The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Mary Adams, Karl Bickham, Dewitt Perry, Alan McCain, Matthew Tate and Freddie Jefferson.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Recognize PBS Model Schools (Frances Varnado).

Agenda Item #5 - Presentation on READ 180 (Mary Mobley).

Jackie Jenkins gave a brief overview of the READ 180 program.

 

WPSS implemented a reading intervention program beginning in October.  READ 180 is an intensive reading intervention program that helps educators confront the problem of adolescent illiteracy and special needs reading on multiple fronts, using technology, print, and professional development. READ 180 is proven to meet the needs of struggling readers whose reading achievement is below proficient level. The program directly addresses individual needs through differentiated instruction, adaptive and instructional software, high-interest literature, and direct instruction in reading, writing, and vocabulary skills.  Our implementation involves 6 schools including:  Mt. Hermon, Franklinton Jr. High, Franklinton High, Pine Jr./Sr. High, Angie Jr. High and Varnado High Schools.   A total of 400 regular education students are involved in the program and many SPED education students are as well.  Thus far the implementation is going well; students, teachers and administrators are excited about the academic gains thus far and are working very hard to make the initiative successful.

Agenda Item #7 - Consider a motion to adopt the minutes of the January 14, 2010, regular board meeting (Freddie Jefferson).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board adopt the minutes of the January 14, 2010, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Discuss and take appropriate action regarding the renewal of Morgan’s Mechanical preventive maintenance contract (Darrell Fairburn).

 

It was moved by Karl Bickham, seconded by Dewitt Perry, that the Board approve the renewal of Morgan’s Mechanical preventive maintenance contract for a one year period at a cost of $71,501.87.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to adopt a resolution authorizing the superintendent to sign the Amendment to Investment Agreement (Beth Fussell).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt the following resolution:

 

RESOLUTION

 

To authorize the superintendent to sign the Amendment to Investment Agreement, pursuant to the provisions of Act No. 161 of the 2002 first Extraordinary Session of the Legislature of Louisiana, LA. R.S. 39.99, said Act providing for the investment of Tobacco Money of the School Board in the State Treasury in accordance with the provisions thereof. 

 

Motion carried unanimously.

 

            Agenda Item #10 - Discuss and take appropriate action regarding a carryover budget revision for Reading First (Donna Alonzo).

 

            It was moved by Bruce Brown, seconded by John Breland, that the Board approve a carryover budget revision for Reading First.  Motion carried unanimously.

 

            Agenda Item #11 - Discuss and take appropriate action regarding quotes received on an Air Conditioner for the Franklinton High School Bandroom (Billy Brignac).

 

            It was moved by Dewitt Perry, seconded by Matthew Tate, that the Board accept the low quote from S & M A/C and Heating, LLC, Franklinton, LA in the amount of $13,235.00 for an air conditioner for the Franklinton High School bandroom.  Motion carried unanimously.  Other quote submitted:  Morgan’s Mechanical Service, L.L.C., Amite, LA - $15,572.00.

 

            Agenda Item #12 - Discuss and take appropriate action regarding quotes received on a covered area for walk in freezer at Thomas Elementary School (Billy Brignac).

 

            It was moved by Bruce Brown, seconded by Matthew Tate, that the Board accept the low quote from Guy Hunt, Franklinton, LA in the amount of $6,500.00 for a covered area for a walk in freezer at Thomas Elementary School.  Motion carried unanimously.  Other quote submitted:  Itolyaso Builders, Angie, LA - $6,900.00.

 

            Agenda Item #13 - Consider a motion to renew the contract of Polly Thigpen, Principal, Franklinton Elementary School (Darrell Fairburn).

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board renew the contract of Polly Thigpen, Principal, Franklinton Elementary School for a two year period beginning March 17, 2010 and ending March 16, 2012.  Motion carried unanimously.

 

            Agenda Item #14 - Consider a motion to renew the contract of Tiffany Hughes Smith, Assistant Principal of Instruction, Franklinton Jr. High School (Darrell Fairburn).

