The Washington Parish School Board met in regular session on the above date with the following members present: Dan Slocum, Bruce Brown, John Breland, Mary Adams, Dewitt Perry, Freddie Jefferson, Alan McCain, Karl Bickham and Matthew Tate.  Absent:  None.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

Agenda Item #4 - Awards Presentation - Students of the Year (Mary Jones).

 

Supervisor Mary Jones briefly reviewed the Louisiana Students of the Year Awards Program.  The Guidelines for Selection of Candidates were used to select the winners at the school and the parish level.  The four categories for selection included the cumulative grade point average, a portfolio of supporting documents, writing samples, and an interview with the judges.  The following school level winners were introduced by their respective school principals, or designees, and presented plaques from the Washington Parish School Board:

Superintendent Darrell Fairburn then recognized and presented plaques to the Washington Parish Jr. High School Student of the Year 2008-2009, Jordan Schilling and the Washington Parish High School Student of the Year 2008-2009, Amber Crosswhite.

 

Board members congratulated the Students of the Year.

 

A reception in honor of the Students of the Year and their families was held prior to the board meeting.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the April 23, 2009, regular board meeting (Freddie Jefferson).

 

It was moved by John Breland, seconded by Bruce Brown, that the Board adopt the minutes of the April 23, 2009, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to adopt the minutes of the April 28, 2009, special board meeting (Freddie Jefferson).

 

It was moved by Alan McCain, seconded by Dewitt Perry, that the Board adopt the minutes of the April 28, 2009, special board meeting as presented to each member.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to authorize advertisement for bids for the purchase of Bakery Products, Milk, and other Food and Non-Food Supplies for the School Lunch Program for the 2009/2010 school year (Marsha Newman).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board authorize advertisement for bids for the purchase of Bakery Products, Milk, and other Food and Non-Food Supplies for the School Lunch Program for the 2009/2010 school year as follows:

The WASHINGTON PARISH SCHOOL BOARD will receive bids for the purchase of Food and Supplies for the 2009-2010 school year as outlined in the following schedule.  Copies of the general instructions and specifications are available from the Washington Parish School Board Office, 800 Main Street, Franklinton, LA 70438.

CLEANING   SUPPLIES   AND  PAPER  GOODS  quotations will be received at 12:00 p.m. May 29, 2009 and will be binding for the period of August 1, 2009 - July 31, 2010.

 

ALL vendors are invited to be present for the opening and tabulations of bids at the time specified in the above schedule.

Agenda Item #8 - Consider a motion to authorize advertisement for bids for the purchase of School Supplies for the 2009/2010 school year (Beth Fussell).

 

It was moved by John Breland, seconded by Karl Bickham, that the Board authorize advertisement for the purchase of School Supplies for the 2009/2010 school year.  Motion carried unanimously.

 

Agenda Item #9 - Consider a motion to adopt revised Washington Parish School Board Policy File:  EFA - Technology Acceptable Use Policy (CIPA) (Patty Alford).

 

It was moved by Dewitt Perry, seconded by Alan McCain, that the Board adopt revised Washington Parish School Board Policy File: EFA - Technology Acceptable Use Policy (CIPA).  Motion carried unanimously.

 

Agenda Item #10 - Discuss and take appropriate action regarding Title I Allocation for the 2009/2010 school year (T. J. Butler).

Agenda Item #11 - Discuss and take appropriate action regarding acceptance for Trane Air Conditioning System at Pine School (Darrell Fairburn).

 

No action needed.

 

Agenda Item #12 - Discuss and take appropriate action regarding the Superintendents contract (Darrell Fairburn).

 

It was moved by Matthew Tate, seconded by Dewitt Perry, that the Board award the Superintendent a 2 year contract with a 1 year extension (pending a satisfactory evaluation).  Motion carried unanimously.

 

Superintended Fairburn thanked the Board for the contract extension and the Administrative Staff for their support.

 

Agenda Item #13 - Discuss and take appropriate action regarding Personnel and Transportation Adjustments (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Bruce Brown, that the Board adopt the Personnel and Transportation Adjustments as follows:

CHANGE OF EMPLOYMENT STATUS

 

Grant Gerald, Principal, Angie Jr. High School TO Regular Teacher, Franklinton High School effective the 2009/2010 school year.

 

Wesley Ray District:  Carolyn Kelly, Bus Attendant, Employ effective April 24, 2009 TO Employ effective the 2009/2010 school year.

 

SICK LEAVE/RETIREMENT RESIGNATION

 

Varnado Elementary School:  Judy Bullock, Kindergarten Teacher, Sick Leave from August 3, 2009 August 11, 2009 and Retirement Resignation effective August 11, 2009.

 

SABBATICAL MEDICAL LEAVE/EXTENDED SICK LEAVE/SICK LEAVE/RETIREMENT RESIGNATION

 

Pine School:  Peggy Kemp, Regular Teacher, Sabbatical Medical Leave the Fall Semester of the 2009/2010 school year only and Extended Sick Leave/Sick Leave January 4, 2010 through May 6, 2010 and Retirement Resignation effective May 6, 2010.

 

RESIGNATION

 

Thomas Elementary School:  Jeanna Wheat, Cafeteria Worker, Resignation effective May 4, 2009.

TRANSPORTATION ADJUSTMENTS

 

Franklinton District:                                                                    Extend the route of Carolyn Fussell 2.7 miles one way to pick up Reina Davis.  Effective date:  May 4, 2009.

 

Motion carried unanimously.

 

Agenda Item #14 - Consider a motion to employ Personnel and Substitutes for the 2009/2010 school year (Richard Kennedy).

 

Upon the recommendation of Richard Kennedy, Personnel Director, it was moved by Matthew Tate, seconded by Bruce Brown, that the Board employ the Personnel and Substitutes for the 2009/2010 school year.  SEE ATTACHED. Motion carried unanimously.

 

Agenda Item #15 - Superintendents Report

 

Superintendent Fairburn stated that Enon School would be recognized by the State as a High Poverty/High Performing school on May 21, 2009. 

 

ADD TO THE AGENDA:  It was moved by Karl Bickham, seconded by Bruce Brown, to discuss and take appropriate action regarding David Ladners classification and pay scale.   Motion carried unanimously.

 

It was moved by Karl Bickham, seconded by Dewitt Perry, that the Board move David Ladner to Maintenance Technician effective July 1, 2009.  Motion carried unanimously.

 

Agenda Item #16 - Other business from board members

 

The Board congratulated the Students of the Year.

 

Dan Slocum stated that this was Teacher Appreciation week and Parish Graduations will be next week.

 

Bruce Brown scheduled a Transportation Committee Meeting for May 21, 2009 at 5:30 p.m.  Mr. Brown also stated that Washington Parish had two former football players sign with NFL teams during the recent draft.  Curtis Taylor, Jr. Franklinton High School signed with the San Francisco 49ers, and Frank Harry, Jr. Varnado High School signed as a free agent with the Minnesota Vikings.
