The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Karl Bickham, Mary Adams, Dewitt Perry, Alan McCain, Matthew Tate and Freddie Jefferson.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Presentation from Multipractice Clinic - Linda Sharpless (Darrell Fairburn).

 

Linda Sharpless made a presentation to the Board on Monday night concerning the benefits of school-based Healthcare Centers. 

 

Agenda Item #5 - Recognition of Hazel Bagent - Adult Education State Teacher of the Year (Darrell Fairburn).

 

Ms. Penny Moses, Supervisor of Adult Education, presented Ms. Hazel Bagent as Adult Education State Teacher of the Year.  Ms. Bagent is the first ever in Washington Parish to win this award.

 

The Board congratulated Ms. Bagent for a job well done.

 

Agenda Item #6 - Consider a motion to adopt the minutes of the June 10, 2010, regular board meeting (Freddie Jefferson).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt the minutes of the June 10, 2010, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #7 - Discuss and take appropriate action regarding Student Accident Blanket Insurance coverage for the 2010/2011 school year (Beth Keaton).

 

Upon the recommendation of Beth Keaton, Director of Finance, it was moved by Dewitt Perry, seconded by Matthew Tate, that the Board ratify the Student Accident Blanket Insurance coverage for the 2010/2011 school year at the same rate as last year at $27,400.00.    Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to authorize advertisement on August 18, 2010 that a Public Hearing on the Washington Parish School Board Budgets will be held September 9, 2010 at 5:30 P.M. (Beth Keaton).

Agenda Item #10 - Discuss and take appropriate action regarding student transfer requests for the 2010/2011 school year (Frances Varnado).

 

Upon the recommendation of Frances Varnado, Supervisor, it was moved by Dewitt Perry, seconded by Karl Bickham, that the Board approve the student transfer requests for the 2010/2011 school year as follows:

Agenda Item #11 - Discuss and take appropriate action regarding bids received on Surplus Equipment for the School Lunch Program (Marsha Newman).

 

Upon the recommendation of Marsha Newman, School Lunch Supervisor, it was moved by Dan Slocum, seconded by Bruce Brown, that the Board accept the bids received on Surplus Equipment for the School Lunch Program as follows:

Agenda Item #12 - Discuss Washington Parish School Board Policy File:  EFA - Technology Acceptable Use Policy (AUP) as required (Jimmy Thigpen).

 

Policy was discussed at Monday night’s meeting.  No changes needed. 

 

Agenda Item #13 - Discuss and take appropriate action regarding Pupil Progression Plan revisions for the 2010/2011 school year (Richard Kennedy).

 

No action taken.  Place on agenda of next board meeting.

 

Agenda Item #14 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

Agenda Item #15 - Superintendent’s Report

 

Add to the Agenda:  It was moved by Bruce Brown, seconded by Dewitt Perry to discuss and take appropriate action regarding quotes received on a Storage Building at Thomas Elementary School.  Motion carried unanimously.

 

It was moved by Bruce Brown, seconded by Dewitt Perry, that the Board accept the low quote from Guy Hunt, Franklinton, LA in the amount of $19,975.00 for a Storage Building at Thomas Elementary School.  Motion carried unanimously.  Other quotes submitted:  Williams & Sons, Angie, LA - $21,975.00.

 

Add to the Agenda:  It was moved by Mathew Tate, seconded by Alan McCain, that the Board authorize the Superintendent to pay 25% of the cost to install the wind retro fit on the Special Education Building.  Motion carried unanimously.

Superintendent Fairburn stated that the audit reports for Franklinton High School, Wesley Ray Elementary School and Mt. Hermon School should be presented at the August 19, 2010 board meeting.

 

Agenda Item #16 - Other business from board members

 

John Breland stated that the bleachers at Pine School football stadium have been completed.  He also commended Geary McKenzie for his work and dedication to the football stadium project.

 

Agenda Item #17 - Consider a motion to enter into Executive Session under the following:

 

It was moved by Matthew Tate, seconded by Alan McCain, that the Board enter into Executive Session.  Motion carried unanimously.