 

            It was moved by Matthew Tate, seconded by Bruce Brown, that the Board renew the contract of Tiffany Hughes Smith, Assistant Principal, Franklinton Jr. High School for a two year period beginning March 17, 2010 and ending March 16, 2012.  Motion carried unanimously.

 

            Agenda Item #15 - Consider a motion to renew the contract of Jennifer Thomas, Assistant Principal of Instruction, Pine School (Darrell Fairburn).

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board renew the contract of Jennifer Thomas, Assistant Principal of Instruction, Pine School for a two year period beginning March 17, 2010 and ending March 16, 2012.  Motion carried unanimously.

 

            Agenda Item #16 - Consider a motion to adopt a proclamation recognizing the week of February 8 - 12, 2010 as Literacy Week in Washington Parish (Darrell Fairburn).

 

            It was moved by John Breland, seconded by Alan McCain, that the Board adopt a proclamation recognizing the week of February 8 - 12, 2010 as Literacy Week in Washington Parish as follows:

            Agenda Item #18 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

            Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Alan McCain, that the Board approve the Personnel and Transportation Adjustments as follows:

SABBATICAL MEDICAL LEAVE

 

            Franklinton Jr. High School:  Jo’el Givens, Itinerant Talented Art Teacher, Sabbatical Medical Leave effective January 27, 2010 and the remainder of the 2009/2010 school year only.

 

RETIREMENT RESIGNATION

 

            Wesley Ray Elementary School:  Normel Keller, Special Education Teacher, Retirement Resignation effective January 28, 2010.

 

SICK LEAVE/RETIREMENT RESIGNATION

 

            Central Office:  T. J. Butler, Jr., Title I Director, Sick Leave effective February 22, 2010 through December 31, 2010 and Retirement Resignation effective January 1, 2011.

            Central Office:  Lacy Burris, Chief Accountant/Operations Manager, Employ effective February 22, 2010.

            Mt. Hermon District:  Florence Miley, Special Education Bus Operator, Employ effective February 12, 2010.

            Mt. Hermon District:  David Anthony, Special Education Bus Operator, Resignation effective January 22, 2010.

 

 

TRANSPORTATION ADJUSTMENTS

 

 

Angie School District:                                                                 Extend the route of Timothy Duncan 1 mile one way to pick up James McCain and Destiny Ard.  Effective date:  January 5, 2010.

 

Enon District:                                                                            Extend the route of Robert Mizell .9 miles one way to pick up Raeleigh McGraw.  Effective date:  January 4, 2010.

 

                                                                                    Extend the route of Lela Yates 1.2 miles one way to pick up Shalynn Racine.  Effective date:  January 20, 2010.

 

Franklinton District:                                                                    Extend the route of Vincent Chauvin 3.7 miles one way to pick up Ericka McMillan.  Effective date:  January 14, 2010.

 

                                                                                                Extend the route of Natalie Hatteberg 5.2 miles one way to pick up Channing Flot. Effective date:  January 14, 2010.

 

                                                                                                Deduct 14.4 miles one way from the route of Loretta Stafford.  Student no longer on route.  Effective date:  January 12, 2010.

 

Thomas School District:                                                             Extend the route of Shirley Barber 5 miles one way.  Road washed out.  Effective date:  February 1, 2010.

 

Motion carried unanimously.

 

 

            Agenda Item #19 - Superintendent’s Report

 

            Superintendent Fairburn stated that all schools would be closed on Friday, February 12, 2010 due to weather conditions, also twelve month employees would not report.

 

            Mr. Fairburn congratulated Mr. Butler on his retirement and wished him well.

 

            Agenda Item #20 - Other business from board members

            Dan Slocum congratulated Trenton Lambert, 4th grade student at Mt. Hermon School for being a winner in the LSBA art contest.

 

            Alan McCain congratulated Lisa Magee, Thomas Elementary School teacher, on receiving a $500 mini grant from Washington St. Tammany Electric.

 

            Board members congratulated Mr. Butler on his retirement and thanked him for his years of service and dedication.
