The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Mary Adams, Freddie Jefferson, Karl Bickham, Dewitt Perry and Matthew Tate.  Absent: Alan McCain.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.

Agenda Item #3 - Pledge of Allegiance

Agenda Item #4 Consider a motion to adopt the minutes of the May 21, 2009, regular board meeting (Freddie Jefferson).

 

It was moved by John Breland, seconded by Matthew Tate, that the Board adopt the minutes of the May 21, 2009, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #5 - Presentation on Test Results Tricia Smith (Darrell Fairburn).

 

Tricia Smith gave an overview on the Spring 2009 District Test Results for iLeap, Leap and GEE.

 

Agenda Item #6 - Recognition of Enon Elementary School High Performing/High Poverty School (Darrell Fairburn).

 

Jackie Boone, Principal, Enon Elementary School announced that Enon Elementary was one of twenty schools in the state that earned the distinction of being named a High Performing/High Poverty school. 

 

To be chosen as a High-Performing/High-Poverty School, schools must have achieved a baseline School Performance Score (SPS) of 100 or higher, or be considered a three-star school for both the 2006-2007 and 2007-2008 school terms, based on the states accountability system.  To meet the definition of a high-poverty school, at least 65 percent of the schools population must be enrolled in the federally-funded free or reduced-price meal program.

 

The High Performing/High Poverty program was launched last year when the Department set out to identify schools that had achieved high academic success, despite having to overcome the social challenges associated with high-poverty student populations. 

 

Agenda Item #7 - Recognition of Washington Parish Exemplary Schools (Mary Jones).

 

Superintendent Fairburn stated that three schools from the Washington Parish School System are being recognized for academic growth during the 2008/2009 academic year. They were presented a flag for academic growth as follows:

            The Board congratulated the schools and their staff for their hard work and dedication to the students.

After reviewing bids as submitted for milk products for the 2009-2010 school year, I recommend that Brown's Dairy-firm pricing  be used for the school cafeterias.

 

Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding quotes received for VCT Tile at Enon Elementary School (Billy Brignac).

 

It was moved by Dewitt Perry, seconded by Matthew Tate, that the Board approve the low quote from Kennedys Decorating Center, Franklinton, LA in the amount of $2,437.44 to replace VCT Tile at Enon Elementary School.  Motion carried unanimously.  Other quotes submitted:  Mikes Flooring, L.L.C., Franklinton, LA - $2,890.20 and Decorating Showroom, Inc., Franklinton, LA - $2,891.60.

 

Agenda Item #11 - Discuss and take appropriate action regarding quotes received for carpet at Franklinton Primary School (Billy Brignac).

It was moved by Bruce Brown, seconded by Dewitt Perry, that the Board approve the low quote from Mikes Flooring, L.L.C., Franklinton, LA in the amount of $3,571.68 to replace carpet at Franklinton Primary School.  Motion carried unanimously.  Other quotes submitted:  Decorating Showroom, Franklinton, LA - $3,742.64 and Kennedys Decorating Center, Franklinton, LA - $5,103.13.

It was moved by Dewitt Perry, seconded by Matthew Tate, that the Board adopt the Era-Leader, Franklinton, LA as the Official Journal for the period beginning July 1, 2009 and ending June 30, 2010.  Motion carried unanimously.

 

Agenda Item #15 - Consider a motion to renew the contract of Pauline Bankston, Principal, Franklinton Jr. High School (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board renews the contract of Pauline Bankston, Principal, Franklinton Jr. High School for a period of two years beginning June 18, 2009 and ending June 17, 2011.  Motion carried unanimously.

 

Agenda Item #16 - Consider a motion to renew the contract of Emma Ross, Principal, Varnado High School (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dan Slocum, that the Board renews the contract of Emma Ross, Principal, Varnado High School for a period of two years beginning July 1, 2009 and ending June 30, 2011.  Motion carried unanimously.

 

Agenda Item #17 - Consider a motion to renew the contract of Geary McKenzie, Principal, Pine School (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the Board grant a 120 day extension to the contract of Geary McKenzie, Principal, Pine School beginning July 1, 2009 and ending October 18, 2009.  Motion carried unanimously.

 

Agenda Item #18 - Consider a motion to renew the contract of Steven Knight, Principal, Thomas Elementary School (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the Board renews the contract of Steven Knight, Principal, Thomas Elementary School for a period of two years beginning July 1, 2009 and ending June 30, 2011.  Motion carried unanimously.

Agenda Item #22 - Consider a motion to ratify withdrawal privileges for Randy Branch, on all Angie Jr. High School bank accounts effective May 26, 2009 and terminate withdrawal privileges for Grant Gerald on all Angie Jr. High School bank accounts effective May 26, 2009 (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board ratify withdrawal privileges for Randy Branch, on all Angie Jr. High School bank accounts effective May 26, 2009 and terminate withdrawal privileges for Grant Gerald on all Angie Jr. High School bank accounts effective May 26, 2009.  Motion carried unanimously.

 

Agenda Item #23 - Consider a motion to ratify withdrawal privileges for Dorothy Young on all Wesley Ray Elementary School bank accounts effective May 23, 2009 and terminate withdrawal privileges for Belinda Jackson on all Wesley Ray Elementary School effective May 23, 2009 (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board ratify withdrawal privileges for Dorothy Young on all Wesley Ray Elementary School bank accounts effective May 23, 2009 and terminate withdrawal privileges for Belinda Jackson on all Wesley Ray Elementary School effective May 23, 2009.  Motion carried unanimously.

Upon the recommendation of Darrell Fairburn, Superintendent, it was moved by John Breland, seconded by Karl Breland, that the Board employ Randy Branch, Principal, Angie Jr. High School for a two year contract beginning July 2, 2009 and ending July 1, 2011.  Motion carried unanimously.

ADD TO THE AGENDA:  It was moved by Mary Adams, seconded by Bruce Brown, that the Board discuss and take appropriate action regarding quotes received on a Sports Building at Angie Jr. High School.  Motion carried unanimously.

 

It was moved by Mary Adams, seconded by Bruce Brown, that the Board approve the low quote from Williams & Sons, Angie, LA in the amount of $25,307.00 for a Sports Building at Angie Jr. High School.  Motion carried unanimously.  Other quotes submitted:  Lance Ball, Angie, LA - $25,950.00 and Tommy Stewart, Bogalusa, LA - $26,050.00.
