The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Dewitt Perry, Mary Adams and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the June 6, 2013, regular board meeting (Matthew Tate).

 

            It was moved by Dan Slocum, seconded by Lesley McKinley, that the Board adopt the minutes of the June 6, 2013, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Adopt the adjusted millage rates (Beth Keaton).

 

            It was moved by John Wyble, seconded by Dewitt Perry, that the Board adopt the adjusted millage rates as follows:

 

RESOLUTION

 

BE IT RESOLVED,that the following millages are hereby levied on the 2013 tax roll on all property subject to taxation by Washington Parish School Board:

 

            District Wide Tax for General Fund:

 

            Constitutional Tax                                              3.91 Mills

            General Operational Tax                                    5.12 Mills

            General M & O Tax                                                5.12 Mills

            General M & O Tax                                                4.83 Mills

 

            School District Taxes:

 

            Special Taxes

Angie District Maintenance Tax                           5.19

 

Bond and Interest Taxes

Mt. Hermon District                                           16.0 Mills

Varnado District                                                13.5 Mills

Tax District #4                                                   23.0 Mills

 

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Washington, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2013, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

            The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Motion carried unanimously.

 

Agenda Item # 6 - Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2013/2014 school year (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by John Breland, that the Board approve Security Life Comprehensive and Catastrophic Coverage with an annual premium of $33,336.00 for student accident blanket insurance for the 2013/2014 school year.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adopt a resolution creating the Worker’s Compensation Funding Account and requiring only a facsimile signature of the treasurer on all checks drawn on this account (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt a resolution as follows: 

 

RESOLUTION

 

To create a Worker’s Compensation Funding Account and require only a facsimile signature of the treasurer on all checks drawn on this account.  This account will maintain a zero balance and will be funded on an as needed basis by the Internal Service Fund.   Disbursements from the Internal Service Fund that are used to fund this account will follow the existing School Board policies regarding disbursements and authorized signatures.

 

            Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2013/2014 school year (Richard Kennedy).

 

It was moved by Dewitt Perry, seconded by Mary Adams, that the Board adopt the Pupil Progression Plan revisions for the 2013/2014 school year.  Motion carried unanimously.

 

Agenda Item #9 - Discuss and take appropriate action regarding student transfer requests for the 2013/2014 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor, it was moved by Dewitt Perry, seconded by Mary Adams, that the Board approve the student transfer requests for the 2013/2014 school year as submitted.  Motion carried unanimously.

It was moved by Dewitt Perry, seconded by Dan Slocum, that the Board open the agenda.  Motion carried unanimously.

 

It was moved by Lesley McKinley, seconded by Dewitt Perry, that the Board consider a motion to adopt the two new teacher salary schedules. Motion carried unanimously.

 

It was moved by Alan McCain, seconded by John Wyble, that the Board adopt the two new salary schedules as follows:

 

 

 

There will be a Capital Improvement Committee Meeting on Monday, August 26, 2013 at 6:00 p.m. in the Media Center.
