The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Mary Adams, and Dewitt Perry.  Absent:  Lesley McKinley.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Alan McCain. 

 

Agenda Item #2 – Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 – Pledge of Allegiance

 

Agenda Item #4 – Recognize FHS for College Readiness Award (Darrell Fairburn).

 

Franklinton High School received one of only twenty College Readiness Awards given in the State of Louisiana.  Mr. Fairburn presented Ms. Tanner with a plaque.

 

Agenda Item #5 – Presentation on District & School Accountability (Tricia Smith).

 

Tricia Smith gave an update on the district and school accountability.

 

Agenda Item #6 – Consider a motion to adopt the minutes of the October 11, 2012, regular board meeting (Alan McCain).

 

It was moved by Matthew Tate, seconded by John Breland, that the Board adopt the minutes of the October 11, 2012, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to authorize advertisement for bids for telecommunication services and equipment for erate for the 2013/2014 school year (Jimmy Thigpen).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board authorize advertisement for bids for telecommunication services and equipment for erate for the 2013/2014 school year.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt a resolution regarding the refunding of the Consolidated School District #4 Bonds (Beth Keaton).

 

            Upon the recommendation of Beth Keaton, Director of Finance, it was moved by Dewitt Perry, seconded by John Breland, that the Board adopt a resolution regarding the refunding of the Consolidated School District #4 Bonds.  Motion carried unanimously.  Resolution attached.

 

Agenda Item #9 - Consider a motion to approve the second allocations to schools for the 2012/2013 operations budget (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Director of Finance, it was moved by Dewitt Perry, seconded by Mary Adams, that the Board approve the second allocations to schools for the 2012/2013 operations budget as follows:

 

 

Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to approve restricted allocations for some schools in lieu of paying for water/sewage (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Director of Finance, it was moved by John Breland, seconded by Bruce Brown, that the Board approve restricted allocations for some schools in lieu of paying for water/sewage as follows:

 

 

Motion carried unanimously.

 

Agenda Item #11 - Consider a motion to authorize advertisement for surplus playground equipment (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by John Wyble, that the Board authorize advertisement for surplus playground equipment as follows:

 

SPECIFICATIONS FOR SALE OF SURPLUS EQUIPMENT

 

The Washington Parish School System will receive sealed bids until

10:00 A.M. December 3, 2012, at Washington Parish School Board, 800 Main Street, Franklinton, LA for the sale of Playground Equipment:

 

Bid forms may be picked up at the Washington Parish School Board office at the above address. All bids must be submitted on the bid forms provided by School System.  Please mark sealed envelope as containing “Bid on Surplus Playground Equipment”

 

All equipment is sold “AS IS.”  The Washington Parish School System is not responsible for any equipment that does not work properly or requires parts or service.  The Washington Parish School Board reserves the right to reject any and/or all bids and waive informalities. 

 

All equipment may be viewed Monday – Friday 1:00 P.M. - 2:00  P.M. by appointment only. Please call Melisa Bateman at 985-839-7782 to schedule an appointment. No one is allowed to drop in for an inspection.

 

Bid award subject to School Board approval at the regular School Board meeting, December 6, 2012.  Successful bidder will be required to remove equipment within five (5) working days from board approval.

 

Purchaser shall hold Washington Parish School System free and harmless from any injuries, accidents, or damages to any person or property caused in moving, removal of or use of any surplus equipment.

PERSONNEL ADJUSTMENTS

RETIREMENT RESIGNATION

            Mt. Hermon School:  Mildred Williams, Regular Teacher, Retirement Resignation effective December 21, 2012.

RESIGNATION

            Franklinton Jr. High School:  Paula Fortenberry, Regular Teacher, Resignation effective October 31, 2012.

            Franklinton School District:  Julie Singley, Bus Operator, Resignation effective December 20, 2012.

            Varnado High School:  Paula Thomas, Regular Teacher, Resignation effective October 25, 2012.

EMPLOY

            Franklinton Jr. High School:  Jennifer Patterson, Regular Teacher, Employ effective November 2, 2012 (Replacing Paula Fortenberry).

CONTRACT RENEWAL

            Central Office:  William Brignac, Jr., Supervisor of Maintenance/Vocational Education/Transportation, Contract renewal November 11, 2012 through November 10, 2014.

TRANSPORTATION ADJUSTMENTS

Franklinton School District:  Extend the route of Regina Baillio 1.5 miles one way to pick up Adam Hartzog, Brooke Hartzog, Dasean Harrison, Garrious Barker, and Gyna Hart.  Effective date:  October 3, 2012.

Extend the route of Todd McDonald .5 miles one way to pick up Josh Harrison.  Effective date: September 20, 2012.

Extend the route of Lenora McIntyre 2.4 miles one way to the morning route and 4.9 miles one way to the afternoon route. Moved several students to her bus.  Effective date:  October 1, 2012.

Extend the route of Lenora McIntyre .8 miles one way to pick up Lynn LeBourgeois.  Effective date:  September 21, 2012.

Extend the route of Melaney Rauch 4.1 miles one way to pick up Jay Lynn Ronquille.  Effective date:  October 11, 2012.

Deduct 4.3 miles one way from the route of Lisa Spears.  Students no longer on route.  Effective date:  October 3, 2012.

Agenda Item #13 - Superintendent’s Report

 

Superintendent Fairburn stated that there will be a District Parent Advisory Council Meeting on November 12, 2012.  Also a new Watch Dogs Program will hold a meeting at Wesley Ray School at 6:00 p.m on November 12, 2012.

 

No word on the Redistricting Plan as of yet.

 

Agenda Item #14 - Other business from board members.

 

The Board congratulated Ms. Tanner and staff on the College Readiness Award. 

 

The Board congratulated all principals regarding the district and school accountability report.

 

The Board congratulated the FHS football team in making it to the first round of playoffs.

 

John Breland invited all to the Veterans Program at Pine School on Monday, November 12, 2012 at 8:30 a.m.
