The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Mary Adams, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Alan McCain. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 - Election of Officers of the Board.

 

President Alan McCain opened the floor for nominations for President of the Board to serve for the next two (2) years.  Bruce Brown nominated Matthew Tate and Dewitt Perry seconded the nomination.  It was moved by Dewitt Perry, seconded by Bruce Brown, that nominations be closed.  FOR: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Mary Adams, Dewitt Perry, and Lesley McKinley.  Motion carried unanimously and Matthew Tate was declared President of the Board.

 

President McCain then opened the floor for nominations for Vice-President of the Board for the next two (2) years.  John Breland nominated Alan McCain; Bruce Brown seconded the nomination.  It was moved by Dewitt Perry, seconded by Mary Adams, that nominations be closed.  FOR: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Mary Adams, Dewitt Perry, Alan McCain, and Lesley McKinley.   Motion carried and Alan McCain was declared Vice-President of the Board.

 

  Agenda Item #5 - Consider a motion to adopt the minutes of the December 6, 2012, regular board meeting (Alan McCain).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt the minutes of the December 6, 2012, regular board meeting as submitted to each member.  Motion carried unanimously.

 

  Agenda Item #6 - Consider a motion to adopt revised Washington Parish School Board Policy File: FDC – Naming of Facilities; File: JBCBB – Homeless Children and Youth; and File: JGCD – Administration of Medication (Richard Kennedy).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board adopt revised Washington Parish School Board Policy File: FDC – Naming of Facilities; File: JBCBB – Homeless Children and Youth; and File: JGCD – Administration of Medication.  Motion carried unanimously.

 

  Agenda Item #7 - Consider a motion to adopt new Washington Parish School Board Policy File: DFM – Sale of Surplus Equipment and Supplies and File: IEC – Class Size (Richard Kennedy).

 

It was moved by John Wyble, seconded by Lesley McKinley, that the Board adopt new Washington Parish School Board Policy File: DFM – Sale of Surplus Equipment and Supplies and File: IEC – Class Size.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to delete Washington Parish School Board Policy File: DO – School Properties Disposal Procedure (Richard Kennedy).

 

It was moved by John Wyble, seconded by John Breland, that the Board delete Washington Parish School Board Policy File: DO – School Properties Disposal Procedure.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to authorize withdrawal privileges for Richard Kennedy, Assistant Superintendent, on all Washington Parish School Board bank accounts effective January 18, 2013 (Beth Keaton).

 

It was moved by John Wyble, seconded by John Breland, that the Board authorize withdrawal privileges for Richard Kennedy, Assistant Superintendent, on all Washington Parish School Board bank accounts effective January 18, 2013.  Motion carried unanimously.

            Wesley Ray School District:  Marie Robinson, Bus Operator, Leave without pay effective January 22, 2013 through April 1, 2013.

            Enon Elementary School:  Hollie Graham, Regular Teacher, Employ effective January 8, 2013 and the remainder of the 2012/2013 school year only (Replacing Cindy Pace).

            Franklinton Jr. High School:  Blaine Basse, Regular Teacher, Employ effective the Spring Semester of the 2012/2013 school year only (Replacing Stacy Bond).

            Franklinton Jr. High School:  Michael Dean Loupe, Regular Teacher, Employ effective the Spring Semester of the 2012/2013 school year only (Replacing Courtney Crowe).

Agenda Item #11 - Consider a motion to adopt Transportation Adjustments (Richard Kennedy).

 

It was moved by Dan Slocum, seconded by John Breland, that the Board adopt the Transportation Adjustments as follows:

 

TRANSPORTATION ADJUSTMENTS

Franklinton Schools:   

Extend the route of Sherrie Minor 2 miles one way to pick up Kalby Kitzler.  Effective date:  January 9, 2013.

Varnado/Wesley Ray Schools:

Extend the route of Rena Knight 1 miles one way to pick up Cardareus and Cartez Carter.  Effective date:  November 13, 2012.  

Extend the route of Rena Knight 5.5 miles one way to pick up Steven Price.  Effective date:  December 10, 2012.

Extend the route of Patsy Owens 3.1 miles one way to pick up Kari & Shanna Sandifer.  Effective date:  December 3, 2012.

Extend the route of Patsy Owens 1.2 miles one way to pick up Arcadia Lassiter.  Effective date December 3, 2012.

Motion carried unanimously.

 

Agenda Item #12 - Superintendent’s Report

 

Curriculum committee meeting will be Friday, February 4 at 5:00 p.m.

 

Superintendent Fairburn will be setting up meetings regarding tax renewal election in April.

 

Redistricting plan has been approved by the Justice Department.

 

Sales taxes are up a little from last November to this November.

 

Agenda Item #13 - Personal Privilege – School Board Members

 

School Safety meeting today with law enforcement agencies to setup a crisis plan.

 

John Wyble thanked Alan McCain for his leadership on the board.  He also thanked Jackie Jenkins for her presentation of technology used in our system.

 

Matthew Tate suggested the use of the website to promote the tax renewal.

 

Alan McCain reminded the Board that the Teacher of the Year banquet is Tuesday, January 22, 2013.

 

Agenda Item #14 - Consider a motion to enter into Executive Session under LA R.S. 42:6.1A (1) for the evaluation of the Superintendent.

 

It was moved by Dewitt Perry, seconded by Mary Adams, that the Board enter into Executive Session under LA R.S. 42:6.1A (1) for the evaluation of the Superintendent.  Motion carried unanimously.

 

It was moved by Dewitt Perry, seconded by Mary Adams that the Board returns to regular session.  Motion carried unanimously.

 

ADD TO THE AGENDA:  It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board consider withdrawal privileges for the new board president.  Motion carried unanimously.

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board consider a motion to authorize withdrawal privileges for Matthew Tate, Board President, on all Washington Parish School Board bank accounts and terminate withdrawal privileges for Alan McCain on all Washington Parish School Board bank accounts effective January 18, 2013.  Motion carried unanimously.

 

It was moved by Dewitt Perry, seconded by Mary Adams, that the Board enter into Executive Session under LA R.S. 42:6.1A (1) for the evaluation of the Superintendent.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to return to regular session.

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board return to regular session.  Motion carried unanimously.

 

Superintendent’s contract states that upon a satisfactory evaluation for the year 2012 his contract would be extended for a one year period ending December 31, 2015.

 

Agenda Item #16 - Consider a motion to adjourn.

 

It was moved by Mary Adams, seconded by Dewitt Perry, that the Board adjourns.  Motion carried unanimously.
