The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Mary Adams, Karl Bickham, Dewitt Perry, Alan McCain, Matthew Tate and Freddie Jefferson.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Recognize LSBA Art Winners (Mary Jones).

 

On Monday, April 19th, a reception was held in honor of the LSBA art winners and each was recognized as follows:

Agenda Item #5 - Recognize Washington Parish Reading Association and Title I Young Authors State Winners (Mary Jones).

 

At the committee meeting on Monday, April 19th, a reception was held honoring the Washington Parish Reading Association and Title I Young Authors State Winners.  The winners were as follows:

 

 

Agenda Item #6 - Awards Presentation - Students of the Year (Mary Jones).

 

The Washington Parish School Board held a reception for the High School and Jr. High School students of the year prior to the meeting.  Each high school selected a twelfth grade student and each jr. high school selected an eighth grade student to represent the school at the parish level competition.

 

At both the school level and the parish level, the Guidelines for Selection of Candidates for the Louisiana Students of the Year Awards Program were used to select winners.  The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.

 

The winners at the High School level are:

The winners at the Junior High School level are:

Each school winner was introduced with a brief commentary and presented a plaque from the Washington Parish School Board by the individual principal.

 

The parish winners, Ailah Martin and Cody Cooper, were also recognized and presented a plaque as Washington Parish High School Student of the Year 2009-2010 and the Washington Parish Junior High School Student of the Year 2009-2010.

 

Agenda Item #7- Consider a motion to adopt the minutes of the March 11, 2010 regular board meeting (Freddie Jefferson).

 

            It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt the minutes of the March 11, 2010, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt the minutes of the April 6, 2010, special board meeting (Freddie Jefferson).

 

            It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt the minutes of the April 6, 2010, special board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2010/2011 school year (Beth Fussell).

 

            It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board authorize advertisement for bids for the purchase of School Supplies for the 2010/2011 school year.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to adopt the EETT High Tech Budget (Beth Fussell).

 

            It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the EETT High Tech Budget as presented.  Motion carried unanimously.

 

           Agenda Item #11 - Consider a motion to approve an allocation to schools for the 2010/2011 school year (Beth Fussell).           

Upon the recommendation of Beth Fussell, Finance Director, it was moved by Dan Slocum, seconded by Bruce Brown, that the Board approve an allocation to schools for the 2010/2011 school year as follows:

 

 

Motion carried unanimously.

 

Agenda Item #12 - Discuss and take appropriate action regarding Title I Allocations for the 2010/2011 school year (Mary Henderson).

 

Upon the recommendation of Mary Henderson, Title I Director, it was moved by Karl Bickham, seconded by Bruce Brown, that the Board approve the Title I Allocations for the 2010/2011 school year as follows:

 

 

Motion carried unanimously.

 

Agenda Item #13 - Consider a motion to authorize advertisement for the purchase of equipment for the School Lunch Program (Marsha Newman).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board authorize advertisement for the purchase of equipment for Franklinton Jr. High and Wesley Ray Elementary School Cafeterias.  Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to adopt the 2008/2009 Certificate of Completions from the Louisiana School Boards Association for the ACT 380 requirements (Darrell Fairburn).

 

It was moved by John Breland, seconded by Dewitt Perry, that the Board adopt the 2008/2009 Certificate of Completions from the Louisiana School Boards Association for the Act 380 requirements.  Motion carried unanimously.

 

Agenda Item #15- Consider a motion to adopt revised Washington Parish School Board Policy File: GBRK - Annual Leave and File:  JBCC - Student Assignment (Richard Kennedy).

 

            It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt revised Washington Parish School Board Policy File:  GBRK - Annual Leave and File:  JBCC - Student Assignment.  Motion carried unanimously.

 

            Agenda Item #16 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Dan Slocum, that the Board approve the Personnel and Transportation Adjustment as follows:

TRANSPORTATION ADJUSTMENTS

 

Angie District:               Extend the route of Rena G. Knight 12 miles one way to transport to Jermery Lewis to and from in-school suspension.  Effective date:  March 24, 2010.

 

Franklinton District:       Extend the route of Tommy Webb 1.2 miles one way to pick up Chane Daigremont.  Effective date:  March 17, 2010.

 

Thomas District:            Extend the route of Russell Nielson 2.5 miles one way to pick up Taylor Martinez and Joseph Brooks.  Effective date:  February 25, 2010.

 

Motion carried unanimously.

 

Agenda Item #17 - Superintendent’s Report

 

           Superintendent Fairburn gave a brief update on the consolidation of Wesley Ray and Varnado Elementary Schools.  He will hold a meeting at Wesley Ray School with both faculties on April 30th at 1:00 p.m.

 

Agenda Item #18 - Other business from board members

 

            The Board congratulated all of the students on their accomplishments.

 

Agenda Item #19 - Consider a motion to enter into Executive Session under LA R.S. 42:6.1A(1) to discuss a personnel matter (Freddie Jefferson).

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board enter into Executive Session under LA R.S. 42:6.1A(1) to discuss a personnel matter.  Motion carried unanimously.

 

Agenda Item #20 - Consider a motion to return to regular session.

 

         It was moved by John Breland, seconded by Karl Bickham, that the Board return to regular session.  Motion carried unanimously.

 

            Agenda Item #21 - Consider a motion to adjourn.

 

            It was moved by Dan Slocum, seconded by Karl Bickham, that the Board adjourn.  Motion carried unanimously.
