The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Karl Bickham, Mary Adams, Dewitt Perry, Alan McCain, Matthew Tate and Freddie Jefferson.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Presentation on Test Results - Tricia Smith (Darrell Fairburn).

 

       Tricia Smith gave an update on the test results at the Monday night committee meeting.

 

Agenda Item #5 - Recognition of Retirees (Darrell Fairburn).

Superintendent Fairburn recognized and congratulated the retirees for the 2009/2010 school year as follows:

 

 

          

           Retiree in attendance at tonight’s meeting:  Jack Whaley, Barbara Brumfield, Leontine Wascom, Naomi Tarver, Freddie Barnes, Dorothy Young, Denise Bickham, Frances Wills, Thelma Hart and Judy Bullock.  The Board congratulated the retirees and wished them well.

 

Agenda Item #6 - Consider a motion to adopt the minutes of the May 20, 2010, regular board meeting (Freddie Jefferson).

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board adopt the minutes of the May 20, 2010, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to adopt the minutes of the May 27, 2010, special board meeting (Freddie Jefferson).

 

            It was moved by Bruce Brown, seconded by Dewitt Perry, that the Board adopt the minutes of the May 27, 2010, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to approve revisions to the Student Code of Conduct for the 2010/2011 school year (Frances Varnado).

 

            Upon the recommendation of Frances Varnado, Supervisor, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve revisions to the Student Code of Conduct for the 2010/2011 school year with some of changes as follows:

 

 

Motion carried unanimously.

 

Agenda Item #9 - Discuss and take appropriate action regarding student transfer requests for the 2010/2011 school year (Frances Varnado).

 

            Upon the recommendation of Frances Varnado, Supervisor, it was moved by Karl Bickham, seconded by Dan Slocum, that the Board approve the student transfer requests for the 2010/2011 school year as follows:

Agenda Item #10 - Discuss and take appropriate action regarding bids received for the purchase of Bakery Products for the School Lunch Program for the 2010/2011 school year (Marsha Newman).

 

            Upon the recommendation of Marsha Newman, Supervisor, it was moved by Dewitt Perry, seconded by Bruce Brown, that the Board approve the bids from Interstate for the purchase of Bakery Products for the School Lunch Program for the 2010/2011 school year as follows:

 

 

            Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding bids received for the purchase of Milk Products for the School Lunch Program for the 2010/2011 school year (Marsha Newman).

 

            Upon the recommendation of Marsha Newman, Supervisor, it was moved by Matthew Tate, seconded by Alan McCain, that the Board approve the firm bid from Brown’s Dairy for the purchase of Milk Products for the School Lunch Program for the 2010/2011 school year as follows:

 

 

            Motion carried unanimously.

 

Agenda Item #12 - Discuss and take appropriate action regarding budget revisions for IDEA, IDEA Preschool, IDEA ARRA, and IDEA Preschool ARRA (Charlotte Fasola).

 

            Upon the recommendation of Charlotte Fasola, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the budget revisions for IDEA, IDEA Preschool, IDEA ARRA, and IDEA Preschool ARRA as presented.  Motion carried unanimously.

 

Agenda Item #13 - Discuss and take appropriate action regarding bids received for the purchase of School Supplies for the 2010/2011 school year (Beth Keaton).

 

            Upon the recommendation of Beth Keaton, it was moved by Alan McCain, seconded by Dewitt Perry, that the Board approve the bids received for the purchase of School Supplies for the 2010/2011 school year as highlighted in the following chart:

 

 

            Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to adopt an Official Journal for the period beginning July 1, 2010 and ending June 30, 2011 (Beth Keaton).

 

            It was moved by Dan Slocum, seconded by Matthew Tate, that the Board adopt the Era Leader as the Official Journal for the period beginning July 1, 2010 and ending June 30, 2011.  Motion carried unanimously.

 

Agenda Item #15 - Discuss and take appropriate action regarding recommendations from Tom Hudson, Insurance Consultant, for Excess Workers’ Compensation (Beth Keaton).

