The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Wyble, John Breland, Bruce Brown, Alan McCain, Matthew Tate, Dewitt Perry and Lesley McKinley.  Absent: Mary Adams.

Agenda Item #4 - Recognize Ronnie Wheeler, Perfect School Attendance (Darrell Fairburn).

 

Superintendent Fairburn presented Ronnie Wheeler, FHS Student, with a certificate from the state department for perfect attendance during his entire school career.  The Board congratulated him on his 13 years of perfect attendance.

 

Agenda Item #5 - Recognize State Golf Champion, Hunter Hale, Mt. Hermon School Student (Darrell Fairburn).

 

Superintendent Fairburn recognized Hunter Hale, Mt. Hermon sophomore, for winning State golf champion in Class B & C, Division 4.  The Board congratulated Mr. Hale for a job well done and encouraged him to continue his hard work and dedication.

Agenda Item #7 - Presentation on Recreation District - Mike Gill (Darrell Fairburn).

 

The committee showed a presentation on the Washington Parish Recreation District 1.  Mike and Betty Gill, fund raising chairpersons, Johnnie Daniel, Chairperson for W.P. Recreation District and Dennie Fowler, committee member each gave a brief speech on the recreation district.  They explained the need for a new recreation facility in Washington Parish.  Mike Gill stated that ”r;If you educate and recreate you don’t have to incarcerate.”  The Board agreed to send a letter of support for the recreation district.

           

Agenda Item #8 - Consider a motion to adopt the minutes of the May 26, 2011, regular board meeting (Alan McCain).

 

It was moved by Bruce Brown, seconded by Matthew Tate, that the Board adopt the minutes of the May 26, 2011, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to appoint The Era Leader as Official Journal for period beginning July 1, 2011 and ending June 30, 2012 (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Director of Finance, it was moved by Dewitt Perry, seconded by Lesley McKinley, that the Board appoint The Era Leader as Official Journal for period beginning July 1, 2011 and ending June 30, 2012.  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton).

 

Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by Dan Slocum, seconded by John Wyble, that the Board approve Risk Services of LA, Safety National Casulty for a one year contract at a cost of $28,846.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding Student Accident Blanket Insurance coverage for the 2011/2012 school year (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Director of Finance, it was moved by Dewitt Perry, seconded by John Breland, that the Board approve Bollinger Insurance with an annual premium of $28,770.00 for student accident blanket insurance for the 2011/2012 school year.  Motion carried unanimously.

 

 Agenda Item #12 - Consider a motion to approve revisions to the Student Code of Conduct for the 2011/2012 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor, it was moved by Lesley McKinley, seconded by Dewitt Perry, that the Board approve revisions to the Student Code of Conduct for the 2011/2012 school year with changes as follows:

CELLPHONES

 

Possession of cell phones is not permitted on Washington Parish School grounds by students.  If a student is found in possession of a cellphone they must turn in the phone, SIM card, and battery.  If the student refuses to turn in the cellphone, SIM card, or battery they can be placed in SAEP or in Alternative School.  The parent/guardian will be responsible for obtaining the confiscated cellphone. 

 

If a cell phone is confiscated at the school they will keep the phone for thirty (30) days unless the parent/guardian pays the fine as follows:

1st offense:  $25.00

2nd offense:  $50.00

3rd offense and every offense thereafter:  $75.00

 

Cyber-bullying - bullying which uses e-technology as a means of victimizing others.  It is the use of an Internet service or mobile technologies - such as e-mail, chat room discussion groups, instant messaging, webpages or text messaging - with the intention of harming another person.  Examples include communications that seek to intimidate, control, manipulate, put down or humiliate the recipient.

 

Bullying- any physical act or gesture or any verbally, written or electronically communicated expression that a reasonable person should expect will have the effect of placing a student in reasonable fear of physical harm or damage to his/her property; or substantially disrupting the instructional program or the orderly operations of the school; or is so severe, persistent, or pervasive that it creates an intimidating, hostile educational environment for the student who is bullied.

 

            The Technology Acceptable Use Policy is a included in the Student Code of Conduct.

