014.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2014/2015 school year (Marsha Newman).

 

Upon the recommendation of Marsha Newman, School Lunch Supervisor, it was moved by Dewitt Perry, seconded by Mary Adams, that the Board approve the bids for the purchase of Bakery Products for the School Lunch Program for the 2014/2015 school year as follows:

Agenda Item #12 - Consider a motion to appoint the Era Leader as Official Journal for period beginning July 1, 2014 and ending June 30, 2015 (Beth Keaton).

 

It was moved by John Wyble, seconded by Mary Adams, that the Board appoint the Era Leader as the Official Journal for period beginning July 1, 2014 and ending June 30, 2015.  Motion carried unanimously.

 

Agenda Item #13 – Consider a motion to approve an allocation to schools for the 2014/2015 school year (Beth Keaton).

Agenda Item #14 - Announce that a public meeting will be held on July 17, 2014 at 6:30 p.m. in the Board Room of the Washington Parish School System at 800 Main Street, Franklinton, LA  70438, to adopt the millage rates for 2014 (Beth Keaton).

Agenda Item #17 – Consider a motion to adopt Transportation Adjustments (Richard Kennedy).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the transportation adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Enon District:             Extend the route of Robert Mizell .8 miles one way to pick up a student on E. Robins Lane.  Effective date:  April 8, 2014.  

 

Franklinton District:     Extend the route of Vivian Ard 2 miles one way to pick up a student. Effective date:  April 14, 2014.

 

Extend the route of Junie Goings 1.8 miles one way for making a 2nd run on Bene Street due to overcrowding in the mornings only.  Effective date:  March 31, 2014.

 

Extend the route of Melaney Rauch 11.2 miles one way to pick up students on Elmer Magee Road.  Effective date:  March 13, 2014.

 

Motion carried unanimously.

 

Agenda Item #18 - Superintendent’s Report

 

Recognized and congratulated Mike Ingram, new Assistant Principal at Pine School.

 

Total test results are embargoed by state but individual scores have been released.

 

Ms. Varnado will have a Code of Conduct meeting on May 30th from 8 a.m. till 12 noon in the Media Center.

 

We will be advertising for the Principal at Wesley Ray Elementary School, a Maintenance/Electrician at Central Office and a Custodian at Pine.

 

Agenda Item #19 - Personal Privileges – School Board Members

 

Attorney Wayne Kuhn discussed that the agreement with the Pine Basketball Association to use the old Pine gym will be a Cooperative Endeavor Agreement and not a lease.  The association raised money to install a new gym floor which is a win/win for both organizations.  The agreement will be presented at the June board meeting.

 

Agenda Item #20 - Consider a motion to enter into Executive Session under LA R.S. 42:17A (2) concerning prospective litigation.
