The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, Bruce Brown, John Breland, Dewitt Perry and Lesley McKinley.  Absent: Alan McCain, Matthew Tate, and Mary Adams.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by Superintendent Darrell Fairburn. 

 

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Consider a motion to adopt the minutes of the December 8, 2011, regular board meeting (Alan McCain).

 

It was moved by Lesley McKinley, seconded by Dewitt Perry, that the Board adopt the minutes of the December 8, 2011, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Consider a motion to authorize advertisement for surplus equipment for the School Lunch Program (Marsha Newman).

 

It was moved by John Wyble, seconded by Bruce Brown, that the Board authorize advertisement for surplus equipment for the school lunch program as follows:

 

SPECIFICATIONS FOR SALE OF SURPLUS EQUIPMENT

 

The Washington Parish School Lunch Program will receive sealed bids until

10:00 A.M. January 26, 2012, at the School Board Annex Building, 800 Main Street, Franklinton, LA for the sale of the following equipment:

 

ITEM #              MT. HERMON SCHOOL

          1              One (1) Vulcan Deep Fat Fryer

          2              One (1) Frymaster Deep Fat Fryer

          3              One (1) Southbend Double Convection Oven

(all items located at Central Office)

 

FRANKLINTON PRIMARY SCHOOL

          4                  One (1) 60 qt. Blakeslee Mixer

 

All equipment listed is sold “AS IS.”  The Washington Parish School Lunch Program is not responsible for any equipment that does not work properly or requires parts or service.  The Washington Parish School Board reserves the right to reject any and/or all bids and waive informalities.  All bids must be submitted on the bid forms provided by School Lunch.

Please mark envelope as containing “Bid on Surplus Equipment”.  To view any of the above equipment, bidder must call School Lunch Office at 985-839-7776 to schedule an appointment.  No one is allowed to drop in for an inspection.

Bid award subject to School Board approval at the regular School Board meeting, February 9, 2012.  Successful bidder will be required to remove equipment within five (5) working days from board approval.

Purchases shall hold Washington Parish School Lunch Program free and harmless from any injuries, accidents, or damages to any person or property caused in moving or the removal of any item above.

Agenda Item #6 - Consider a motion to adopt a resolution regarding retirees insurance (Darrell Fairburn).

 

It was moved by John Breland, seconded by Lesley McKinley, that the Board adopt a resolution regarding retirees insurance as follows:

 

Washington Parish School Board

Resolution

 

           

WHEREAS, many retired educators throughout the State of Louisiana have been elected to public school boards; and

           

WHEREAS, for retirees who are covered by Medicare Parts A and B and OGB, Medicare is the primary medical payer and OGB is secondary, which results in a reduced premium rate for such retirees; and

 

WHEREAS, for retirees who are eligible for coverage by virtue of being current employees of the school system, Medicare becomes secondary under the current “working agent” rule and OGB becomes primary, which results in a higher premium structure for such retirees; and

 

WHEREAS, officials responsible for implementation of Medicare Parts A and B have interpreted federal law and regulations to conclude that retired employees of school systems who are  subsequently elected to their school boards are “full-time employees” of the school systems falling within the “current employment status”; and

 

WHEREAS, this interpretation has been forwarded to OGB, which has established a higher premium structure for retired employees/school board members reflecting the primary payer status of OGB; and

 

WHEREAS, retired educators should be encouraged to seek election to their local school boards and such significant increases in premiums for group health insurance will discourage them from doing so;

 

NOW, THEREFORE, BE IT RESOLVED, that the Washington Parish School Board urges the Louisiana School Boards’ Association to pursue changes in federal and/or state laws and regulations so that retired employees who choose to seek election to their local school boards are not penalized through substantial increases in group health insurance premiums.

 

BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to the Louisiana School Boards Association, members of the Washington Parish Legislative Delegation, all local state senators and representatives, and to all Superintendents throughout the state.

Agenda Item #7 - Consider a motion to adopt revised Washington Parish School Board Policy File: DJE - Purchasing; File: DJED - Bids and Quotations; File: GBN - Dismissal of Employees; File: GBRA - Employee Conduct; File: IDDF - Education of Students with Exceptionalities; File: IHG - Academic Achievement Recognition Program and File: II - Testing Program (Richard Kennedy).

 

            It was moved by Dewitt Perry, seconded by John Wyble, that the Board adopt revised Washington Parish School Board Policy File: DJE - Purchasing; File: DJED - Bids and Quotations; File: GBN - Dismissal of Employees; File: GBRA - Employee Conduct; File: IDDF - Education of Students with Exceptionalities; File: IHG - Academic Achievement Recognition Program and File: II - Testing Program.  Motion carried unanimously.

 

            Agenda Item #8 - Consider a motion to adopt new Washington Parish School Board Policy File: EDBA - Responsibility for Vehicle Operation (Richard Kennedy).

 

            It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt new Washington Parish School Board Policy File: EDBA - Responsibility for Vehicle Operation.  Motion carried unanimously.

 

            Agenda Item #9 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Dan Slocum, seconded by Bruce Brown, that the Board approve the Personnel and Transportation Adjustments as follows:

Franklinton Elementary School:  Barbara Ingram, Literacy Paraprofessional, Resignation effective December 16, 2011.

Franklinton Elementary School:  Laurie Schexnider, Licensed Practical Nurse, Resignation effective January 2, 2012.

Franklinton Jr. High School:  Patricia Lott, Special Education Paraprofessional, Resignation effective January 24, 2012.

Pine School:  Kolbi Knight, Regular Teacher, Resignation effective December 15, 2011.

EMPLOY

Franklinton Jr. High School:  McKenzie Skluzacek, Special Education Teacher, Employ effective January 3, 2012 (Certified) (Replacing Agatha Fontenot).

Pine School:  Megan Dauzat, Regular Teacher, Employ effective the Spring Semester of the 2011/2012 school year only (Replacing Catherine Tall) (Certified).

Pine School:  Stephany Frosch, Regular Teacher, Employ effective January 10, 2012 and the remainder of the 2011/2012 school year only (Certified) (Replacing Kolbi Knight).

Pine School:  Samantha Hughes, Special Education Teacher, Employ effective the Spring Semester of the 2011/2012 school year only (Fill in for Emily Stuart) (Certified).

Pine School:  Bradley Seal, Regular Teacher, Employ effective the Spring Semester of the 2011/2012 school year only (Replacing Vol Holden) (Certified).

Wesley Ray Elementary School:  Sarah Kuhn, EIS Behavior Interventionist, Employ 51 days of the 2011/2012 Spring Semester only.

TRANSPORTATION ADJUSTMENTS

Franklinton District: Deduct 1 mile one way from the route of Melaney Rauch. Student no longer on route. Effective date:  December 6, 2011.
Mt. Hermon District: Extend the route of Louise Holmes 1.6 miles one way to pick up Jesse Williams, Jr.  Effective date:  January 4, 2012.
Wesley Ray District: Extend the route of Tammy Boone 7.5 miles one way to pick up Martin and Hanah Talley. Effective date:  December 12, 2011.

 

Motion carried unanimously.

Teacher of the year banquet - January 24, 2012 at 6:30 p.m. at Bo’s Steakhouse.
