The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Alan McCain, Mary Adams, Dewitt Perry and Lesley McKinley.  Absent: None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Alan McCain. 

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the February 9, 2012, regular board meeting (Alan McCain).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, that the Board adopt the minutes of the February 9, 2012, regular board meeting as submitted to each member.  Motion carried unanimously.

 

A presentation was given on the Autism Program by Sheryl Holliday, Rebekka Stafford and Laura Kuhn.

 

ADD TO THE AGENDA: It was moved by Dan Slocum, seconded by Dewitt Perry, to consider a motion to adopt a proclamation proclaiming April 2012 as Autism Awareness Month in Washington Parish Schools.  Motion carried unanimously.

Agenda Item #5 - Discuss and take appropriate action regarding renewals for the Board’s Property Insurance (Beth Keaton).

 

It was moved by John Wyble, seconded by Matthew Tate, that the Board renew the Board’s Property Insurance with an annual premium of $742,853.00 with McGehee Insurance as the agent.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement (Beth Keaton).

 

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt the following resolution:

 

RESOLUTION

 

To authorize the superintendent to sign the Amendment to Investment Agreement, FY 2011-2012, pursuant to the provisions of Act No. 161 of the 2002 first Extraordinary Session of the Legislature of Louisiana, LA. R.S. 39.99, said Act providing for the investment of Tobacco Money of the School Board in the State Treasury in accordance with the provisions thereof. 

 

Motion carried unanimously.

 

Agenda Item #7 - Discuss and take appropriate action regarding Edu Jobs Grant Award (Beth Keaton).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board approve an Edu Jobs Grant Award as presented.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to authorize advertisement for surplus equipment for the School Lunch Program (Marsha Newman).

 

It was moved by John Wyble, seconded by Lesley McKinley, that the Board authorize advertisement for surplus equipment for the school lunch program as follows:

 

SPECIFICATIONS FOR SALE OF SURPLUS EQUIPMENT

 

The Washington Parish School Lunch Program will receive sealed bids until

10:00 A.M. March 22, 2012, at the School Board Annex Building, 800 Main Street, Franklinton, LA for the sale of the following equipment:

         1                           One (1) Steam Jacketed Kettle

         2                           One (1) Steamer

 

 THOMAS JR. HIGH SCHOOL

   3                          One (1) Blakeslee 60 qt. Mixer

 

All equipment listed is sold “AS IS.”  The Washington Parish School Lunch Program is not responsible for any equipment that does not work properly or requires parts or service.  The Washington Parish School Board reserves the right to reject any and/or all bids and waive informalities.  All bids must be submitted on the bid forms provided by School Lunch.

Please mark envelope as containing “Bid on Surplus Equipment”.  To view any of the above equipment, bidder must call School Lunch Office at 985-839-7776 to schedule an appointment.  No one is allowed to drop in for an inspection.

Bid award subject to School Board approval at the regular School Board meeting, April 12, 2012.  Successful bidder will be required to remove equipment within five (5) working days from board approval.

Purchases shall hold Washington Parish School Lunch Program free and harmless from any injuries, accidents, or damages to any person or property caused in moving or the removal of any item above.

Agenda Item #9 - Consider a motion to adopt revised Washington Parish School Board Policy File: GBBA - Qualifications and Duties and Policy File: IDDF - Education of Students with Exceptionalities (Richard Kennedy).

 

It was moved by Dewitt Perry, seconded by Dan Slocum, that the Board adopt revised Washington Parish School Board Policy File:  GBBA - Qualifications and Duties and Policy File: IDDF - Education of Students with Exceptionalities.  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Dan Slocum, that the Board approve the Personnel and Transportation Adjustments as follows:

Franklinton Elementary School:  Cynthia Welch, Regular Teacher, Sabbatical Medical Leave effective the 2012/2013 school year only.

 

RETIREMENT RESIGNATION

 

Enon Elementary School:  Rebecca Mizell, LA4 Preschool Teacher, Retirement Resignation effective May 22, 2012.

 

Mt. Hermon School:  Sandra Toney, Regular Teacher, Retirement Resignation effective May 22, 2012.

Pine School:  Velma Crowe, Licensed Practical Nurse, Resignation effective February 28, 2012.

 

Wesley Ray Elementary School:  Karin Gremillion, Guidance Counselor, Resignation effective March 5, 2012.

Pine School:  Sheila Seals, Full Time School Food Service Worker, Employ effective March 9, 2012.

 

TRANSPORTATION ADJUSTMENTS

 

Franklinton District:       Extend the route of Carolyn Fussell 2.8 miles one way to pick up Damien Miller.  Effective date: February 8, 2012.

 

                       Extend the route of Loretta Stafford 13.2 miles one way to pick up Coby Holden.  Effective date:  February 17, 2012.

 

                       Extend the route of Loretta Stafford 3.8 miles one way to pick up Jacob Miller.  Effective date: March 1, 2012.

 

                       Extend the route of Randall Welch 1.2 miles one way to pick up Cyna Hart, Sarrios Barker, Lashon Harrison.  Effective date: February 1, 2012.

 

                       Deduct 1.5 miles one way from the route of Randall Welch. Student no longer on route. Effective date:  January 31, 2012.

 

Mt. Hermon District:     Extend the route of Flossy Miley 3.2 miles one way to pick up Shaleur Warren, Lakeith and Collis McElveen.  Effective date: January 4, 2012.

 

Pine/Thomas District:   Extend the route of Mecy Kelly 11miles one way to pick up Nicholas Booy.  Effective date: February 23, 2012.

 

Varnado District:          Extend the route of Patsy Owens 4 miles one way to pick up Brittany Blackwell. Effective date:  February 13, 2012 (1/2 day p.m.).

 

Motion carried unanimously.

 

Agenda Item #11 - Superintendent’s Report

 

The system is working with the Parish Government and the DEQ for the removal of debris at the old Pine School site.  The parish government has applied for a permit to be able to accept all items for disposal.  Bids will be taken for the removal process and brought to the Board.

 

Superintendent recognized Al Barron, Parish Library Director. 

 

Agenda Item #12 - Other business from board members.

 

The Board thanked Al Barron for his support of the Washington Parish School System.

 

John Wyble stated that March 10, 17, and 24th would be Super Saturday’s in our schools for the preparation for the LEAP test.

 

Lesley McKinley thanked the Board for the support of the new baseball and softball programs at Varnado High School.
