The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Dewitt Perry and Lesley McKinley.  Absent: Alan McCain and Mary Adams.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate.

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 - Recognize Tara Guy, Louisiana Environmental Awareness Contest Winner (Renee Burris).

 

Tara Guy, 8th grader at Mt. Hermon School won 1st place in the 11th annual Louisiana Environmental Awareness Contest, sponsored by the LA Department of Wildlife and Fisheries and the ALCOA Foundation, for her work entered.  Tara’s entry about the Louisiana Wetlands and our state’s Natural Resources was entered by science teacher Ms. Lee Bond and was selected from over 1000 entries from across the state of Louisiana.  She will be honored in June at a reception at the Governor’s Mansion in Baton Rouge, where she will receive a cash award and other prizes.

 

     The Board congratulated Tara on a job well done.

 

Agenda Item #5 - Recognition of Retirees (Darrell Fairburn).

 

A reception was held on Monday night for the retirees for the 2012/2013 school year as follows:

Agenda Item #6 - Recognize National School Nurse Week (Charlotte Fasola).

            National Nurses Week begins each year on May 6th and ends on May 12th, Florence Nightingale's birthday. These permanent dates enhance planning and position National Nurses Week as an established recognition event. As of 1998, May 8 was designated as National Student Nurses Day, to be celebrated annually. As of 2003, National School Nurse Day is celebrated on the Wednesday within National Nurses Week (May 6-12) each year. International Nurses Day is celebrated around the world on May 12th of each year. The theme for National Nurses Week in 2013 is "Delivering Quality and Innovation in Patient Care."

Agenda Item #7 - Consider a motion to adopt the minutes of the May 16, 2013, regular board meeting (Matthew Tate).

 

It was moved by Dan Slocum, seconded by Bruce Brown, that the Board adopt the minutes of the May 16, 2013, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to authorize withdrawal privileges for Debra Byrd on all Mt. Hermon School bank accounts effective July 1, 2013 and terminate withdrawal privileges for Renee Burris on all Mt. Hermon School bank accounts effective July 1, 2013 (Darrell Fairburn).

 

It was moved by John Wyble, seconded by Dan Slocum, that the Board authorize withdrawal privileges for Debra Byrd on all Mt. Hermon School bank accounts effective July 1, 2013 and terminate withdrawal privileges for Renee Burris on all Mt. Hermon School bank accounts effective July 1, 2013.  Motion carried unanimously.

 

Agenda Item #9 - Discuss and take appropriate action regarding Student Accident Insurance coverage for the 2013/2014 school year (Beth Keaton).

 

This item was postponed.

 

Agenda Item #10 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton).

 

Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by John Wyble, seconded by Dan Slocum, that the Board approve Risk Services of LA, Safety National Casualty for a one year contract at a cost of $40,000 for excess workers’ compensation.   Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding bids received for Third Party Administrator for Workers Compensation (Beth Keaton).

 

It was moved by John Wyble, seconded by John Breland, that the Board approve a one year contract with CAS, Inc., for our Third Party Administration for Workers Compensation from July 1, 2013 through June 30, 2014.  Roll call vote as follows:  Dan Slocum – abstained; John Wyble – yes; Bruce Brown – no; John Breland – yes; Dewitt Perry – yes; Matthew Tate – yes and Lesley McKinley – no.  Motion carried.

 

Agenda Item #12 - Discuss and take appropriate action regarding bids received on school supplies for the 2013/2014 school year (Beth Keaton).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board approve the bids received for the purchase of School Supplies for the 2013/2014 school year as follows:

Agenda Item #13 - Consider a motion to authorize advertisement on August 21, 2013 that a Public Hearing on the Washington Parish School Board Budgets will be held September 12, 2013 at 6:00 p.m. (Beth Keaton).

Agenda Item #14 - Discuss and take appropriate action regarding student transfers for the 2013/2014 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor, it was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the student transfers for the 2013/2014 school year as submitted.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to approve revisions to the Student Code of Conduct for the 2013/2014 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor, it was moved by John Breland, seconded by Dewitt Perry, that the Board approve the revisions to the Student Code of Conduct for the 2013/2014 school year with changes as follows:

It was moved by Dan Slocum, seconded by John Wyble, that the Board approve a quote of $14,089.00 from M.H. Williams for refurbishing the dining room cafeteria at Franklinton Jr. High School.  Motion carried unanimously.  Other quote submitted:  CP Enterprises - $22,460.00.

 

Agenda Item #20 - Discuss and take appropriate action regarding quotes received on remodeling upstairs restrooms at Franklinton Jr. High School (Billy Brignac).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, that the Board approve a quote of $53,900.00 from Marvin Jones for remodeling upstairs restrooms at Franklinton Jr. High School.  Motion carried unanimously.  Other quote submitted:  CP Enterprises - $55,950.00

 

Agenda Item #21 - Discuss and take appropriate action regarding quotes received on replacing windows at Franklinton Primary School (Billy Brignac).

 

It was moved by Dewitt Perry, seconded by John Wyble, that the Board approve a quote of $44,450.00 from MH Williams for replacing windows at Franklinton Primary School.  Motion carried unanimously.  Other quote submitted:  CP Enterprises - $62,530.00

 

Agenda Item #22 - Discuss and take appropriate action regarding quotes received on remodeling at Enon Elementary School (Billy Brignac).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board approve a quote of $36,800.00 from Eric Newman for remodeling at Enon Elementary School.  Motion carried unanimously.  Other quotes submitted:  MH Williams - $42,540.00 and CP Enterprises - $55,770.00.

 

Agenda Item #23 - Discuss and take appropriate action regarding quotes received on replacing windows at Wesley Ray Elementary School (Billy Brignac).

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board approve a quote of $21,000.00 from MH Williams for replacing windows at Wesley Ray Elementary School.  Motion carried unanimously.  Other quote submitted:  CP Enterprises - $28,500.00.

 

Agenda Item #24 - Discuss and take appropriate action regarding quotes received on installing new suspended ceilings and lights at Wesley Ray Elementary School (Billy Brignac).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, tha the Board approve a quote of $22,999.00 from MH Williams for installing new suspended ceilings and lights at Wesley Ray Elementary School.  Motion carried unanimously.  Other quotes submitted:  CP Enterprises - $30,830.00.
