The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Breland, Mary Adams, Karl Bickham, Dewitt Perry, Alan McCain and Freddie Jefferson.  Absent: Bruce Brown and Matthew Tate.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

           

Agenda Item #2 - Invocation

 

The invocation was given by Alan McCain.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Presentation on Star Cadet Program at Franklinton High School - Toni Tageant (Darrell Fairburn).

 

Deleted.

 

Agenda Item #5 - Recognition of the Franklinton Police Department and the Franklinton Fire Department (Darrell Fairburn).

 

Superintendent Darrell Fairburn presented Captain Justin Brown and Lieutenant Randall Penton from the Franklinton Police Department with a plaque of appreciation.  He thanked the department for their dedication and service to our school system.

 

Mr. Fairburn also presented a plaque of appreciation to Assistant Chief Randall Dykes from the Franklinton Fire Department.  He thanked the fire department for their dedication and service to our school system also.

 

The Board thanked both departments for their continued support.

 

Agenda Item #6 - Report from the firm of Postlethwaite and Netterville regarding the 2008/2009 audit of general purpose financial statements (Donna Alonzo).

 

Joey Richard, Postlethwaite and Netterville, gave a brief overview of the 2008/2009 audit.  He stated that the report showed a clean opinion.

 

Agenda Item #7 - Consider a motion to adopt the minutes of the November 12, 2009, regular board meeting (Freddie Jefferson).

 

It was moved by Karl Bickham, seconded by Dan Slocum, that the Board adopt the minutes of the November 12, 2009, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to declare a public emergency for the purpose of repairs at Franklinton Primary School due to a fire (Darrell Fairburn).

 

Upon the recommendation of Darrell Fairburn, Superintendent, it was moved by Dan Slocum, seconded by Alan McCain, that the Board declare a public emergency for the purpose of repairs at Franklinton Primary School due to a fire.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to renew the contract of Mary Henderson, Coordinator of Title I Programs (Darrell Fairburn).

 

It was moved by Dan Slocum, seconded by Karl Bickham, that the Board renew the contract of Mary Henderson, Coordinator of Title I Programs effective February 1, 2010 through January 31, 2012.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to adopt a resolution designating Capital One National Association as an authorized depository of Washington Parish School Board (Beth Fussell).

 

      Upon the recommendation of Beth Fussell, Finance Director, it was moved by Dewitt Perry, seconded by John Breland, that the Board adopt a resolution designating Capital One National Association as an authorized depository of Washington Parish School Board.  Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding quotes received on surplus equipment from the Special Education Department (Charlotte Fasola).

 

Upon the recommendation of Charlotte Fasola, Director of Special Education, it was moved by Dewitt Perry, seconded by Alan McCain, that the Board approve the bids received on surplus equipment from the Special Education Department and approve to discard items that received no bids.  Motion carried unanimously.

 

Agenda Item #12 - Consider a motion to adopt revised Washington Parish School Board Policy File: DJE – Purchasing (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Assistant Superintendent, it was moved by John Breland, seconded by Alan McCain, that the Board adopt revised Washington Parish School Board Policy File: DJE – Purchasing.  Motion carried unanimously.

 

Agenda Item #13 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Dan Slocum, seconded by Karl Bickham, that the Board adopt the Personnel and Transportation Adjustments as follows:

            Thomas School:  Richard Jenkins, Bus Operator, Resignation effective December 18, 2009.

            Mt. Hermon District:  David Anthony, Special Education Bus Operator, Employ effective January 4, 2010.

 

Mt. Hermon School:  Erin Johnson, Special Education Paraprofessional, Employ effective December 11, 2009.

 

Mt. Hermon District:  Ernest McLaughlin, Bus Operator, Employ effective January 4, 2010.

 

            Thomas District:  Johnny Mord, Bus Operator, Employ effective January 4, 2010 (Replacing Richard Jenkins).

 

            Varnado Elementary School:  Latessa Foster, ELFA Paraprofessional, Employ effective December 11, 2009 and the remainder of the 2009/2010 only.

            Franklinton High School:  Barbara Ingram, Adolescent Literacy Paraprofessional, Paid out of Title I Stimulus TO Paid out of EIS Stimulus effective January 4, 2010.

Motion carried unanimously.

 

Agenda Item #14 - Superintendent’s Report

 

ADD TO THE AGENDA:  It was moved by Alan McCain, seconded by Dewitt Perry, that the Board discuss and take appropriate action regarding bids received on modular buildings.  Motion carried unanimously.

 

It was moved by Dan Slocum, seconded by Dewitt Perry, that the Board proceeds with allowing the Superintendent and the Finance Department to scrutinize the details of the bids and to accept the lowest responsible responsive bid based on the total details involving the bids and allow the Superintendent to proceed with the lowest complete bid.  Motion carried unanimously.

 

Mr. Fairburn stated that the H1N1 vaccinations would be complete tonight.

 

It was moved by John Breland, seconded by Alan McCain, that the Board enter into Executive Session under LA R.S. 42:6.1A (2).  Motion carried unanimously.

 

It was moved by Alan McCain, seconded by Karl Bickham, that the Board return to regular session.  Motion carried unanimously.

 

Agenda Item #15 - Other business from board members

 

Frankie Crosby, a concerned citizen, spoke to the Board about several concerns.  The Board told him that they would take the concerns under advisement.

 

All Board Members wished the Franklinton High School Demon football team success in their state playoff game.

 

The Board also congratulated the Varnado High School Wildcat football team on their advancement to the playoffs.

 

Karl Bickham requested that the schools take the American Flag down everyday and that the flag should be flown appropriately.

 

The Board wished everyone a Merry Christmas and a Happy New Year.

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adjourn.  Motion carried unanimously.
