The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, John Breland, Alan McCain, Dewitt Perry and Lesley McKinley.  Absent: Bruce Brown, Matthew Tate and Mary Adams.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Alan McCain. 

 

Agenda Item #2 - Invocation

 

The invocation was given by Lesley McKinley.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item#4 - Recognition of Jeremy Wolfe, VHS Student, Class A Long Jump State Champion (Darrell Fairburn).

 

Lesley McKinley, Board Member, presented Jeremy Wolfe, Varnado High School, Class A Long Jump State Champion with a plaque and a certificate.  Mr. Wolfe will be a senior at Varnado High School for the 2011/2012 school year.  The Board congratulated Mr. Wolfe and encouraged him to keep up the hard work.

 

Dan Slocum introduced Woodmen of the World, Lodge 254 as follows:

Jason Garner - Field Representative

 

Jason Garner presented 11 new American flags to Mr. Slocum and Superintendent Fairburn.  The flags are for the 10 schools and one for Central Office.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the June 16, 2011, regular board meeting (Alan McCain).

 

It was moved by John Breland, seconded by Lesley McKinley, that the Board adopt the minutes of the June 16, 2011, regular board meeting as submitted.  Motion carried unanimously.

 

Agenda Item #6 - Discuss and take appropriate action regarding bids received on surplus equipment for the school lunch program (Marsha Newman).

 

Upon the recommendation of Marsha Newman, School Lunch Supervisor, it was moved by Dewitt Perry, seconded by John Breland, that the Board approve the bids received on surplus equipment for the school lunch program as follows:

 

 

Motion carried unanimously.

 

Agenda Item#7 - Consider a motion to authorize advertisement on August 17, 2011 that a Public Hearing on the Washington Parish School Board Budgets will be held September 8, 2011 at 5:30 P.M. (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Finance Director, it was moved by Dan Slocum, seconded by John Breland, that the Board authorize advertisement on August 17, 2011 that a Public Hearing on the Washington Parish School Board Budgets be held on September 8, 2011 at 5:30 p.m.  Motion carried unanimously.  Budget schedule as follows:

It was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board adopt a resolution as follows:

BE IT RESOLVED that the Washington Parish School Board adopt the following millage rate(s) for the tax year 2011:

 

            District Wide Tax for General Fund:

 

            Constitutional Tax                                              3.91 Mills

            General Operational Tax                                     5.12 Mills

            General M & O Tax                                            5.12 Mills

            General M & O Tax                                            4.83 Mills

Agenda Item #9 - Discuss and take appropriate action regarding student transfer requests for the 2011/2012 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dan Slocum, seconded by John Wyble, that the Board approve the student transfer requests for the 2011/2012 school year as follows:

Agenda Item #10 - Consider a motion to renew the contract of Matthew Stogner, Assistant Principal, Mt. Hermon School (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board renew the contract of Matthew Stogner, Assistant Principal, Mt. Hermon School for a two year contract effective July 20, 2011 through July 19, 2013.  Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding bids received on the old Franklinton High School football and baseball stadium properties (Darrell Fairburn).

 

Upon the recommendation of Superintendent Fairburn, it was moved by John Wyble, seconded by Lesley McKinley, that the Board reject the bid from Outreach Full Gospel Church in the amount of $60,000.00 for the purchase of the old Franklinton High School football and baseball stadium properties.  Motion carried unanimously.

 

Agenda Item #12 - Discuss and take appropriate action regarding bids received on the old Pine School properties (Darrell Fairburn).

Agenda Item #13 - Discuss and take appropriate action regarding bids received on the Varnado Elementary School properties (Darrell Fairburn).

Agenda Item #15 - Discuss and take appropriate action regarding revised Washington Parish School Board Policy File: BCBH - Minutes of Board Meetings and DFD - Tax and Bond Elections and Sales (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Dewitt Perry, seconded by John Wyble, that the Board adopt revised Washington Parish School Board Policy File:  BCBH - Minutes of Board Meetings and DFD - Tax and Bond Elections and Sales.  Motion carried unanimously.

 

Agenda Item #16 - Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2011/2012 school year (Richard Kennedy).

 

It was moved by John Wyble, seconded by Dewitt Perry, that the Board approve the Pupil Progression Plan revisions for the 2011/2012 school year as presented.  Motion carried unanimously.

Agenda Item #18 - Superintendent’s Report

 

Principal’s retreat is July 18 - 21st at the Bogue Chitto State Park.

 

Bruce Brown has total knee replacement today and is doing well.

 

Staff Development will be on August 4th at the R. W. Johnson auditorium.  Encouraged board to attend.

 

Agenda Item #19 - Other business from board members

 

The Board commended the staff on getting ready for a new school year.

 

John Wyble stated that Dennie Fowler, former superintendent, is Citizen of the Year.

 

Lesley McKinley commended everyone on the progress at Varnado High School.