 

            Upon the recommendation of Tom Hudson, Insurance Consultant, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve Safety National Casualty for a one year contract at a cost of $25,724.00 for excess workers’ compensation.  Motion carried unanimously.

 

Agenda Item #16 - Discuss and take appropriate action regarding quotes received on covered walkways for the bus pick up area at Wesley Ray Elementary School (Billy Brignac).

 

            Upon the recommendation of Billy Brignac, Supervisor, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the low quote from Williams & Sons, Angie, LA in the amount of $32,536.00 to construct covered walkways for the bus pick up area at Wesley Ray Elementary School.  Motion carried unanimously.  Other quotes submitted:  Ball Oriental Ironworks, Angie, LA - $33,225.00 and Lee Samples, Hattiesburg, MS - $33,402.00.

 

Agenda Item #17 - Consider a motion to allow the Superintendent to proceed with renovations at Wesley Ray Elementary School as needed (Darrell Fairburn).

 

            It was moved by John Breland, seconded by Bruce Brown, that the Board allow the Superintendent to proceed with renovations at Wesley Ray Elementary School as needed to get the school completed for opening of school.  Motion carried unanimously.

 

Agenda Item #18 - Discuss and take appropriate action regarding quotes received on the restructure of electrical service in the cafeteria, library, main service north side and resource building at Wesley Ray Elementary School (Billy Brignac).

 

            Upon the recommendation of Billy Brignac, Supervisor, it was moved by Alan McCain, seconded by Matthew Tate, that the Board approve the low quote from Stuart A/C & Electric, Inc., Angie, LA in the amount of $24,965.00 for the restructure of electrical service in the cafeteria, library, main service north side and resource building at Wesley Ray Elementary School.  Motion carried unanimously.  Other quotes submitted:  Nobles Construction, Bogalusa, LA - $26,385.00 and T. W. Johnson Electric, LLC, Franklinton, LA - $29,000.00.

 

Agenda Item #19 - Consider a motion to appoint Ginger Champagne, Principal, Wesley Ray Elementary School effective June 21, 2010 (Darrell Fairburn).

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board appoint Ginger Champagne, Principal, Wesley Ray Elementary School effective June 21, 2010.  Motion carried unanimously.  Ginger Champagne is on contract thru April 26, 2011.

 

Agenda Item #20 - Consider a motion to authorize withdrawal privileges for Ginger Champagne, on all Wesley Ray Elementary School bank accounts effective June 21, 2010 and terminate withdrawal privileges for Dorothy Young on all Wesley Ray Elementary School bank accounts effective June 21, 2010 (Darrell Fairburn).

 

It was moved by Mary Adams, seconded by Alan McCain, that the Board authorize withdrawal privileges for Ginger Champagne, on all Wesley Ray Elementary School bank accounts effective June 21, 2010 and terminate withdrawal privileges for Dorothy Young on all Wesley Ray Elementary School bank accounts effective June 21, 2010.  Motion carried unanimously.

 

Agenda Item #21 - Consider a motion to adopt a resolution to oppose House Bill 1404 or any such bill that would exempt any local sales or use tax revenue without the expressed authorization of the levying governmental entity or authorized by the voters of the parish (Darrell Fairburn).

Agenda Item #22 - Consider a motion to employ an Assistant Principal for Franklinton High School (Darrell Fairburn).

 

            Upon the recommendation of Darrell Fairburn, Superintendent, it was moved by Karl Bickham, seconded by Alan McCain, that the Board employ Grant Gerald, Assistant Principal, Franklinton High School for a two year contract beginning June 11, 2010 and ending June 10, 2012.  Motion carried unanimously.

 

         Agenda Item #23 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

            Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Alan McCain, that the Board approve the Personnel and Transportation Adjustments as follows:

Sam Fauntleroy, Architect, thanked the Board for allowing him to work with the Washington Parish School System and notified them that he has retired.   He also introduced Keith Barre, one of the new owners of the firm.

 

Add to the Agenda:  It was moved by Alan McCain, seconded by Dewitt Perry, that the board consider a motion to authorize advertisement for surplus equipment for the School Lunch Program.  Motion carried unanimously.
