The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Alan McCain, Matthew Tate, Mary Adams, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Matthew Tate. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Lesley McKinley.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Recognize LSBA Art Winners (Mary Jones).

 

Ms. Mary Jones, Director of Instruction, recognized the LSBA parish art winners as follows:

 

                        Destyne Menard      4th  Grade                   Mt. Hermon School

                        Sawyer Sandifer      5th Grade                    Franklinton Elementary School

                        Allison Strahan        11th Grade                 Franklinton High School

 

                        Allison Strahan won 3rd place at the state level for 9th – 12th.

 

            The students were given a certificate of appreciation in recognition of their work.

 

            The Board congratulated each of the winners.

 

Agenda Item #5 – Awards Presentation – Students of the Year (Mary Jones).

 

Supervisor Mary Jones briefly reviewed the Louisiana Students of the Year Awards Program.  The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level.  The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.  The following school level winners were introduced by their respective school principals, or designees, and presented plaques from the Washington Parish School Board:

Superintendent Darrell Fairburn then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2012-2013, Tyrin Truong and the Washington Parish High School Student of the Year 2012-2013, Terrance Harvey. 

 

Board members congratulated the Students of the Year.

 

Agenda Item #6 – Art Presentation – Jaslyn Tate (Mary Jones).

 

Each spring the U.S. House of Representatives sponsor a nationwide high school visual arts competition.  The Artistic Discovery Contest is an opportunity for students across the country to exhibit their artwork and receive national recognition.  The overall winner of LA01 district’s competition is displayed in the corridor tunnel leading to the U.S. Capitol Building for one year where it is seen by thousands of people.  Winners are honored both in the district and at an annual Awards Ceremony in June in Washington, D.C.  Since it began in 1982, more than 650,000 high school students have participated.  Each year Southwest Airlines Partners with all Congressional offices to provide two roundtrip airline tickets to the winner so they may travel to D.C. for this special event.  In the past, winners have also received a scholarship from the Savannah College of Art & Design.

 

For the 2012 LA01 Congressional Art Competition, the theme selected was “Louisiana Bicentennial”.  The winner of the 2012 competition was Ms. Jaslyn Tate, a senior at Franklinton High School.  Her piece is titled “You Are My Sunshine”, which is an original acrylic piece with amazing detail and great focus on the designated Louisiana Bicentennial theme.  The artistry in this piece made it a favorite among all the judges, as well as a great representation of our State’s culture and history.

 

Ms. Tate was presented a framed picture of her art for her to proudly display.  A framed one will also be displayed in the School Board Office for all to see.  The Board congratulated Ms. Tate on an outstanding piece of artwork.

 

Agenda Item #7 – Consider a motion to adopt the minutes of the March 14, 2013 regular board meeting (Matthew Tate).

 

It was moved by Lesley McKinley, seconded by John Breland, that the Board adopt the minutes of the March 14, 2013, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 – Discuss and take appropriate action regarding LA4 TANF budget revisions for the 2012/2013 school year (Lacy Burris).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board approve the budget revisions for the 2012/2013 school year.  Motion carried unanimously.

 

Agenda Item #9 – Consider a motion to authorize advertisement for bids for the purchase of school supplies for the 2013/2014 school year (Lacy Burris).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board authorize advertisement for bids for the purchase of school supplies for the 2013/2014 school year as follows:

 

Advertise       -           April 17th and April 24th

 

Open Bids     -           Wednesday, May 15th – 2:00 p.m.

 

Award Bids    -           June 6, 2013

 

            Motion carried unanimously.

               

            Agenda Item #10 – Consider a motion to adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement (Lacy Burris).

 

            It was moved by John Breland, seconded by Mary Adams, that the Board adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement as follows:

 

 

RESOLUTION

 

To authorize the superintendent to sign the Amendment to Investment Agreement, FY 2012-2013,  pursuant to the provisions of Act No. 161 of the 2002 first Extraordinary Session of the Legislature of Louisiana, LA. R.S. 39.99, said Act providing for the investment of Tobacco Money of the School Board in the State Treasury in accordance with the provisions thereof. 

 

            Motion carried unanimously.

 

            Agenda Item #11 – Consider a motion to adopt new Washington Parish School Board Policy File: GAE-E – Employee Grievance Form and JCE-E – Student/Parent Grievance Form (Richard Kennedy).

 

            It was moved by Dan Slocum, seconded by Bruce Brown, that the Board adopt new Washington Parish School Board Policy File: GAE-E – Employee Grievance Form and JCE-E – Student/Parent Grievance Form.  Motion carried unanimously.

 

            Agenda Item #12 – Personnel Report (Richard Kennedy).

            Central Office:  Rita Magee, Census Clerk, Retirement Resignation effective June 28, 2013.

            Franklinton High School:  Lester Anthony, Custodian, Retirement Resignation effective June 30, 2013.

            Mt. Hermon School:  Lynn Kelly, Regular Teacher, Retirement resignation effective March 26, 2013.

            Varnado High School:  Rosetta Burrell, School Food Service Worker, Retirement Resignation effective April 12, 2013.

            Wesley Ray Elementary School:  Sharon Price, Regular Teacher, Retirement Resignation effective May 28, 2013.

TERMINATION

            Franklinton Jr. High School:  Earl Reeves, Jr., Regular Teacher, Termination effective March 27, 2013.

TRANSFER

            Renee Burris, Principal, Mt. Hermon School TO Middle/High School Math Coach, Central Office effective July 1, 2013.

CONTRACT RENEWAL

            Wesley Ray Elementary School:  Ginger Champagne, Principal, Contract renewal April 27, 2013 – April 26, 2015.

            Agenda Item #13 – Consider a motion to adopt Transportation Adjustments (Richard Kennedy).

            Agenda Item #14 – Superintendent’s Report

 

            Results of election will be canvassed at the May 16, 2013 meeting.

 

            Graduation rate results were 81.6% and the goal was 80%.  Washington Parish Placed 12th in the state out of 70 districts.

 

            Rotary Fest is May 5, 2013.

 

            Dual Enrollment – Students who take dual enrollment English 1 do better in English 2 at Southeastern than other students.

 

            Agenda Item #15 – Personal Privileges – School Board Members

 

            The Board congratulated all students of the year, LSBA Art winners and Jaslyn Tate on their accomplishments.

 

            Agenda Item #16 – Consider a motion to adjourn.

 

            It was moved by Dewitt Perry, seconded by Mary Adams, that the Board adjourns.  Motion carried unanimously.
