The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Mary Adams, Freddie Jefferson, Alan McCain, and Karl Bickham. Absent: Dewitt Perry and Matthew Tate.

The meeting was called to order by President Freddie Jefferson. He welcomed School Board Attorney Wayne Kuhn, news media and guests.

Agenda Item #5 - Recognize Austin Magee, State Science Fair Winner (Mary Jones).
Mr. Geary McKenzie, Principal, Pine School recognized Austin Magee, 7th Grade Student at Pine School. Mr. Magee is the son of Faron and Kim Magee. Austin won 1st place at the school level, 1st place in Physics and 1st place overall at the district Level, and 2nd place in Physics at the State Level.
The Board congratulated Austin on a job well done.
Agenda Item #6 - Consider a motion to adopt the minutes of the May 7, 2009, regular board meeting (Freddie Jefferson).
It was moved by Karl Bickham, seconded by Dan Slocum, that the Board adopt the minutes of the May 7, 2009, regular board meeting as submitted to each member. Motion carried unanimously.
Agenda Item #7 - Consider a motion to adopt a resolution regarding the opposition to House Bill No. 230 and House Bill No. 237 of the 2009 Regular Legislative Session (Darrell Fairburn).
It was moved by Dan Slocum, seconded by Alan McCain, that the Board adopt a resolution regarding the opposition to House Bill No. 230 and House Bill No. 237 of the 2009 Regular Legislative Session. Motion carried unanimously.
Agenda Item #8 - Consider a motion to employ Matthew Stogner, Assistant Principal, Mt. Hermon School effective July 20, 2009 (Darrell Fairburn).
It was moved by Dan Slocum, seconded by John Breland, that the Board employ Matthew Stogner, Assistant Principal, Mt. Hermon School for a two year contract period effective July 20, 2009 through July 19, 2011. Motion carried unanimously.
Mr. Stogner thanked the Board for their confidence and support.
Agenda Item #9 - Consider a motion to employ Lisa Tanner, Principal, Franklinton High School effective June 1, 2009 (Darrell Fairburn).
It was moved by Karl Bickham, seconded by Alan McCain, that the Board employ Lisa Tanner, Principal, Franklinton High School for a two year contract period effective June 1, 2009 through May 31, 2011. Motion carried unanimously.
Ms. Tanner thanked the Board for their support.
Agenda Item #10 - Consider a motion to authorize withdrawal privileges for Lisa Tanner on all Franklinton High School bank accounts effective June 1, 2009, and terminate withdrawal privileges for Beverly Young on all Franklinton High School bank accounts effective June 1, 2009 (Darrell Fairburn).
It was moved by Alan McCain, seconded by Karl Bickham, that the Board authorize withdrawal privileges for Lisa Tanner on all Franklinton High School bank accounts effective June 1, 2009, and terminate withdrawal privileges for Beverly Young on all Franklinton High School bank accounts effective June 1, 2009. Motion carried unanimously.
Agenda Item #11 - Discuss and take appropriate action regarding quotations received from area physicians for bus operator physicals (Billy Brignac).
It was moved by Bruce Brown, seconded by Alan McCain, that the Board approve the low quotes from Roger Casama, Bogalusa, LA in the amount of $50.00 and Riverside Pediatrics and Internal Medicine, Franklinton, LA in the amount of $60.00 for bus operator physicals. Motion carried unanimously. Other quotes submitted: Family Medical Center, Franklinton, LA - $90.00; Family Rural Health Clinic, Franklinton, LA - $125.00 and Intergrated Medical Care, Franklinton, LA - $150.00.
The Board approved two vendors to give bus operators a choice of which one to use depending on location.
Agenda Item #12 - Discuss and take appropriate action regarding quotes received on repairs to the asphalt behind the Franklinton Primary School cafeteria (Billy Brignac).
Upon the recommendation of Billy Brignac, Supervisor, it was moved by Bruce Brown, seconded by Karl Bickham, that the Board approve the low quote from Keith Voth Dozer & Excavation, Franklinton, LA in the amount of $7,464.00 for asphalt repairs behind Franklinton Primary School cafeteria. Motion carried unanimously. Other quote submitted: Tate Construction, LLC, Covington, LA - $8,785.00.
Agenda Item #13 - Consider a motion to adopt new Washington Parish School Board Policy File: GAMI – Electronic Telecommunication Devices (Richard Kennedy).
It was moved by Karl Bickham, seconded by Alan McCain, that the Board adopt new Washington Parish School Board Policy File: GAMI – Electronic Telecommunication Devices. Motion carried unanimously.
Agenda Item #14 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).
Upon the recommendation of Richard Kennedy, it was moved by Bruce Brown, seconded by Dan Slocum, that the Board approve the Personnel and Transportation Adjustments as follows:

Agenda Item #15 - Superintendent’s Report
Enon Elementary School will be recognized as 1 of 20 High Performing/High Poverty Schools in the State at the next board meeting.
Test results were released on Monday, May 18th. Test scores are improving and will have a complete report at the June meeting.
Agenda Item #16 - Other business from board members
The Board commended Grant Gerald and Belinda Jackson on their work as they filled in during the year for principals on leave.
The Board congratulated Lisa Tanner and Matthew Stogner on their new appointments as Principal and Assistant Principal.
Karl Bickham thanked Aylene Crain for the hospitality of hosting the Committee Meeting on Monday night. He also commended her and her staff on the cleanliness of Franklinton Primary School.
