The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Mary Adams, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Alan McCain. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Consider a motion to adopt the minutes of the November 8, 2012, regular board meeting (Alan McCain).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the minutes of the November 8, 2012, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Report from the firm of Postlethwaite and Netterville regarding the 2011/2012 audit of general purpose financial statements (Beth Keaton).

 

Joey Richard, Postlethwaite and Netterville, gave a brief overview of the 2011/2012 audit.  He stated that the report showed a clean opinion.

It was moved by Dan Slocum, seconded by Mary Adams, that the Board adopt the 2011/2012 audit of general purpose financial statement as presented.  Motion carried unanimously.

 

Agenda Item #6 - Discuss and take appropriate action regarding bids received on surplus playground equipment (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by John Breland, that the Board approve the bids received on surplus playground equipment as follows:

Agenda Item #7 - Consider a motion to adopt a resolution ordering and calling a special election to be held in School District No. 2 of the Parish of Washington, State of Louisiana, to authorize the levy of a special tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith (Beth Keaton).

It was moved by Matthew Tate, seconded by Mary Adams, that the Board approve revisions to the Code of Conduct – Bullying as presented.  Motion carried unanimously.

It was moved by Matthew Tate, seconded Bruce Brown, that the Board adopt new Washington Parish Policy File: EBBH – Use of Automated External Defibrillator (AED).  Motion carried unanimously.

            Varnado High School:  Ester Matthews, Bus Operator, Retirement Resignation effective December 21, 2012.

RESIGNATION

            Franklinton Primary School:  Allyson Creel, Regular Teacher, Resignation effective November 23, 2012.

            Franklinton Jr. High School:  Jennifer Patterson, Regular Teacher, Resignation effective November 9, 2012.

            Varnado High School:  Rickey Graves, Regular Teacher, Resignation effective November 15, 2012.

SICK LEAVE

            Central Office:  Rita Hawthorne, Census Clerk/Secretary to Assistant Superintendent, Sick Leave effective January 7, 2013 through June 30, 2013.

EXTENDED SICK LEAVE

            Franklinton High School:  Freida Matschnig, Special Education Teacher, Extended Sick Leave effective the Spring Semester of the 2012/2013 school year only.

CONTRACT RENEWAL

            Pine School:  Jennifer Thomas, Principal, Contract Renewal December 17, 2012 through December 16, 2014.

            Pine School:  Ramona Thomas, Assistant Principal of Instruction, Contract Renewal January 14, 2013 through January 13, 2015.

TRANSPORTATION ADJUSTMENTS

Franklinton Schools: Deduct 1 mile one way from the route of Vivian Ard.  Student no longer on route.  Effective date:  October 23, 2012.

Extend the route of Regina Baillio .7 miles one way to pick up Chelsey Turnage. Effective date:  December 3, 2012.

Agenda Item #12 - Superintendent’s Report

 

         Pine School received a good report from Advanced Ed review.  All schools are Advanced Ed accredited.

 

         Franklinton Jr. High Band and Chorus performance on December 11, 2012 at 6:00 p.m.

 

         School system is purchasing 3 buses from Kent-Mitchell for Pine, Mt. Hermon and Franklinton High Schools for $75,000.00.

 

Agenda Item #13 - Personal Privilege – School Board Members

 

The Board wished everyone Merry Christmas.

 

The Board congratulated Pine on their good report from Advanced ED.

 

The Board congratulated the Finance Department on the good audit report.

 

Agenda Item #14 - Consider a motion to enter into Executive Session under LA R.S. 42:17A (2) concerning prospective litigation.

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board enter into Executive Session under LA R.S. 42:17A (2) concerning prospective litigation.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to return to regular session.

 

         It was moved by Dan Slocum, seconded by John Wyble, that the Board return to regular session.  Motion carried unanimously.

 

Agenda Item #16 - Consider a motion to adjourn.

 

It was moved by Matthew Tate, seconded by John Breland, that the Board adjourn.  Motion carried unanimously.
