The Washington Parish School Board met in regular session on the above date with the following members present: Bruce Brown, Linda Thomas, Mary Adams, Freddie Jefferson, Alan McCain, Karl Bickham and Matthew Tate.  Absent:  Dan Slocum and Dewitt Perry.

 

Agenda Item #1 - Call to order

 

The meeting was called to order by President Freddie Jefferson.  He welcomed School Board Attorney Wayne Kuhn, news media and guests.

           

Agenda Item #2 - Invocation

 

The invocation was given by Bruce Brown.

 

Agenda Item #3 - Pledge of Allegiance

 

Agenda Item #4 - Presentation on Summer School, District Performance and Testing Scores (Tricia Smith).

 

Postponed until the June 9th committee meeting.

 

Agenda Item #5 - Consider a motion to adopt the minutes of the May 8, 2008, regular board meeting (Freddie Jefferson).

 

It was moved by Matthew Tate, seconded by Bruce Brown, that the Board adopt the minutes of the May 8, 2008, regular board meeting as submitted to each member.  Motion carried unanimously.

 

Agenda Item #6 - Consider a motion to approve revisions to the Student Code of Conduct for the 2008/2009 school year (Frances Varnado).

 

It was moved by Karl Bickham, seconded by Alan McCain, that the Board approve the revisions to the Student Code of Conduct for the 2008/2009 school year as presented to each member.  Motion carried unanimously.

 

Agenda Item #7 - Consider a motion to approve an allocation to schools for the 2008/2009 school year (Beth Fussell).

 

Upon the recommendation of Beth Fussell, Director of Finance, it was moved by Alan McCain, seconded by Matthew Tate, that the Board approve the allocations to schools for the 2008/2009 school year as follows:

It was moved by Alan McCain, seconded by Matthew Tate, that the Board authorize advertisement on August 20, 2008, that a Public Hearing on the Washington Parish School Board Budgets will be held September 11, 2008 at 6:00 p.m.  Motion carried unanimously.

Agenda Item #9 - Discuss and take appropriate action regarding quotations received from area physicians for bus operator physicals (William Brignac).

 

Upon the recommendation of William Brignac, Supervisor, it was moved by Bruce Brown, seconded by Matthew Tate, that the Board approve the low quote from Dr. Roger Casama, Bogalusa, LA in the amount of $50.00 per bus operator physical.  Motion carried unanimously.  Other quotes submitted: Family Medical Clinic, Franklinton, LA - $90.00 per physical, Franklinton Rural Health Clinic, Franklinton, LA - $125.00 per physical and Integrated Medical Care, Franklinton, LA - $135.00 per physical.

 

Agenda Item #10 - Discuss and take appropriate action regarding change order #6 for Thomas Elementary School (Darrell Fairburn).

 

It was moved by Bruce Brown, seconded by Linda Thomas, that the Board approve change order #6 for Thomas Elementary School in the amount of $55,947.00.  Motion carried unanimously.

 

Agenda Item #11 - Discuss and take appropriate action regarding coaching stipends (Darrell Fairburn).

 

Upon the recommendation of Superintendent Darrell Fairburn, it was moved by Karl Bickham, seconded by Alan McCain, that the Board approve coaching stipends as presented.  Motion carried unanimously.

 

Agenda Item #12 - Consider a motion to adopt revised Washington Parish School Board Policy Files: IDCA – Summer School; IDCH – Home Study Program; IDDC – Homebound Instruction; IDG – Adult Education; IHF – Graduation Requirements; II – Testing Program; JB – Attendance; JBC – School Admission; JBD – Student Absences and Excuses; and JBD-R – Absences and Excuses (Richard Kennedy).

Agenda Item #14 - Superintendent’s Report

 

Superintendent Fairburn told the Board that he would schedule a meeting with them to discuss students out of district.  A time and date would be sent to them.

 

Superintendent Fairburn read the following news release from the Government Finance Officers Association:

 

The Certificate of Achievement for Excellence in Financial Reporting has been awarded to Washington Parish School Board by the Government Finance Officers Association of the United States and Canada (GFOA) for its comprehensive annual financial report (CAFR).  The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

 

 An Award of Financial Reporting Achievement has been awarded to the individual(s), department or agency designated by the government as primarily responsible for preparing the award-winning CAFR. This has been presented to:

 

Financial Department, Washington Parish School Board

 

The CAFR has been judged by an impartial panel to meet the high standards of the program including demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate potential users and user groups to read the CAFR.

 

The GFOA is a nonprofit professional association serving approximately 16,000 government finance professionals with offices in Chicago, IL, and Washington, D.C.

 

Superintendent Fairburn congratulated the Finance Department on a job well done and stated that a plaque would be forthcoming.  This is the fourth year that this award has been received.

 

Mary Jones gave an overview of the Reading First program.

Freddie Jefferson commended everyone for a successful school year.
