The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, Alan McCain, Matthew Tate, Dewitt Perry, Mary Adams and Lesley McKinley.  Absent:  John Breland.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Awards Presentation – Students of the Year (Mary Jones).

 

Supervisor Mary Jones briefly reviewed the Louisiana Students of the Year Awards Program. The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level. The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges. The following school level winners were introduced by their respective school principals, or designees, and presented plaques from the Washington Parish School Board:

Superintendent Darrell Fairburn then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2013-2014, Katherine Haik and the Washington Parish High School Student of the Year 2013-2014, Cody Cooper (Absent).

 

All high school winners were absent from tonight’s meeting due to college orientation and senior trip.

 

The Board congratulated the students of the year.

 

Agenda Item #5 – Consider a motion to adopt the minutes of the March 13, 2014, regular board meeting (Matthew Tate).

 

It was moved by Bruce Brown, seconded by Dewitt Perry, that the Board adopt the minutes of the March 13, 2014, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 – Consider a motion to authorize advertisement for bids for the purchase of school supplies for the 2014/2015 school year (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by Mary Adams to authorize advertisement for bids for the purchase of school supplies for the 2014/2015 school year as follows:

 

Advertise       -           April 16th and April 23rd

 

Open Bids     -           Wednesday, May 14th

 

Award Bids    -           June 12, 2014

 

Motion carried unanimously.

 

Agenda Item #7 – Consider a motion to adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement (Beth Keaton).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement as follows:

 

RESOLUTION

 

To authorize the superintendent to sign the Amendment to Investment Agreement, FY 2013-2014,  pursuant to the provisions of Act No. 161 of the 2002 First Extraordinary Session of the Legislature of Louisiana, LA. R.S. 39:99, said Act providing for the investment of Tobacco Money of the School Board in the State Treasury in accordance with the provisions thereof. 

 

Motion carried unanimously.

 

Agenda Item #8 – Consider a motion to authorize advertisement for surplus equipment (Beth Keaton).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board authorize advertisement for surplus equipment for Franklinton High School band equipment and Franklinton Primary School playground equipment.  Motion carried unanimously.

 

Agenda Item #9 – Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk and Other Food and Non-Food Supplies for the School Lunch Program for the 2014/2015 school year (Marsha Newman).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk and Other Food and Non-Food Supplies for the School Lunch Program for the 2014/2015 school year.  Motion carried unanimously.

 

Agenda Item #10 – Discuss and take appropriate action regarding bids received on the purchase of a modular building to house the Alternative School (Darrell Fairburn).

 

 It was moved by Dan Slocum, seconded by Bruce Brown, that the Board approve the low bid of $64,965.00 from Satellite.  Motion carried unanimously.  Other bids submitted:  Palomar - $80,777.00 and Aries Building Systems - $72,788.51.

 

Motion carried unanimously.

 

Agenda Item #11 – Discuss and take appropriate action regarding bids received on property located at the corner of Pine and Dixon Streets, Angie, LA (Angie House) (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Mary Adams, that the Board approve the bid of $13,513.00 from Johnny Crain, Jr. for the purchase of the property located at the corner of Pine and Dixon Streets, Angie, LA (Angie House).  Motion carried unanimously.  No other bids received.

It was moved by Alan McCain, seconded by John Wyble, that the Board adopt the transportation adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton District:   Extend the route of Loretta Stafford 11.2 miles one way to pick up a student on Archie Wallace Road.  Effective date:  March 17, 2014.

Deduct 2.4 miles one way from the route of Loretta Stafford.  Student no longer on route.  Effective date:  March 17, 2014.

Deduct 1 mile one way from the route of Janet Thomas.  Student no longer on route.  Effective date:  March 1, 2014.

                                                Extend the route of Lester Thomas 2 miles to pick up a student on Smith Road.  Effective date:  February 24, 2014.

Motion carried unanimously.