Agenda Item #13 - Discuss and take appropriate action regarding student transfers for the 2011/2012 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor of Child Welfare and Attendance, it was moved by Dewitt Perry, seconded by Bruce Brown, that the Board approve the student transfers for the 2011/2012 school year as submitted.  For:  Dan Slocum, John Wyble, Bruce Brown, John Breland, Matthew Tate, Dewitt Perry and Alan McCain.  Against:  Lesley McKinley.  Motion carried.

 

Agenda Item #14 - Discuss and take appropriate action regarding a LA4 Federal budget revision (Lacy Burris).

 

Upon the recommendation of Lacy Burris, Chief Accountant, it was moved by John Wyble, seconded by Dan Slocum, that the Board approve the LA4 Federal budget revision as presented.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to authorize advertisement for surplus equipment for the School Lunch Program (Marsha Newman).

 

Upon the recommendation of Marsha Newman, Supervisor of School Lunch Program, it was moved by John Wyble, seconded by Lesley McKinley, that the board authorize advertisement for surplus equipment for the School Lunch Program as follows:

Agenda Item #16 - Discuss and take appropriate action regarding the Use of School Facilities policy (Darrell Fairburn).

Superintendent Fairburn requested that all recommendations for this policy be turned in to him no later than July 7, 2011.

 

Agenda Item #17 - Consider a motion to renew the contract of Jackie Boone, Principal, Enon Elementary School (Darrell Fairburn).

 

It was moved by Lesley McKinley, seconded by Bruce Brown, that the Board renew the contract of Jackie Boone, Principal, Enon Elementary School for a two year period beginning July 1, 2011 through June 30, 2013.  Motion carried unanimously.

 

Agenda Item #18 - Consider a motion to renew the contract of Aylene Crain, Principal, Franklinton Primary School (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board renew the contract of Aylene Crain, Principal, Franklinton Primary School for a two year period beginning July 1, 2011 through June 30, 2013.  Motion carried unanimously.

It was moved by Bruce Brown, seconded by Dan Slocum, that the Board renew the contract of Steve Knight, Principal, Thomas Elementary School for a two year period beginning July 1, 2011 through June 30, 2013.  Motion carried unanimously.

Add to the Agenda:  It was moved by Dewitt Perry, seconded by Matthew Tate, that the Board discuss and take appropriate action regarding a resolution to support the Coalition for LA Public Education.  Motion carried unanimously.

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt a resolution in support of the Coalition for LA Public Education.  Motion carried unanimously.

 

Ministers meeting will be Monday, June 20, 2011 at 6:30 p.m. at Franklinton Elementary School.

 

Add to the Agenda:  It was moved by John Wyble, seconded by Lesley McKinley, that the Board discuss and take appropriate action regarding replacing the camera system at Franklinton High School.  Motion carried unanimously.

 

It was moved by Dewitt Perry, seconded by John Wyble, that the Board approve the quote from LA Tech for the replacement of the camera system in the amount of $43,725.00 for Franklinton High School.

 

Add to the Agenda:  It was moved by Dewitt Perry, seconded by John Wyble, that the Board discuss and take appropriate action regarding replacing the home side bleachers in the gym at Franklinton High School.  Motion carried unanimously.

 

It was moved by Dewitt Perry, seconded by Bruce Brown, that the Board approve the low quote from D & A, in the amount of $43,927.00 to replace the home side bleachers in the gym at Franklinton High School.  Motion carried unanimously.  Other quotes submitted:  D & A - $45,523.00 and Hahn - $54,892.00.

The Board congratulated the principals on the renewing of their contracts.

 

Lesley McKinley requested information on Catholic Charities.

 

Bruce Brown extended his regrets for the ministers meeting on Monday due to a family illness.  Mr. Brown also stated that he would have knee surgery on July 6, 2011.

 

John Wyble stated that test scores are progressing but we are still leaving 1/3 of students behind.

 

Alan McCain requested that we remember Tommy Webb.

 

Wayne Kuhn introduced the new reporter from Era Leader, Kevin Kuperstock.
