The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Dewitt Perry, and Lesley McKinley.  Absent: Mary Adams.

The meeting was called to order by President Alan McCain.

            Agenda Item #4 – Recognize Jordan Smith, Perfect School Attendance (Darrell Fairburn).

 

            Superintendent Fairburn presented Jordan Smith, FHS Student, with a certificate from the state department for perfect attendance during his entire school career.  The Board congratulated him on his 13 years of perfect attendance.  Jordan was one of 29 in the state to receive this honor.

            Agenda Item #6 – Consider a motion to adopt the minutes of the May 3, 2012, regular board meeting (Alan McCain).

 

            It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the minutes of the May 3, 2012, regular board meeting as submitted to each.  Motion carried unanimously.

 

            Agenda Item #7 – Presentation of Certificate of Excellence in Financial Reporting (Darrell Fairburn).

 

The following news release from the Government Finance Officers Association was read:

 

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to Washington Parish School Board by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

 

An Award of Financial Reporting Achievement has been awarded to the individual(s), department or agency designated by the government as primarily responsible for preparing the award-winning CAFR. This has been presented to:

 

Financial Department, Washington Parish School Board

 

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

 

The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals with offices in Chicago, IL, and Washington, D.C.

 

Superintendent Fairburn congratulated the Finance Department on a job well done. 

 

Board members congratulated the finance department and thanked them for doing a great job for the system.

 

            Agenda Item #8 – Consider a motion to adopt a resolution authorizing an Intergovernmental Agreement between the Washington Parish School Board and the Washington Parish Government (Darrell Fairburn).

 

            It was moved by Dewitt Perry, seconded by John Wyble, that the Board adopt a resolution authorizing an Intergovernmental Agreement between the Washington Parish School Board and the Washington Parish Government.  Motion carried unanimously.

 

            Agenda Item #9 – Consider a motion to appoint the Era Leader as Official Journal for period beginning July 1, 2012 and ending June 30, 2013 (Beth Keaton).

 

            It was moved by John Breland, seconded by Dewitt Perry, that the Board appoint the Era Leader as Official Journal for period beginning July 1, 2012 and ending June 30, 2013.  Motion carried unanimously.

 

            Agenda Item #10 – Discuss and take appropriate action regarding Student Accident Blanket Insurance coverage for the for the 2012/2013 school year (Beth Keaton).

 

            It was moved by Matthew Tate, seconded by John Wyble, that the Board approve Monumental Life with an annual premium of $30,250.00 for student accident blanket insurance for the 2012/2013 school year.  Motion carried unanimously.

 

            Agenda Item #11 – Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton ).

 

            Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by Dan Slocum, seconded by John Breland, that the Board approve Risk Services of LA, Safety National Casualty for a one year contract at a cost of $35,016.00 for excess workers’ compensation.  Motion carried unanimously.

 

            Agenda Item #12 – Discuss and take appropriate action regarding bids received on school supplies for the 2012/2013 school year (Beth Keaton).

 

            It was moved by John Wyble, seconded by John Breland, that the Board approve the bids received for the purchase of School Supplies for the 2012/2013 school year as follows:

            Agenda Item #13 – Discuss and take appropriate action regarding a LA4 Budget revision for the 2011/2012 school year (Lacy Burris).

 

            It was moved by Dewitt Perry, seconded by John Wyble, that the Board approve a LA4 Budget revision for the 2011/2012 school year in the amount of $112,830.95 as presented.  Motion carried unanimously.

 

            Agenda Item #14 – Discuss and take appropriate action regarding a High Risk Pool Grant for the 2011/2012 school year (Lacy Burris).

 

            It was moved by Matthew Tate, seconded by Dan Slocum, that the Board approve a High Risk Pool Grant in the amount of $35,054.00 for the 2011/2012 school year as presented.  Motion carried unanimously.

 

            Agenda Item #15 – Discuss and take appropriate action regarding an IDEA and IDEA Preschool Budget Revision for the 2011/2012 school year (Charlotte Fasola).

 

            It was moved by Dewitt Perry, seconded by John Breland, that the Board approve an IDEA and IDEA Preschool Budget Revision for the 2011/2012 school year as presented.  Motion carried unanimously.

 

            Agenda Item #16 – Discuss and take appropriate action regarding student transfers for the 2012/2013 school year (Frances Varnado).

 

            Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dewitt Perry, seconded by Dan Slocum, that the Board approve the student transfers for the 2012/2013 school year as submitted.  Motion carried unanimously.

 

            Agenda Item #17 – Consider a motion to approve revisions to the Student Code of Conduct for the 2012/2013 school year (Frances Varnado).

 

            Upon the recommendation of Frances Varnado, Supervisor, it was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the revisions to the Student Code of Conduct for the 2012/2013 school year with changes as follows:

            Agenda Item #21 – Superintendent’s Report

 

            ADD TO THE AGENDA:  It was moved by John Wyble, seconded by John Breland, to discuss and take appropriate action regarding bids received on the removal of debris at the old Pine School site.  Motion carried unanimously.

 

            It was moved by Dewitt Perry, seconded by John Breland, that the Board approve the bid from Unified, Franklinton, LA in the amount of $362,200.00 for the removal of debris at the old Pine School site.  Motion carried unanimously.  Other bids received:  Gill Industries, LTD, Bossier City, LA - $486,329.00; Insulations, Inc., Shreveport, LA - $502,350.00 and LVI Environmental, Orange, TX - $515,619.00.

 

            ADD TO THE AGENDA:  It was moved by Dan Slocum, seconded by Dewitt Perry, to consider a motion to adopt a resolution to participate in the filing of a law suit opposing Act 2 and SCR 99 of the 2012 Regular Session of the Louisiana Legislature.  Motion carried unanimously.
