The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, John Breland, Mary Adams, Alan McCain, Matthew Tate and Freddie Jefferson.  Absent: Bruce Brown, Karl Bickham and Dewitt Perry.

            Prior to the board meeting a reception was held in honor of the veterans.  Eighteen of the thirty-four veterans attended the reception and meeting in their honor.  The Board thanked the veterans for their service.

           

Agenda Item #5 - Presentation on PBS (Positive Behavior Support) District Plan (Frances Varnado).

It was moved by Matthew Tate, seconded by John Breland, that the Board approve the Positive Behavior Support District Plan as presented by Frances Varnado, Supervisor.  Motion carried unanimously.

 

Agenda Item #6 - Presentation on School Performance Scores (Tricia Smith).

 

            Tricia Smith gave a presentation on the School Performance Scores.  Overall the district scores improved.  All schools, except one that was already over 100, had growth in their performance scores.  7 out of 12 schools will receive a flag for exemplary growth.  The district score was up 7.5 from last years score.  Washington Parishs district performance score growth is in the top 10 in the state.

 

            The Board thanked everyone for their dedication and hard work.

 

Agenda Item #7 - Consider a motion to adopt the minutes of the October 8, 2009, regular board meeting (Freddie Jefferson).

 

            It was moved by John Breland, seconded by Dan Slocum, that the Board adopt the minutes of the October 8, 2009, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #8 - Consider a motion to adopt the schedule of the school board meetings for 2010 (Darrell Fairburn).

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board adopt the schedule of school board meetings for 2010 as follows:

Agenda Item #9 - Consider a motion to authorize advertisement for bids for telecommunication services and equipment for e-rate for the 2010/2011 school year (Jimmy Thigpen).

 

            It was moved by Dan Slocum, seconded by Matthew Tate, that the Board authorize advertisement for bids for telecommunication services and equipment for e-rate for the 2010/2011 school year.  Motion carried unanimously.

 

Agenda Item #10 - Consider a motion to renew the contract of Charlotte Fasola, Special Education Supervisor (Darrell Fairburn).

            It was moved by Matthew Tate, seconded by Dan Slocum, that the Board renew the contract of Charlotte Fasola, Special Education Supervisor, for a contract period, January 1, 2010 - December 31, 2011.  Motion carried unanimously. 

 

Agenda Item #11 - Consider a motion to authorize advertisement for the sale of surplus equipment from the Special Education Department (Charlotte Fasola).

 

         Upon the recommendation of Charlotte Fasola, it was moved by Matthew Tate, seconded by Alan McCain, that the Board authorize advertisement for the sale of surplus equipment from the Special Education Department as follows:

            The Washington Parish Special Education Department will receive sealed bids until 11:00 A.M. November 30, 2009, at the Special Education Office, 616 T.W. Barker Dr., Franklinton, LA for the sale of the following equipment:

            All equipment listed is sold AS IS.  The Washington Parish Special Education Department is not responsible for any equipment that does not work properly or requires parts or service.  The Washington Parish School Board reserves the right to reject any and/or all bids and waive informalities.  All bids must be submitted on the bid forms provided by the Special Education Department.

 

            Please mark envelope as containing Bid on Surplus Equipment.  Equipment may be inspected at the school site in the presence of the Special Education Director.  Appointment must be scheduled with Special Education Director at (985) 839-9816.  No one is allowed to drop in for an inspection.  Bids will be rejected if bidder is not on inspection schedule.

 

            Bid award subject to School Board approval at the regular School Board meeting, December 10, 2009.  Successful bidder will be required to remove equipment within five (5) working days from board approval.

 

            Purchases shall hold Washington Parish Special Education free and harmless from any injuries, accidents, or damages to any person or property caused in moving or the removal of any item above.

Agenda Item #14 - Adopt a resolution providing for canvassing the returns and declaring the results of the special election held in School District No. 2, Washington Parish, Louisiana, and Angie School District of the Parish of Washington, State of Louisiana, on Saturday, October 17, 2009, to authorize the continuation of special taxes therein (Beth Fussell).

             

            It was moved by Mary Adams, seconded by Alan McCain, that the Board adopt a resolution providing for canvassing the returns and declaring the results of the special election held in School District No. 2, Washington Parish, Louisiana, and Angie School District of the Parish of Washington, State of Louisiana, on Saturday, October 17, 2009, to authorize the continuation of special taxes therein.  A roll call vote was taken with all for.  Motion carried unanimously.

 

               Agenda Item #15 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

               Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Dan Slocum, seconded by Matthew Tate, that the Board approve the Personnel and Transportation Adjustments as follows:

TRANSPORTATION ADJUSTMENTS

 

Angie District:                                                    Extend the route of Steve Owens 4 miles one way to pick up Katelyn Spillman.  Effective date:  October 29, 2009.

 

                                                                        Extend the route of Steve Owens 1.8 miles one way to pick up MiKayla and Russell Holden.  Effective date:  October 29, 2009.

 

Franklinton District:                                            Extend the route of Colleen Barber 7.3 miles one way to pick up Renee Dumont, Chelsey LeBlanc, Shelby & Emily Watson, and Victoria Cook.  Effective date:  September 1, 2009.

 

                                                                        Extend the route of Roy Burton, Sr. 2.3 miles one way to pick up Juanna and Bran Simmons and Nathaniel Warren, Jr.  Effective date:  October 1, 2009.

 

                                                                        Extend the route of Loretta Stafford 2 miles one way to pick up Thomas Murray.  Effective date:  October 28, 2009.

 

Mt. Hermon District:                                           Extend the route of Louise Holmes 1 mile one way to pick up Hunter Addison.  Effective date:  October 12, 2009.

 

Thomas/Pine District:                                         Extend the route of Kaye Magee .5 miles one way to pick up Dallas and Tiffany Dugas and Anthony Hunt.  Effective date:  October 1, 2009

Agenda Item #16 - Superintendents Report

 

            Add to the Agenda:  It was moved by Alan McCain, seconded by Matthew Tate, that the Board consider a loan to Franklinton High School in the amount of $100,000.00 for the completion of the FHS Athletic Projects.  Motion carried unanimously.

 

            It was moved by Matthew Tate, seconded by Alan McCain, that the Board approve a loan to Franklinton High School in the amount of $100,000.00 for the completion of the FHS Baseball and Softball fields. The financial details will be finalized at the December 2009 board meeting.   Motion carried unanimously.

 

            Add to the Agenda:  It was moved by John Breland, seconded by Dan Slocum, that the Board consider a loan to Pine School to allow them to proceed with the construction of a football field.  Motion carried unanimously.

 

            It was moved by John Breland, seconded by Alan McCain, that the Board approve a loan to Pine School for the construction of the football field.    The financial details will be finalized at a future board meeting.  Motion carried unanimously.

 

            Add to the Agenda:  It was moved by Alan McCain, seconded by Matthew Tate, that the Board consider a $250 supplement for every employee in December.  Motion carried unanimously.

 

            It was moved by Alan McCain, seconded by Matthew Tate, that the Board approve a $250 supplement for every employee to be paid in the month of December.  Motion carried unanimously.

 

            Wendy Williams, a parent from Bogalusa ask the Board to review their policy on who was allowed to transfer into the Washington Parish Schools. 

 

Agenda Item #17 - Other business from board members

 

The Board expressed how proud they are of the schools, administration and central office staff for the growth that the system is making.

 

The Board wished the Franklinton Demons and Varnado Wildcats the best of luck in the playoffs.

 

The Board congratulated Ms. Leontine Wascom on her retirement.
